The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies are relevant to their site plan application. A list of potentially relevant
review agencies is shown below:

I. We've noted a possible access location for the future animal shelter. The
animal shelter site plan will need to show any changes required at the Work
Release parking lot.
2. We've revised the maintenance of landscaping note to reflect the correct
ordinance paragraph.
3. We've clearly shown the existing and proposed access easement location.
Two copies are enclosed here for your approval.
I've also enclosed the approvals from the FCSA, Inspections, VDOT, Airport
Authority and the Health Department. We are awaiting final approval from FCPW
and the Fire Marshal. We expect those shortly. Additionally, the power of attorney
form is attached.
If you have additional questions, please let me know.

Building shall comply with The Virginia Uniform Statewide Building Code and section,308 group
I (Institutional) of the International Building Code/2000.0ther Code that applies is ICC/ANSI
Al 17.1-98 Accessible and Usable Buildings and Facilities. Structural and system plans submitted
for permit application shall be sealed by a Virginia Licensed Design Professional.
Please note table 602 to determine if fire rating is required on exterior wall based on the
construction type (some types require min. 30' for 0 rating). Note the requirements in Chapter 17
of BOCA for special inspection requirements on the type of structure.( Soils, concrete etc.)
°All required egress from the new structure shall be HC Accessible to min. exterior landing.
HC parking appears to be in compliance. The slopes shall not exceed 2% across the unloading
area and min. 8' with 8' stripped Van Accessible space required.

AUTHORITY, party of the second part, hereinafter called the Grantee.
WITNESSETH: That for and in consideration of the sum of Ten ($10.00)
Dollars, cash in hand paid, and other good and valuable consideration, the receipt of which
is hereby acknowledged, the Grantor does hereby grant and convey with general warranty
and English Covenants of title unto the Grantee, in fee simple absolute, all of the following
described tract or parcel of land:
All of that certain tract or parcel of land, lying and being situate in
Stonewall Magisterial District, Frederick County, Virginia, containing
11.784 acres, together with a 50-foot-wide access easement, all of
which is shown on that certain plat of survey drawn by
S. W. Marsh, L.S., dated August 26, 2005, and revised September 19,
2005, attached hereto and by this reference made a part hereof as if set
out in full; AND BEING a portion of the same property conveyed to
Fort Collier Group, L.C. by Deed dated September 18,1991, of record
in the Clerk's Office of the Circuit Court of Frederick County, Virginia,
in Deed Book 766 at Page 73.

The easement granted hereby is a non-exclusive easement in order to be used in
common with others having the joint right of usage, as the same was duly platted in
Instrument No. 03-0025710 in the aforesaid Clerk's Office and subject to the reservation
in the Grantor to dedicate said access easement and the land beneath the same to the
Commonwealth as set forth in Instrument No. 03-0027510.
This conveyance is made subject to all easements, rights of way and restrictions
of record affecting the subject property.

I recently received the approved plans for the Work Release Center, now know as the Community Corrections
Facility (CCF). It was great working with you and Candice on that one. We have the plats for the access easements
ready to record and all owners are good to go. Whit Wagner is uneasy about the easement path not following
exactly the route shown on the Master Plan. He does not care, and is .OK with the proposal to follow the property
lines as we discussed, allowing the animal shelter room to locate. Whit wants some assurance that the easements
locations shown on our site plan are acceptable to you. I've told him we met to work this out, but he would like
something from you. Can you send me a note that indicates in your opinion the access casements shown on the
CFFW site plan satisfy the requirements of the Ft Collier Master Plan.

