MOTHS/COMMENTS:
Due to availability, the landscape contractor would like to substitute the specified sugar
maples with the Cleveland Select (or Chanticleer) Pear. We specified,46 sugar maples for
perimeter and interior parking trees on the Site Plan.
Based on available informaticm, the Cleveland Select has a more compact, canopy, which
would keep the tree from interfering with truck traffic. Our landscape expert also says that the
branches are stronger than the Bradford Pear.

combination treatments. The cuttings did not develop outstanding root systems and failed to
survive. I have attempted to root cuttings from Georgia campus trees and had two or three
which have overwintered. The next approach will be root cuttings. There are also plans to
try the cultivar in tissue culture; -the normal procedure is to bud 'Bradford' on P. calleryana
seedlings but this is expensive and the fact that incompatibilities are occurring on older trees
should be cause for alarm. Some nurserymen apparently have been successful rooting 'Brad.
ford' from cuttings.
OTHER CULTIVARS:
'Aristocrat' — Selection by Carlisle Nursery, Independence, Kentucky; basically pyramidal to
broad -pyramidal in outline, branches more horizontal and crotch angles wider, lustrous
dark green leaves with a wavy edge and for that reason quite distinct from other P.
calleryana selections; fall color is variable and ranges from yellow to red; trees I have
seen were not as good as 'Bradford' although it is advertised as having better fall color;
flowers are more sparsely borne but still quite attractive; tends to maintain a central
leader and shows great vigor for 6-year-old trees may be 12' high, 10' wide with a 3"
trunk diameter; thornless; shows about the same cold and heat tolerance as 'Bradford'.
'Autumn Blaze' — A new introduction by Dr. Westwood, Oregon State, for consistent reddish
purple fall color; it is also more cold hardy than Bradford; see HortScience 15(6):898.
1980.
'Capital' — New introduction from U.S. National Arboretum that is more upright than 'While -
house! and can be substituted for Lombardy Poplar; its leaves turn coppery in fall; see
HortScience 16(6):799-800. 1981; early reports indicate it is a good selection.
'Chanticleer' (same as 'Select' and probably 'Rancho') — A fine upright -pyramidal form that is
much narrower than 'Bradford'; it flowers heavily and fall color may be a good reddish
purple; the few times I have seen it in fall color It did not measure up to 'Bradford'; the
leaves are longer and more ovate (see drawing) than 'Bradford' and thinner in texture;
thornless; a fine tree and probably a better choice where lateral space to spread is limited;
interestingly 'Chanticleer' hardens off earlier than 'Bradford' and may be less susceptibl
to

Dear Sir or Madam:
On April 20, 2001, I conducted an inspection for an occupancy permit of the above referenced project
at the request of Bill Thomas of Howard Shockey & Sons, Inc. During my inspection of the
property, I noted several site improvements that are required before an occupancy permit may be
issued. These requirements are as follows:
All required pavement as depicted on Site Plan 439-00. This shall include a second layer of
pavement over those areas that are already paved, but incomplete; two employee parking
areas with landscaped islands, curbing, and sidewalks; the circular drive around the building;
and where elsewhere specified.
2. Soil stabilization and seeding. All disturbed areas of earth need to be stabilized and seeded.
All required landscaping. Site Plan #39-00 calls for the planting of 55 deciduous trees. These
trees wiii oe located as specified. Other plantings are also proposed on the site plan, but are
not required for an occupancy permit.
4. Stripingofall parkin. spaces. This shall include all loading spaces, regular parking spaces,
handicap spaces, and loading zones.
Staff will consider approval of a temporary occupancy permit with a bond or other security. If this
is the desire of the owner, please forward at least two estimates for all of the above -mentioned

improvements. Once staff receives this information, we will contact you regarding the dollar amount
needed. Whereas you do have other options, staff is providing you with an example "Irrevocable
Letter of Credit Bank Agreement" for your convenience.

