As a result of this, staff is unable to release your Letter of Credit as you requested. The reasons why your property failed inspection are noted below. I am also providing you with an explanation as to how you can correct these problems. Outstanding Site Issues 1) Insufficient Width Of Paved Area. The approved site plan for the property details a 40-foot-wide paved parking lot for a used car parking lot. Staffs inspection of the property revealed that the actual paved area is less than 40-feet, it is approximately 35'/2 feet. The 40-feet should account for the 18-feet used for the length of the parking spaces and 22-feet required for the parking lot aisle. Please complete the paving so the width of the parking area is 40 feet as shower on the approved site plan. 2) No Painted Lines. As shown on the approved site plan and required by the Zoning Ordinance, all parking lots are required to be appropriately striped. It was noted during Staffs inspection of the property that no striping has been done. Please provide painted lines for all parking spaces. 3) Inadequate Sign Setback &. Failure To Obtain A Sign Permit. The business sign for the used car parking lot appears to have inadequate setbacks. In addition, there is no record of a sign permit being issued for the sign. Please apply for a .sign permit through the Department of Inspections. 16 Page Mr. Mickey Groves Groves Family Enterprises, LLC August 13, 2001 Once you have successfully resolved all of the above issues, staff should be able to approve the DMV Zoning Compliance Form and release the bond held for the project. Please contact me so we can discuss when you will be able to complete the required site work. Failure to resolve these issues in a reasonable time frame may require staff to look at additional measures to ensure that all site work is complete. The max. height permitted in the 132 is 35', not 65' as stated on the plan. Additionally, the sign must be 10' off all property lines. Please make this revision to the plan. Also, because the motel rooms have been incorporated into the parking calculation, it will be necessary to show the location of those spaces and the handicap spaces that are noted. The following comments should be addressed and included in a revision of this site plan. The submitted plan is also marked with these comments. Under the Zoning Administrator's approval, please provide a statement specifying that the site plan is valid for five years from the date of approval. 2. Please provide both the use (i.e. commercial, residential, etc.) and the zoning designation for all adjoining properties. Additionally, some of the parcels are identified with the wrong property identification number. Parcel 52-A-68 should be labeled 52-A-66; and 52-A-65 is 52-A-63. For motor vehicle sales, one space is required for every 3,000 square feet of outside display area. It appears as though adequate parking has been provided, however, a calculation reflecting this must be provided on the site plan. 10. Please specify the location of all steep slopes, woodlands, floodplains, wetlands, sinkholes or other environmental features. If no such features are present on site, please provide a statement to that effect. 11. Please note that one additional shade tree is required per the requirements for perimeter and interior parking lot landscaping. Additionally, please include a planting schedule with the following information: plant symbol, quantity, common name, botanical name, size at time of planting, and any other necessary comments. 12. Please note that the minimum landscaped area in the B2 Zoning District is 15% of the total lot area and provide a narrative explaining how this requirement is fulfilled. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. The following comments should be addressed and included in a revision of this site plan. The submitted plan is also marked with these comments. Under the Zoning Administrator's approval, please provide a statement specifying that the site plan is valid for five years from the date of approval. In the project information, please state the five-foot parking setback. Additionally, please delineate and label this setback on the site plan. 4. Please provide the height and dimensions of the proposed sign located at the entrance. Please provide information regarding all additional outdoor lighting for the site. If no outdoor lighting is proposed, please provide a statement to that effect. If additional lighting is proposed, please provide a statement specifying that such lighting shall not cast light onto adjoining properties. 6. Please note that the allowable FAR for the B2 Zoning District is 1.0, rather than 0.3 as stated in the project information. 7. Please show the location and width of all easements associated with this site. Please provide information regarding the location and nature of fire lanes, hydrants, and all other requirements of the Frederick County Fire Marshal. 107 North Kent Street - Winchester, Virginia 22601-5000 • a Mohawk Motel - Used Automobile Sales Addition Site Development Plan #44-00 Page 2 September 8, 2000 In the project summary, please provide a parking calculation which states the required number of spaces based upon the office and automobile display area uses. The parking calculation should also state the provided number of spaces. For the purposes of this site, note that one parking space is needed for every 250 square feet of office space.
