(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants

The above -referenced site plan was approved on March 30, 2005. The site plan is approved for
the construction of three new warehouse buildings with office components. Each building has
6,000 square feet of warehouse and 1,200 square feet of office. Required site improvements
include the following:
Construction of a parking lot with 31 spaces (including two handicap accessible),
including curb and gutter, sidewalk for each building, landscaping and striping.
Three 12' x 45' loading spaces.
A gravel outdoor storage area that is screened by a six foot opaque board on board fence
on three sides and a berm with landscaping on the fourth side.
Please note that if any dumpsters are provided on the site they will have to be screened with a six
foot (6)foot (6) opague board -on -board fence andboard-on-board fence and placed on a concrete pad. All requirements of the
Frederick County Zoning Ordinance have been adequately addressed in the site plan, including
approvals from all relevant review agencies. I am providing you with three (3) copies of the
approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved
copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site
inspection. Do not hesitate to contact me should you have any questions or concerns.

We have received your revised site plan dated June 24, 2004 for the referenced project. Please
advise the owner of our approval. Also please provide five (5) sets of approved construction
plans with signed seal for VDOT distribution.
Also CG-12 VDOT Standard should be shown on plans.
The appropriate land use permit may now be applied for to cover work within the Route 861
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all
recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staff s comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments:
Landscaping. Under the open space calculations, there appears to be 64,080 square
feet of pavement and 64,800 square feet of gravel. These numbers would add up to
128,880 square feet of impervious surface and would require 56 parking lot trees not

2. Adjoining Eastern Supply Site. It appears that the outdoor storage area for the
proposed site is being combined with the outdoor storage area for the existing Eastern
Supply Site. A lot consolidation will be required if this area is to be used by the
existing site. If this area is not going to be used by the existing site, it is subject to
the five foot perimeter parking setback and screening along the side adjoining the

Upon review of the subject site plan. we offer the following comments:

1) Provide a drainage channel along the northern portion of the site. It will be necessary to
determine the ten (10)-year storm flows that drain along this area and provide a drainage
channel which will be adequate to convey the storm flows across the adjacent lot. Provide
a profile of the subject channel.
2) The plan indicates an area consisting of 4.5 acres which drains into one (1) sediment trap.
However, in accordance with the VESCH standard, the maximum drainage area for a
sediment trap is three (3) acres. Therefore, it will be necessary to break this area up into
smaller sections or request a variance to the state standard.
Once these comments have been addressed, submit two (2) copies of the plan for further review.

We have received your revised site plan dated June 24, 2004 for the referenced project. Please
advise the owner of our approval. Also please provide five (5) sets of approved construction
plans with signed seal for VDOT distribution.
Also CG-12 VDOT Standard should be shown on plans.
The appropriate land use permit may now be applied for to cover work within the Route 861
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all
recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Austin:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staff's comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments:
Entrance Alignment. Please align the entrance to this site with the commercial
entrance across the street.
2. Address. The address on the cover sheet is 240 McGhee Road which is the address
of the.existing Eastern Supply Site. The new structures will have new addresses.
3. Parking Space Size. Each parking space must be at lease nine feet wide
4. Landscaping. It appears that the required parking lot landscaping is being used to
screen the outdoor storage area on the eastern side. The parking lot trees must be
distributed through the parking areas and if trees are going to be provided along the
eastern side for screening of the outdoor storage, they must be in addition. Also, a
three foot high evergreen hedge, fence, berm or wall must be provided along the front
of the parking areas to prevent headlights from shining on the road.
5. Landscape Plantings. Provide a statement to the effect that all plantings shall
conform with §165-36C of the Frederick County Zoning Ordinance.
6. Self Storage Landscaping. This project is being classified as self storage and office
and, therefore, is subject to the landscaping requirements of 165-44F. This requires
that a single row of evergreens or deciduous trees be planted around the perimeter 40
feet off center.

7. Storage Unit Size. Please provide a statement on the site plan to the effect that no
individual storage unit will exceed 1,000 square feet in area or be used for any other
use other than storage.
8. Security Fence Enclosure. A security fence enclosure is required around the entire
perimeter of the self storage area.
9. Lease Agreement. A copy of the lease agreement for the self storage which
describes the requirements of the Zoning Ordinance must be approved by this
department in conjunction with the site development plan.
10. Adjoining Eastern Supply Site. 1t appears that the outdoor storage area for the
proposed site is being combined with the outdoor storage area for the existing Eastern
Supply Site. A lot consolidation will be required if this area is to be used by the
existing site. If this area is not going to be used by the existing site, it is subject to
the five foot perimeter parking setback and screening along the side adjoining the

the attached Special 'Limited Power of Attorney Form prior to further review or
approval. This form should be notarized and completed to grant the applicant
(you) with authorization to represent them for this site plan.
After you have revised the site plan, please resubmit one copy so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets
and at least five copies of the final plan for final administrative approval. Comment sheets
are required from the following agencies: the Frederick County GIS Deparonent, the
Frederick County Inspections Department, the Frederick County Department of Public
11'orks (County Engineei), the Frederick County Fire Mcn•shcil, the Frederick County
Sanitation Authority, the Frederick Comity Airport Authority, and the Virginia Department of
Transportation.