facilities, underground utilities and facilities, recreational facilities, drainage systems, designated
open space and other required improvements located in or on
the approved subdivision or site plan.
A statement signed by the Zoning/Subdivision Administrator or his representative that: "The drawing
is for the explicit purpose of providing for the completion or maintenance of a required facility or
function pursuant to the requirements of Chapter 144, Subdivision Ordinance, and/or Chapter 165,
Zoning Ordinance, of the Frederick County Code and pursuant to the agreement of the Subdivider,
Developer, or his agent to comply with said ordinance as a condition of the approval of the
subdivision or site plan to the satisfaction of the Zoning/Subdivision Administrator."
We hereby engage with drawers, endorsees and bona fide holders that all drafts drawn in compliance
with the terms of this credit shall be duly honored upon presentation and delivery of the above
documents. This Irrevocable Letter of Credit shall remain in full force and effect for a minimum
of one (1) year from the date hereof and shall be automatically extended for additional terms of six
(6) months from the present or future expiration dates, unless sixty (60) days prior to such date or
dates, the above named bank or financial institution issuing the instrument, notifies the County in
writing by certified mail, that they elect not to renew the instrument for such additional period.
During the last thirty (30) days while this Letter of Credit is in force and effect after notice of
termination has been given, the County may draw up to the full amount of the sum when
accompanied by a document stating that has
failed to provide an acceptable substitute Irrevocable Letter of Credit or deposit in escrow, and a
document stating that "The drawing will be held by the County for the sole purpose of providing for
the completion and/or maintenance of the site plan and/or subdivision requirements to the satisfaction
of the Zoning/Subdivision Administrator or his authorized representative." This credit shall be
terminated upon the Zoning/Subdivision Administrator or his authorized representative giving written
release to (Permittee or Developer)
stating that they have satisfactorily performed and fulfilled the obligations and requirements of the
subject site plan or subdivision.

The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on October 18, 2000. This site plan, for the construction of a 344,700 square foot
distribution facility, meets all County requirements for development within the M 1 (Light Industrial) Zoning
District. Parking for the site has been provided in the form of 108 regular parking spaces, five handicap
accessible spaces, and 157 loading spaces. It is staffs understanding that a revised site plan, which includes
additional office space, will be submitted for administrative approval. At that time, the site plan should reflect
all landscaping as required by Section 165-27E.(11) of the zoning ordinance. In particular, the landscaping
scheme in the South parking lot should be reconfigured to meet the intent of the ordinance.
I have provided you with several copies of the approved site plan. Please forward these approved plans to the
owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure
that an approved copy is maintained on the construction site throughout the development process. Once site
development has been completed, the owner should contact this office to schedule an on -site inspection.

1. The current owner of the parcel has been revised. We will revise the owner information once the

Description:
The Kraft Distribution Facility has been proposed for Lot 54-((A))-36M off Park Center
Drive in Fort Collier Industrial Park. The project consists of a 344,700 s.f. distribution
facility and associated truck courts. The site is vacant and covered with grass and
scattered trees.
Existing Conditions
The existing property is one of four remaining un-developed lots in the Fort Collier
Industrial Park. A railroad spur borders the site to the north and east, and Red Bud Run
borders the site to the south and west. The site drains to Red Bud Run, a perennial
stream, which has a 3,395-acre drainage area at the site. The stream has been diverted
along the west side of the site around Green Bay Packaging. A drainage area map is
included as Attachment A. Native soils on the site consist of Frederick Poplimento
Loams (14B) of hydrologic soil group C.
Storm Structure Sizing
All storm structures on site were sized to pass a 10-year storm. The Red Bud Run
crossing was sized to pass the 50-year storm. Part of this project includes the
channelization of a portion of Red Bud Run. The proposed channel was sized to carry
the 100-year storm. Based on the calculations provided in Attachment B, the 100-year
storm over -tops the driveway at elevation 674.16'.

Stormwater Management
In order to determine the effects of the Kraft development in the watershed, a model for
the 10-year storm was created for pre- and post -development using Hydraflow Version
5.01. Each model is described below.
Since the 22.2-acre site drainage area is less than 1% of the total upstream drainage area
(3,382.6 ac, AREA -A and AREA-B), no stormwater detention is proposed for this site.
However, in order to slow velocities and improve water quality, a series of grassed
swales are proposed. The swales have been sized to pass the 10-year storm at velocities
below 7 fps and 2-year storm velocities below 4 fps, in accordance with Virginia
Stormwater Management Handbook Minimum Standard 3.13. Rock check dams have
been specified for the swales to slow velocities and provide some detention.
Pre -development:
A total of three drainage areas were modeled. AREA -A was the Red Bud Run watershed
to the railroad spur culvert at World Wide Pasta, just upstream of the I81 culvert.
AREA-B represented the Red Bud Run tributary watershed. AREA-C was the watershed
located between the railroad spur culvert and I81. The 10-year peak flow is tabulated
below.
Post -development:
For post -development conditions, the Kraft site was divided into two drainage areas, each
discharging into a swale. To determine the detention effects of the swales, each was
modeled in the network. KRAFT-A drains to Basin A which discharges into Red Bud
Run upstream of the driveway culvert crossing. KRAFT-B drains to Basin B which
discharges into Red Bud Run below the driveway culvert crossing. The peak flow at
Node 7 was used to size the driveway culvert crossing (50-year storm). The Kraft
drainage area was removed from pre -development AREA -A. Results are tabulated
below.

