The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants

Review Comments:
1) Building Restriction Lines. On Sheet 2 of 8, merge the BRL's with the residential separation
buffers. Also, please remove the BRL's on the City of Winchester's portion of the property.

Dear Tim:
Please find attached the information necessary to file a Site Plan Application for tax map
parcel 131-((1))-1 owned by Westminster-Canterbury/Winchester. As you know, the
Westminster-Canterbury/Winchester campus is located within the City of Winchester and
Frederick County, Virginia. These parcels are zoned LR, Low Density Residential
District with a Planned Unit Development (PUD) overlay in the City of Winchester, and
RP, Residential Performance District in Frederick County.
A plan has been developed for the continued expansion of the Westminster-
Canterbury/Winchester campus that includes the construction of 64 two -bedroom
apartment units, 44 covered parking spaces, a vitality center to include an aquatics
facility and food service, a service drive for two way travel near Old Fort Road to include
employee parking, the elimination of employee parking near the western property line,
and landscape enhancements along the Old Fort Road cul-de-sac and along the west side
of the parking area near the residential lots on Marion Street. All of the improvements
proposed are located within the City of Winchester, except for a portion of the service
drive with employee parking and relocated employee -parking areas that are located
within Frederick County.
It is my understanding that a public hearing will be conducted by the Winchester
Planning Commission regarding this site development plan. Therefore, I request that you
accept this proposal for consideration and for inclusion on the February 15, 2005
Planning Commission agenda. I will plan to attend the February 8, 2005 Planning
Commission work session to address any questions regarding this proposal.

Let me offer my apologies for any misunderstanding on what is being requested at this time on the Westminster
Canterbury project. To avoid any further confusion, I want to summarize what we discussed in our phone
conversation this morning. As I understand it, Frederick County must consider a revision to the Master Development
Plan (MDP) for the entire development in the County and would like the City to sign off on that MDP revision.
While we have not yet received a request for MDP comments, we have received complete site plan drawings and a
completed site plan application here in the City Planning Office on December 29, 2004 showing some revisions
within the City to convert the fire lane to a service drive. That plan has been assigned a case number of SP-04-41.
Our main concerns on SP-04-41 are with regard to screening that was to be installed in Fall 2004 and ensuring that
required curbing would be provided along the City -portion of the newly designated service drive. I understand from
Joe Duggins email today that about half of the required screening has been installed.
Per your request today, we will put review of Site Plan SP-04-41 on hold. Instead, we will await the submittal of the
MDP plans for review and City signoff. My understanding is that you will send those plans and a City MDP comment
sheet down to City Hall today or tomorrow. I don't foresee any City concerns regarding the MDP revisions within
Frederick County and I should be able to complete the comment sheet in short order.
On January 3, 2005, we received a subsequent complete site plan and application for the full Westminster
Canterbury development project in the City showing the new buildings and parking areas consistent with the recent
PUD Zoning reapproval. This site plan has been issued a case number of SP-05-01. Per the January 6, 2005 letter
from Greg Bokan, this project is scheduled for public hearing before the City Planning Commission on February 15,
2005. Please confirm that this schedule can be maintained in light of the prerequisite MDP revision approval by
Frederick County. Have these plans been forwarded to Frederick County planning staff to review? I believe a joint
Technical Review Committee meeting would be beneficial on this larger project, particularly if Frederick County
Building Inspections staff will be doing the building inspections on this new construction within the City limits.

this time.
I am providing you with four (4) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not