As you know, the Frederick County Department of Planning and Development administratively
approved the CFFW Regional Jail Work Release Facility site plan on February 8, 2005. In addition
to the building, parking and landscaping improvement associated with the site, an easement was
shown on the plan. This easement runs through the Barber and Ross Company property through the
Work Release Property to the Arcadia Mobile Home Park Property. This easement is also depicted
on the preliminary plats provided to our department "Plat Showing 50' Access Easement Through
the Property of Fort Collier Group, LC". The easement shown on the approved site plan is consistent
with the preliminary plats provided to our department. If you have any further questions regarding

40,509 square foot work release building located behind the existing Regional Jail Facility, in the

accessibility, stormwater management, and other improvements are required for this development as
detailed on the approved site plan. All requirements of the Frederick County Zoning Ordinance have
been met in the approved site plan, including review agency comments from all relevant review
agencies.

appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development

2) Adjoiner Information. Please show all adjoiner information on sheets 2 and 4, including the use, deed

3) Sewer Connection. On Sheet 2, it is unclear from where the building is getting its sewer connection.
Sewer connection is provided at the west side of the building.
4) Access Road. Label the road that this site is being accessed. If it is a private road, please provided a
legal reference for the right-of-way if one exists. Also, this access road is shown on the approved MDP
(02-24-98) running through this site and along the back of this property to the Arcadia property. Please
clarify if this access road has been relocated to a new location.
Access to the work release facility will be over an access easement through the CFFW Regional Detention Facility
Further, an access easement, meeting the intent of the Master Development Plan, to provide access to the Arcadia
Mobile Home Park property, will be dedicated. These easements will be in place prior to issuance of an occupancy
permit.
�5) Animal Shelter Location. It is my understanding that the new Frederick County Animal Shelter will also
be located on this property; please show how this site will be accessed.
At this time, the actual location of the shelter and the means of access is not knonn.
` 6) Lot Consolidation. Since this parcel has no state road frontage and it is gaining its access through the
existing jail parcel, the two lots must be consolidated.
This lot and the C FFW properly are under separate ownership and therefore cannot be consolidated.
7) Loading/Unloading Area for Inmates. It is understood that this facility will be used for the work release
inmates. Please provide a covered canopy area at the front of the building to accommodate the loading
and unloading of inmate.

5/8) Parking Lot Screening. Please provide a fence, hedge, wall or berin along the parking area as indicated
to screen the glare of headlights.

9) Landscape Maintenance. Provide a notation on Sheet 4 that states all plantings shall conforin with 165-
A6C of the Frederick County Zoning Ordinance.

Review Comments:
1) Date. Provide the date the plan was prepared on the cover sheet.
2) Adioiner Information. Please show all adjoiner information on sheets 2 and 4, including the use,
deed book and page number.
►3,y' Sewer Connection. On Sheet 2, it is unclear from where the building is getting its sewer connection.
4) Access Road. Label the road that this site is being accessed. If it is a private road, please provide a
legal reference for the right-of-way if one exists. Also, this access road is shown on the approved
MDP (02-24-98) running through this site and along the back of this property to the Arcadia property.
Please clarify if this access road has been relocated to a new location.
5) Animal Shelter Location. It is my understanding that the new Frederick County Animal Shelter will
also be located on this property; please show how this site will be accessed.
Lot Consolidation. Since this parcel has no state road frontage and it is gaining its access through the
existing jail parcel, the two lots must be consolidated.
Loadinp-/Unloadini! Area for Inmates._ It is understood that this facility will be used for the work
release inmates. Please provide a covered canopy area at the front of the building to accommodate the
loading and unloading of inmate.

We've prepared plans for construction of an --- bed work release facility on a 12 acre parcel immediately east of
the existing Regional Jail. Plans and County Site Plan comment sheets are provided here.
The developed area of 4 acres includes the building and parking lot area. Access to the site is from the existing
detention center access road. Sewer and water are provided from existing adjacent FCSA lines.
The site drains to the south, to the Barber and Ross Industrial development. A detention pond is designed to
mitigate flows from this development and a possible Animal Shelter which may be constructed on the same site.
The required buffer yards and setbacks are shown. In addition to the onsite landscaping required by the
ordinance, a landscapeed screen is proposed along the eastern property line to mitigate visual impacts to the
adjoining residential uses. To increase the effectiveness of the screen, a berm will be constructed along the
residential boundary with available topsoil.
