This site plan, for the addition of a maintenance building, meets all County requirements for development within the RA (Rural Areas) Zoning District. No additional parking or landscaping is required for this site improvement. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Below is a detailed list of the revisions that were made to the plans according to the comments made by the Department of Planning and Development, Inspections Department, and Department of Public Works: Department of Planning and Development 1. The certificate of engineer has been added on every page of plans. 2. Statement reading "site plan valid for five years from date shown" has been added to the plans. 3. Dimensions to the setback lines and property lines have been added to the plans. 4. Note concerning outdoor lighting has been added to the plans. 5. No outdoor storage areas are planned for this project area. 6. Number of employees has been added to the parking tabulation note. 7. Environmental features have added to the plans, specifically: small pond, stream, and a small wetlands area. 8. Silt fence was previously shown on the Grading & Erosion Control Plan and is still shown on that plan. If a change is required please advise and we will make the necessary revision. 9. Scope of Project Meadowbrook Substation Maintenance Building is located in Back Creek District, Frederick County, Virginia, approximately 2.2 miles north east of Middletown. The substation property, which lies south of State Route 638, is adjacent to the eastern border of the Shanahan residential property. This project will require the grading of 1.2± acres of the parcel's 83.56± total acres for the placement of a 48'x60' maintenance building, a 48'x110' parking area, and a 400'± access road. Soil Description The soil type at this site is predominately Carbo silt loam. The characteristics of this soil are moderate depth, gently sloped (2-7%), slow permeability, medium runoff, and moderate erosion hazard. • There is also a small area of strongly sloped (7-15%) Carbo silt loam. The characteristics of this soil are moderate depth, slow permeability, medium runoff, and severe erosion hazard. Hydrology Due to the size and nature of this project storm water management calculations were not required. Both the Frederick County Department of Planning and Development and the Virginia Department of Transportation agreed that storm water calculations were not necessary for this project. Erosion Control Regardless of the soil conditions found, it is the objective of this plan to assure minimum soil erosion and sedimentation during and after the construction of this maintenance building. During the construction phase of this project contractors are directed to use the attached Allegheny Power Specification MS 2400-1 and typical sketches as a guide for the construction of access roads, silt fences, etc. It is absolutely imperative that the erosion controls are in place before any grubbing or earth moving can begin and they • must be maintained through construction until stabilization. Contractors will use Allegheny Power Specification LE 7145-L to direct them in the permanent seeding of all disturbed bare soil. The result of this effort will be a ground cover that is pleasant in appearance and effective in minimizing soil erosion. After each rainstorm or major snow melt, all erosion and sediment control measures will be inspected. Sediment accumulations will be removed as required and stabilized. Any damage to the facilities will be repaired. Permanent storm water controls on this site will be inspected and maintained annually as part of the substation substation maintenance program. While no unusual soil erosion problems are expected the Conversation District will be contacted if a difficult soil erosion situation or sedimentation pollution event occurs. Volumes of fill and excavation are calculated as "solid volumes". All work shall be conducted in strict accordance with this specification and attached contract drawings. 2.00 GENERAL PROVISIONS 2.01 Classification 2.01.1 Fill - Approved fill material shall be considered clean soil, free of large stone, rock, and organic matter. The maximum dimension of any rock or stone, as placed, shall not exceed a 2'/2 ft. vertical dimension or Is not exceed one-fourth the depth of fill at its point of placement. Fragments or solid rocks more than 6" in maximum dimensions are not permitted in the upper 2 ft. of fill. All fill shall be free of frost. Fill material shall not be placed on frozen ground. If rock is used, it shall not be placed at the toe of the fill but shall not conflict with other provisions provided for in this specification. Before placing the fill, all topsoil and/or organic matter shall be removed. 2.01.2 Excavation - Excavation will not be classified and will include all materials encountered, regardless of nature. 2.02 Compaction - The maximum layer of fill shall not exceed 9". A minimum of three passes with either a smooth wheel roller of minimum 10-ton capacity or a sheepsfoot roller shall be used depending on the nature of soil encountered. The sheepsfoot roller shall have a minimum bulb pressure per knob of 200 lbs. per square inch. The area of the knobs shall be at least 5% of the total peripheral area of the drum, using the diameter measured to the faces of the knobs. Fills shall be compacted to 95% of Standard Proctor Density. Moisture shall be controlled if necessary to ± 2% of optimum. The subgrade in both cut and fill sections shall be compacted to 95% of Standard Proctor Density and shaped to conform to the typical sections prior to placing stone. The Contractor shall provide the Owner with access and necessary assistance to perform in - place density tests of the compacted fill. • MS 2400-1-R6 Page 2 of 7 2.00 GENERAL PROVISIONS (cont'd) 2.03 Excess material resulting from excavation shall be disposed of according to plans or at the direction of the Owner's representative. 2.04 Final Grade - The finished surface shall be sloped as shown on the contract drawings. The finished surface shall not be more than 0.2 of a foot above or below the established grade at any point and shall be bladed so as to remove possible water pockets. Rock or stone removed below grade shall be replaced with approved fill material and thoroughly compacted. 2.05 Side Slopes - All side slopes (unless otherwise indicated on the contract drawings) shall be on a 2 ft. horizontal to 1 ft. vertical slope. 