The land is zoned commercially (B2). The plans detail the extension of roads and utilities to serve 3 lots owned by Winchester Medical Center and 1 lot owned by LEFTA for development of a Courtyard Hotel. This is the initial phase of development of the Medical Center's 100 acre parcel. Water and sewer service is provided by extensions currently under construction by the FCSA. Additional gravity sewer and waterline extensions are proposed to serve the proposed lots. As required by the development plan, Botanical Blvd. is designed entirely through the Medical Center property. One commercial entrance is proposed to the Marriott and the intersection with future Petticoat Gap Lane is shown. Other entrances off of Botanical to the Medical Center lots may be proposed by individual, future, site plans. The stormwater design provides for the conveyance of stormwater from the Wal-Mart site and detention pond, through the Medical Center site, to the box culvert at Route 50. The Wal-Mart stormwater detention pond provides the necessary detention to allow commercial development on all the lots proposed, without additional detention. The required landscape buffers are provided along Route 50 and the residential RA lands to the west. In addition to the lots created by this subdivision, open space between Botanical and the RA land, road rights -of - way and the necessary utility easements will be dedicated. The Marriott site plan provides for access directly onto a private roadway to be maintained by the owners. It allows post development drainage from upstream parcels through the stream and meets or exceeds the County's requirements with regard to landscaping, setbacks and parking lot configuration. The County's review comments sheets for both the Medical Center Subdivision and Marriott Site Plan projects are enclosed for your comments.
