Dear Mr. Lewis:
The above -referenced site plan was approved on May 18, 2005. The site plan is
approved for the construction of three new office buildings on Airport Road (Route 645).
Building 1 consists of 7,800 square feet, building 2 consists of 7,280 square feet and
building 3 consists of 7,280 square feet. Required site improvements include the
following:
Construction of a parking lot with 92 spaces (including four handicap accessible),
including curb and gutter, landscaping, sidewalks, striping, and handicap access.
Construction of a dumpster pad with a six (6) foot wooden fence for screening.
A zoning district buffer that consists of a full screen along the rear property line.
I am providing you with four (4) copies of the approved site plan. Please forward these
copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy
should be kept for future reference, and an approved copy must be kept on the
construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do

Dear Mr. Lewis:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staffs comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments
1) Perimeter Landscaping: There is a 2.5' berm shown along Airport Road with
"mass plantings" of Junipers that are one -gallon container in size. There needs to be
a continuous three foot hedge, berm, fence or wall that runs along Airport Road.
2) Zoning District Buffer: The zoning district buffer being used for this site is a 50'
full screen. In accordance with § 165-37B(2) of the Frederick County Zoning
Ordinance, the plantings for this buffer must be contained within a ten foot totally
landscaped easement. The trees are currently shown as being dispersed throughout
the inactive and active buffer areas and do not meet the screening requirements.
Also, Forsythia is only approved for ornamental plantings, not screening. This plant
type needs to be changed.
After you have revised the site plan, please resubmit one copy so that I may verify the
information contained on the plan. Do not hesitate to contact me if you have any questions or
concerns regarding this letter.

Dear Ms. Summers:
We have reviewed the Federal Aviation Administration Determination of No Hazard to Air Navigation on the
referenced proposed site plan. Based on the review, the following comments are offered:
1. The structure will not need an obstruction light since it does not exceed the height standards however
please note that the last sentence at the bottom of page one states that any equipment, i.e. cranes, used
during construction shall not exceed the overall height specified for the structure on the 7460-1 submitted
for review. Any temporary construction equipment exceeding the overall height will require filing of
a separate 7460-1 form with the FAA before construction begins.
2. Please note the FAA's comment in paragraph four (4) regarding occupants possibly being subjected to
noise from aircraft operating to and from the airport.
We request that the builder give careful consideration to noise attenuation in construction materials to avoid
possible complaints and problems from future occupants, which could hamper operations of the Winchester
Regional Airport.
Prior comments made in my letter of December 8, 2004, have been included in the general notes as stated in your
letter of January 11, 2005 therefore they are not be included in this letter. Thank you for your continued cooperation
throughout this lengthy process.
The Winchester Regional Airport Authority has no further comments regarding this site plan provided these
comments are considered.
If you have questions, please do not hesitate to contact me.

Buildings shall comply with The Virginia Uniform Statewide Building Code and section, 304, use
group B (Business), of the International Building Code/2000. Other Code that applies is
ICC/ANSI Al 17.1-98 Accessible and Usable Buildings and Facilities.
HC parking spaces and unloading shall not slope greater than 2% across area, Please confirm
slopes are in compliance on the accessible route from the parking to the structure or show ramp
design if slopes exceed 5%. All required egress doors shall be accessible to a min. exterior area
for assisted rescue. Section 1003.2.13.7.IBC address the fire rating of the wall around the area of
assisted rescue. Please note the requirements in section 1104.4 of IBC for Multilevel buildings
over 3000 sq. ft. to have an accessible route.
This type structure shall be subject to special inspections according to chapter 17 of the IBC.,
(soils, concrete, etc.).

We have received your revised site plan dated January 10, 2005 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide five (5) sets of approved construction
plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 645
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Mr. Lewis:
Staff is in receipt of the revised submission of the site plan for the above -referenced
project, accepted on October 20, 2004. At this time, the site plan is denied until the
following comments are adequately addressed.
Review Comments
1) Suite Dream LC Property: Please remove the schematic drawing of the
proposed site on parcel 64-A-45L, as this site plan will not grant approval for any
drawing rendered on that site. Replace it with the parcel information of record.
2) Sidewalks: Please make sure that all sidewalks on the site conform to the four
(4) foot requirement in the Frederick County Zoning Ordinance. Sidewalks are
required in accordance with section 165-27 E (12) of the Frederick County
Zoning Ordinance, which states that sidewalks shall be provided as necessary
with parking lots to protect pedestrians and promote the safe and efficient
movement of both pedestrians and vehicles. Please provide additional sidewalks
as noted on the plan.
3) Building Height: Please give the height of each of the proposed structures
located on site.
4) Stop Sign: Please provide a stop sign at the entrance to Airport road.
5) Sanitary Sewer: Please provide the necessary easements for the sanitary sewer
that traverses parcel 64-A-45L.
6) Fire Lanes: Please include all improvements required by the Fire Marshal.
7) Perimeter Landscaping: Please provide the required hedgerow along parking
spaces I have marked on the plan. This screening is required when parking spaces
abut a street or face an adjoining property.

8) Zoning District Buffer: Please conform to the requirements for a 50' category B
buffer on this site plan. The category B buffer that is required against all adjacent
residential properties must include three trees per linear feet and a proper fence,
wall, hedge or bean.
Once you have adequately addressed all of these comments, please resubmit a copy,
which includes the seal of a licensed engineer, for my re -review. I will need all approved
review agency, comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: the Frederick County
Department of Building Inspections, the Frederick County Fire AIW-steal, the Frederick
County Engineer, the Frederick County Health Deparhnent, and the Virginia Department
of Transportation. These comment sheets need to be obtained and submitted by the
applicant. You may obtain a copy of the building inspector's comments by sending a self-
addressed, stamped envelope to their department. Feel free to contact me if you have any
questions.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staffs comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments
1) Perimeter Landscaping: There is a 2.5' berm shown along Airport Road with
"mass plantings" of Junipers that are one -gallon container in size. There needs to be
a continuous three foot hedge, berm, fence or wall that runs along Airport Road.
2) Zoning District Buffer: The zoning district buffer being used for this site is a 50'
full screen. In accordance with §165-37B(2) of the Frederick County Zoning
Ordinance, the plantings for this buffer must be contained within a ten foot totally
landscaped easement. The trees are currently shown as being dispersed throughout
the inactive and active buffer areas and do not meet the screening requirements.
Also, Forsythia is only approved for ornamental plantings, not screening. This plant
type needs to be changed.
After you have revised the site plan, please resubmit one copy so that I may verify the
information contained on the plan. Do not hesitate to contact me if you have any questions or
