The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned

The Trex Company is writing this letter as your office has requested
to respond to several issues obstructing your department from authorizing
our Certificate of Occupancy for our new manufacturing building (Building
4). I have been in contact with Randy Kepler of Greenway Engineering
addressing all of the issues we have had discrepancies with. Your
department hopefully has had an opportunity to review the drawings
generated by Greenway Engineering. The new site plan shows the adequate
number of parking spaces for our employees and also indicates areas to be
used for product storage. The new plan also shows fire lanes as per
discussions with the Fire Marshall from his several visits. Trex Company
will strive to use the areas indicated on this new site layout for the purposes
designated on the drawings. Should you have any other issues or comments
please fell free to contact me anytime. Thank you and your department for

Upon receipt of the bond amount I will forward the requested Irrevocable Letter of Credit
Bank Agreement along with a check.
I have concerns of the survival of White Dogwoods, as they will not SUrvlve in the sun on
commercial property, as well there will be no guarantee due to this Findings of this type
tree. Please let me know if we could replace the Dogwood with Yoshino Cherry,
Flowering Crabapple or Service Berry.
Our cost estimate for the site work completion of the Trex Manufacturing Plant is as
follows:
• Landscaping $ 8,500.00
• Seeding $ 1,500.00
• Balance of Asphalt (Surface Mix) $35,000.00

RE: Inspection of Trex Plan #2 and Finished Goods Storage Area,
Site Plan #39-00 and #49-00, Back Creek Magisterial District
Property Identification Number (PIN) 63-A-110
Dear Sir or Madam:
On April 20, 2001, I conducted an inspection for an occupancy permit of the above referenced
projects at the request of Darlene from Rickett's Construction Company. During my inspection of
the property, I noted several site improvements that are required before an occupancy permit may
be issued. These requirements are as follows:
East and West entrance improvements. Both of the two entrances to the parking lot have
curbing constructed, but no paving.
2. Parking lot. The parking lot has not been completed.
3. Landscaping. All landscaping, as depicted on Page 5 of Site Plan #46-00, is required to be
planted.
4. Stripin . All striping of regular parking spaces, loading spaces, fire lanes, and handicap
spaces need to be painted.
5. Guard rail. The guard rail needs to be constructed along Livingston Place Drive.
6. Sidewalk and crosswalk. The sidewalk and crosswalk, linking the handicap spaces of Plant
# 1, were not present.
7. Culverts and drainage ways. Improvements to the on -site culverts and drainage ways are
needed. Please contact Public Works if you have any questions regarding the requirements.

8. Seeding and Soil stabilization. All d1SlUrbed areas ShOUld be seeded and stabilized.
Staff will consider approval of a temporary Occupancy permit with a bond or other security. If this
is the desire of the owner, please forward at least two estimates for all of the above -mentioned
improvements. Once staff receives this information, we will contact you regarding the dollar amount
needed. Whereas you do have other options, staff is providing you with an example "Irrevocable
Letter of Credit Bank Agreement" for your convenience.
All site improvements in association with the Finished Goods Storage Area, shown on Site Plan 1/49-
00, appear to be complete.

facilities, underground utilities and facilities, recreational facilities, drainage systems, designated
open space and other required improvements located in or on
the approved subdivision or site plan.
A statement signed by the Zoning/Subdivision Administrator or his representative that: "The drawing
is for the explicit purpose of providing for the completion or maintenance of a required facility or
function pursuant to the requirements of Chapter 144, Subdivision Ordinance, and/or Chapter 165,
Zoning Ordinance, of the Frederick County Code and pursuant to the agreement of the Subdivider,
Developer, or his agent to comply with said ordinance as a condition of the approval of the
subdivision or site plan to the satisfaction of the Zoning/Subdivision Administrator."
We hereby engage with drawers, endorsees and bona fide holders that all drafts drawn in compliance
with the terms of this credit shall be duly honored upon presentation and delivery of the above
documents. This Irrevocable Letter of Credit shall remain in full force and effect for a minimum
of one (1) year from the date hereof and shall be automatically extended for additional terms of six
(6) months from the present or future expiration dates, unless sixty (60) days prior to such date or
dates, the above named bank or financial institution issuing the instrument, notifies the County in
writing by certified mail, that they elect not to renew the instrument for such additional period.
During the last thirty (30) days while this Letter of Credit is in force and effect after notice of
termination has been given, the County may draw up to the full amount of the sum when
accompanied by a document stating that has
failed to provide an acceptable substitute Irrevocable Letter of Credit or deposit in escrow, and a
document stating that "The drawing will be held by the County for the sole purpose of providing for
the completion and/or maintenance of the site plan and/or subdivision requirements to the satisfaction
of the Zoning/Subdivision Administrator or his authorized representative." This credit shall be
terminated upon the Zoning/Subdivision Administrator or his authorized representative giving written
release to (Permittee or Developer)
stating that they have satisfactorily performed and fulfilled the obligations and requirements of the
subject site plan or subdivision.