The appropriate land use permit may now be applied For to cover work
within the Route 1323 right-of-way, The permit is issued by this office and
will require a minimum processing fee, surety bond coverage, and the salary
& expenses of a State assigned Inspector.

Dear Jason:
I have had the opportunity to review the above -referenced site plan submitted to our department on
July 21, 2000. The following comments should be addressed and included in a revision of this site
plan. The enclosed plan is also marked with these comments.
Real Estate records indicate the owner of the subject parcel to be Fort Collier Group, LLC,
of 6231 Leesburg Pike STE 600, Leesburg, Virginia 22044. Please insure that all owner and
developer information is correct.
2. Please include the use (i.e. industrial, commercial, vacant) and zoning of each adjoining parcel
cited on Sheet 7. In addition, please include Parcels 43-A-44 and 43-A-154 on the adjoiners
map and provide their use and zoning as well.
— 3. Please provide survey coordinates for the subject parcel. I have enclosed a photocopy of the
revised Master Development Plan for Fort Collier Industrial Park (approved February 24,
1998) which contains survey coordinates. Please ensure that this information is accurate
before including it on the site plan.
_ 4. Please delineate the required 75' front setback from Park Center Drive.
5. Please extend the sidewalk on the West Lot. Please refer to Sheet 5 of the mark-up plan for

7. Please provide information regarding the location and specifications of all outdoor lighting.
Outdoor lighting should be directed to avoid casting light on adjoining properties and
roadways. If no outdoor lighting is proposed, please provide a statement to that effect.
8. Please show the location of all outdoor storage areas. If no such areas are proposed, please
provide a statement to that effect.
9. Please show the location of all proposed outdoor trash receptacles. If no such receptacle is
`" proposed, please provide a statement to that effect.
10. Please state the maximum height for the M1 Zoning District and the proposed building height
of the distribution facility.
11. Please provide a statement ensuring the underground placement of all new utilities. If
possible, please show the location of the proposed electric service.
12. Within the proposed uses stated on the site plan, please include "office" as a proposed use.
13. Please note that curb and gutter are required for the parking areas in the West Lot. Please
refer to the mark-up plan for details regarding the location of the required curbing.
14. It appears as though different grades of pavement are proposed for both the loading and
v parking areas. Please provide a pavement detail which specifies the surface treatments to be
used.
15. Please provide a typical detail showing the dimensions for the loading spaces.
16. Although information has been provided with regard to the 100-year floodplain, additional
information is needed concerning the existence of other environmental features on site. Please
provide the location of steep slopes, woodlands, wetlands, sinkholes, and drainage ways. If
no other environmental features are present on site, please provide a statement to that effect.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies

We have received your revised site plan dated 07/20/00 (received 07/26/00)
for the referenced project. It appears all of our earlier review comments
have been satisfactorily addressed. Please advise the owner of our
approval. Also please provide 7 sets of approved construction plans
with signed seal for VDOT distribution.
Plans should be provided with cover Sheet 1 of 7 accompanying each set.
The appropriate land use permit may now be applied for to cover work
within the Route 1323 right-of-way. The permit is issued by this office and
will require a minimum processing fee, surety bond coverage, and the salary
& expenses of a State assigned Inspector.
Once satisfactory application has been made. a permit will normally take
approximately thirty days to process and issue. Should you have any
questions, do not hesitate to call.

Dear Jason:
Upon review of the subject grading plan, we offer the following comments:
1. Revise the outlet detail for the three sediment basins as we discussed last week. We
recommend using gabion baskets for the rip rap in lieu of placing the rip rap in a berm.
During high flow conditions, the rip rap would erode away and become ineffective. Also,
in lieu of using coarse gravel, we recommend placing a geotextile or silt fence on the
upstream side of the gabion baskets to provide erosion control. Provide a detail of the
proposed outlet structure.
2. Provide a temporary and permanent seeding schedule in accordance with the Virginia
Erosion and Sediment Control Handbook (vesch) specifications 3.31 and 3.32.
3. Provide a wash rack in conjunction with the proposed construction entrance.
4. Provide the documentation concerning the creek crossing, stream alignment and
stormwater discharge permit for our files.