2.06 Drainage - Drainage ditches, pipes, headwalls, and culverts shall be located and constructed as shown on the contract drawings. Drainage ditches (unless otherwise indicated on the contract drawings) shall consist of an open flat- bottomed ditch, 1 ft. minimum in depth, 2 ft. bottom width, with 2 ft. to 1 ft. slope on sides. 2.06.1 Culvert Construction - Pipe shall be laid to line and grade to match existing drainage conditions. The pipe shall be bedded in sand for a depth of 15% of the pipe diameter. Backfill around the pipe and to a depth of 2 ft. above the top of the pipe shall be compacted to 95% of Standard Proctor Density by means of mechanical tampers. 2.07 Access Road Construction 2.07.1 Preparation of Subgrade - The subgrade shall be compacted to the requirements of Section 2.02 so as to provide a firm base for the roadway. 2.07.2 Crushed Stone Surface Course - The surface shall consist of 6" of 11/2" compacted crusher -run limestone, sandstone, or slag materials. All material shall be approved by the Owner prior to use. Blending can be performed by the method of pug mill operation but not by road mixing. When the Contractor elects to blend material, the gradation for the middle of the band shall be attempted for the finished product. Each type of crusher - run aggregate, whether used alone or in combination, shall have a maximum Los Angeles Abrasion Loss of 65. The plasticity index of the material passing the No. 40 mesh sieve, on each type of aggregate used, shall not be greater than six reported to the nearest whole number and the liquid limit of the material passing the No. 40 mesh sieve, on each type of aggregate used, shall not be greater than 25 reported to the nearest whole number. When the roadway crosses a drainage ditch of the main road, the roadway shall be depressed or a corrugated drain pipe shall be installed to insure unobstructed flow in the drainage ditch. The type of connection to the main road shall be as specified and approved by the municipal authority having jurisdiction over the main road. 2.07.4 Construction Equipment - Equipment for construction shall be approved by the Owner's representative prior to construction operations under this section. Any machine, combination of machines or equipment which will handle the material without undue segregation and produce the completed surface course meeting this specification for handling, spreading, moistening, mixing, and compacting may be used on approval. If power graders are used for spreading, the material shall be placed in windrows, uniformly and thoroughly mixed, prior to final spreading and compaction. Roller and method of rolling shall be such that maximum density is obtained. A minimum of five checks will be made. In the event that deficiencies are found, additional checks shall be made to define the limits of the deficient areas. Any deficiency in excess of/2" shall be corrected. (A) 2.07.5 Use of Magnesium Chloride (Mg Cl) - When required by the Owner, magnesium chloride shall be applied to new or existing crushed stone roads as a dust palliative. Prior to application, the road surface shall be bladed and shaped to remove all ruts and potholes. The surface shall then be rolled to prevent rutting by application equipment. Water is applied at a rate of 0.1 to 0.2 gallons per square yard to prewet the surface. The magnesium chloride brine with a concentration of 22% shall then be applied at a rate of 0.5 gallons per square yard. After the application of the magnesium chloride, the surface shall be rerolled to produce a smooth, uniform, hard surface. 2.08 Surface Stone for Substations 2.08.1 The surface shall consist of a minimum of 3" of 1'/2" maximum size limestone or sandstone. All material shall be approved by the Owner prior to use. Blasting shall be controlled so as not to disturb the surrounding soil. The owner will not assume any liability at all for any damages resulting from blasting operations. 2.10 Protection of Existing Facilities - Adjoining property structures, public sidewalks, curbs, pavements, and the property of public utilities which may be affected by the excavation must be maintained and restored by the Contractor. 2.11 Cleaning Up - The Contractor shall remove from the Owner's property and from adjoining public and private property all temporary structures, rubbish, and waste materials resulting from his operations. 2.12 Safety - It shall be the responsibility of the Contractor to comply with all local and state building and safety requirements pertaining to excavation operations. 2.13 Engineering - The following engineering services will be provided by the Owner or it shall be stated otherwise in an attached addendum. 2.13.1 The Contractor shall be furnished with a base line, a bench mark, and centerline of roadway. The Contractor shall preserve the bench mark and base line and shall be responsible for any mistakes that may be caused by the loss or disturbance of any original survey services provided by the Owner. All other engineering work, including establishing grades in the field, shall be done by the Contractor at his own expense. 2.14 Permits - Permits for connection to existing public roads shall be obtained by the Owner. With the recognition of certain minimum requirements described in the following paragraphs, the Contractor will perform the work in a manner that will insure the guarantees set forth in this specification are met. Grading - Areas where berm type grass is to be established shall be graded to smooth contours. Any irregularities due to erosion or the Contractor's operations shall be corrected before seeding. If there are several areas in a project, all shall be graded so that the areas may be smoothly joined whenever possible. Drainage - Banks or other areas which are being graded preparatory to seeding shall be graded to afford adequate and satisfactory drainage from the area. Ground Preparation - If the planting site is presently infested with weeds, it shall be mowed to a height not to exceed 3" and then immediately raked, removing the weeds from the area. If the details of work specify the site is to be treated with a herbicide, this shall be done after the raking. All debris and unsuitable materials (stones larger than 3" long) will be removed and disposed of. A soil test is recommended but if soil test results are unavailable, apply and work deeply into the soil six tons agricultural grade limestone and 100-200-200 (100# N, 200# P205 and 200# K20) per acre.
