Delta Airport Consultants, carefully reviewed the information provided by Clifford and Associates on the referenced project Based on their review, we offer the following comments: 1 In accordance with the Code of Virginia. Section 15 2-2294 and the Federal Aviation Administration Notice of Proposed Construction. the developer must file FAA Form 7460-1 (enclosed) with the Federal Aviation Administration and forward a copy to this office for record. Manuel Executive Director Winchester Regional Airport 491 Airport Road Winchester, Virginia 22602 engineers - planners Austin, TX Harrisburg, PA RE: Off -Airport Hotel Construction Winchester Regional Airport Winchester, Virginia Richmond, VA Dear Ms. Manuel: We have reviewed the locations of the two proposedhotels near the end of Runway 14 at the Winchester Regional Airport, and offer the following comments: (please refer to the attached sketch when considering these comments) 1. Point A = The Winchester Inn & Suites (Costello Drive) based on the latitude and longitude provided by Gilbert Clifford & Associates. This location seems reasonable given the physical location depicted on the project's plan drawings. 2. Point B = The Fairfield Inn & Suites (Route 522) based on the latitude and longitude provided by Greenway Engineering. This location seems reasonable given the physical location depicted on the plans. 3. Both hotels lie beneath the 34:1 approach slope to Runway 14. However, neither of the hotels represent penetrations to any FAR Part 77 surfaces. Based on the maximum stated hotel heights of 40 feet to 60 feet, a worst -case scenario still provides for at least a 35 foot clearance below any Part 77 surfaces. 4. The criteria requiring a Form 7460 are any for any object penetrating a surface with a slope of 100:1 extending in all directions from the nearest point on the runway for 20,000 feet. Both of these hotels are within 4,000 feet of the Runway 14 threshold. At its minimum planned height of 42 feet, the Winchester Inn & Suites (Point A) penetrates this surface by slightly more than 2 feet. A Form 7460 is thus required for this project. 5. At a quoted maximum height of 40', the Fairfield Inn & Suites (Point B) is 3 feet below the 100:1 slope. However, Delta still strongly recommends a Form 7460 because: a. Latitude and longitude must be geographic coordinates, accurate to within the nearest second or to the nearest hundredth of a second if known. Latitude and longitude derived solely from a hand-held GPS instrument is NOT acceptable. A hand-held GPS is only accurate to within 100 meters (328 feet) 95 per cent of the time. This data, when plotted, should match the site depiction submitted under ITEM #20. ITEM #11. NAD 83 is preferred; however, latitude/longitude may be submitted in NAD 27. Also, in some geographic areas where NAD 27 and NAD 83 are not available other datums may be used. It is important to know which datum is used. DO NOT LEAVE BLANK. ITEM #12. Enter the site elevation above mean sea level and expressed in whole feet rounded to the nearest foot (e.g. 17' 3" rounds to 17', 17' 6" rounds to 18'). This data should match the ground contour elevations for site depiction submitted under ITEM #20. ITEM #17. In addition to the interparcel connector provided on the Crossroads Mall site plan (#18-00), a sidewalk connection is also shown. This site plan is not yet approved.