Jeremy, attached is the plan of what I was discussing in our phone convcrsation this afternoon.
As you can see, there is a storage silo pad to the east of the Capitol Record Building entrance.
The concrete pad has a finished elevation the same as the building's finished floor elevation
(approx. 750.5). There has been about 6 inches of water ponding up on the west side of the
pad. Trex wants to build up the existing paverncnt to the top of the concrete pad elevation and
slope everything away from the building. The additional pavement will be installed at a 2%
grade. The natural area behind the sidewalk will be filled and gradcd to provide adequate
drainage away from the building. There is an existing walkway cover over the entrance
walkway which is located too close to the parking area, so we propose new concrete curb
stops to be located three feet from the walkway cover. Parking has been adjusted as shown.
This should address any concerns regarding this minor change. Let me know what you think.

Dear Claus:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on November 29, 2000. This site plan, for a 149,622-square-foot manufacturing
facility, meets all County requirements for development within the M2 (General Industrial) Zoning
District. The plan provides for fifty-nine (59) additional parking spaces to be striped in an existing paved
area of the site. Adequate handicap parking and access are also delineated on the plan. Finally, a category
"B" buffer with full screen is provided along Shawnee Drive.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner
should ensure that an approved copy is maintained on the construction site throughout the development
process. Once site development has been completed, the owner should contact this office to schedule an
on -site inspection.

Dear Claus:
I have had the opportunity to review the revised site plan for the above -referenced project. The
following comments should be addressed and included in a revision of this site plan.
1. There does not appear to be any site improvements which facilitate the movement of
pedestrians to and from the new plant. Sidewalks should be provided at the entrance of the
building. Staff would suggest the installation of a crosswalk to alert motorists to the
pedestrian traffic.
v/2. Please note whether outdoor trash receptacles are proposed with this site development.
3. Please note that all parking aisles must be a minimum width of 22' in order to accommodate
two-way traffic. The proposed 11 space aisle is approximately 19' away from the proposed
18 space aisle.
4. The number of proposed parking spaces is stated as 44. However, some of the existing
spaces were provided for on Site Plan # 24-00 for the maintenance building. Because of the
outdoor storage in that area, the 15 new spaces proposed with that improvement have not
been striped and are therefore not existing at this time. Please show the 15 spaces as
proposed on the site plan and modify the parking calculation to allow for new spaces.
Furthermore, is there an on -site pavement detail for the parking area, or oe the typical
heavy detail on Sheet 7 apply?
5. Please delineate the locations and dimensions of the all proposed and existing loading spaces.
6. In accordance with Section 165-37.B. of the Zoning Ordinance, a landscape screen shall have
a density of three plants per 10 linear feet, and the plants must be least four feet in height at
the time of planting. Therefore, the 24" to 36" height specified for Japanese holly are
unacceptable. In addition, at least 1/3 of the plants must be deciduous, resulting in the need

for a total of 30 deciduous plants (in addition to the 60 required evergreen plants). Finally,
please label the inactive and active portions of the buffer.
Approved comment sheets are still needed from the following agencies: the Frederick County
Inspections Department and the City of Winchester Utilities.

Based on our review for the sewer and water at the site we have the following comments:

1. The sanitary sewer from MH5 to MH4 should be privately maintained On the plans.

2. We suggest that the sanitary laterals include cleanouts
3. Please note the 100-yr flood elevation on the Plans
4. Please revise the manhole elevations near Hoge Run to be just 1 ft above final
grade. the watertight manhole frames should remain
1. Please show a pit outside of the building for the backflow prevention device on the
fire line service, in accordance with the City of Winchester Standard Details. Include
that detail on the Plans. Also note that the backflow prevention device on the 2-inch
service may not be installed in the meter vault It must be in a separate pit outside of
the meter vault
2 The water distribution system sizing information submitted notes (4) antifreeze
hydrants. Where are they located? They must be connected past the meter
3 The plans note a sprinkler hydrant at the end of the proposed water line It should be
a fire hydrant.
4 At the tap locations, tapping sleeves shall be used to tap the main.
5. Based on the information submitted, the fixture units demand 115 gpm the water
meter is sized for 160 gpm. What, then, is the estimated process water demand and
how was it determined?

6 Sheet 7/7 notes a 90-degree watermain bend 90-degree bends are not permitted.
We suggest that the proposed main be shifted slightly to allow for a T off of the main
directly to the proposed hydrant (no bends).
The Plans appear to show the water and the sanitary sewer connecting (western
corner of the plans, Sheet 5/7). This should be corrected.
Plans received for this site through Thomas Moore Lawson (Lawson and Silek,
P L.C.) as prepared by Marsh and Legge, show a storm sewer along the southwest
easement. If that storm sewer is existing, it should be show on the Plans.
The proposed storm sewer southwest of the proposed building should be moved so
that it is far enough outside of the easement to be worked on without disturbing the
easement.
It is likely that the industrial user permit that is currently held by TREX will need to be
modified to account for additional process water The TREX Corporation should

Based on our review for the sewer and water at the site, we have the following comments
Sewer
1 There is an existing sanitary forcemain that is in the same trench as the existing
gravity sewer on the southwest side of the property The forcemain then turns and
parallels the watermain along the road between the two buildings to Shawnee Drive.
This force main should be field located and shown on the Plans
2 Is the proposed sanitary sewer to be publicly maintained? Note public (City of
Winchester) or private on the profile.
3. The maximum distance of 400 ft. between manholes is exceeded between proposed
manholes 4 and 5 Please correct.
4 The Plans should note the rim elevations as well as inverts for existing sanitary
sewers.
5 Note the size of the proposed lateral from the building to manhole 5.
6 Is Manhole 4 proposed to be within a drainage swale? This is unacceptable due to
the potential for erosion. blockage of the drainageway. and inflow into the manhole.
7 It appears the proposed sanitary sewer will be crossing Hoge Run Please note the
stream crossing on the profile and the 100-year flood elevation That part of the
sewer crossing the stream shall be constructed of watertight (ductile iron) pipe This
should be shown on the profile. Note that the pipe and joints shall be tested in place
and exhibit zero infiltration
8. Is a permit from the VA Department of Environmental Quality required for the steam
crossing? Please submit a copy of the permit to the Department of Public Utilities
9. What protection against erosion over the sanitary sewer is proposed?
10 Is there potential for flooding at manholes 1 and 2? If so, the manhole covers may
need to be watertight Are the rim elevations above the 100-year flood elevation?

depth of the forcemain should be confirmed for these plans, since the forcemain lies
above the gravity sewer and may conflict with the storm sewer installation.

13. Please note the manhole numbers on the proposed sanitary sewer on the Plans,

1. Please include a detail (profile, including fittings) of the proposed lowering of the

The parking calculation should also include allowances for all uses on site. For example, the

16. Loading spaces are required for manufacturing facilities in the form of 1 space for every
40,000 square feet of floor area. Please provide a parking calculation which reflects this

A VDOT review has been completed on the site plan dated July 24, 2000 for the
referenced project.
We have no overall objection to the plan as we understand the use of the site
explained by you by telephone this date. You may consider this letter VDOT's
approval of the proposed plan. Please advise the owner of our approval.
As stated above, this approval is for the intended use as explained. Should the use
change in such a way that the proposed west access entrance onto "private" Capital
Drive becomes an access to Route 652 for long wheel base vehicles, the radii are
too close to existing edge of pavement on Route 652 and therefore could create
back up in the traffic lane. We would then ask the entrance at "private" Capital
Drive be resubmitted for further VDOT review.
