It was agreed upon that the entrance to the proposed concrete plant could be relocated as requested. Also, Shockey's agreed to overlay Route 836, Walter's Mill Lane, from Route 11 to the end of State maintenance with 1.5" of surface mix asphalt. In addition, they would also place 3" of base asphalt from approximately 1450' east of Route 11 to the railroad crossing. VDOT has agreed to remove the railroad crossing and make repairs as needed. Comment 1. Property Identification Number. The PIN on the site plan is 44-A-98; however, the Frederick County Tax Map shows this property as 44-A-144. Please clarify which is the correct PIN. Response 1. Agree. The correct PIN is 44-A-144. The site plan has bee revised accordingly. Comment 2. Truck Parking Spaces. Are the spaces provided for truck parking adequate to accommodate the space required to turn around? Response 2. Yes (see previous response letter dated September 27, 2004). The trucks that will utilize the truck parking area are the concrete mixing trucks which can make all of the necessary turning movements within the pavement area. We have included a sketch of the turning movements with this letter for your review. Comment 3. Creek. Label the creek that is behind the lease parcel. Response 3. Comment 1. Master Development Plan. In accordance with Section 165-133 of the Frederick County Zoning Ordinance, a Master Development Plan is required to any development in the EM (Extractive Mining) Zoning District. However, in accordance with Section 165-134B, this property may be eligible for a waiver of the Master Development Plan. To obtain a waiver of this requirement, you must provide this department with correspondences requesting a waiver and explaining why this property is eligible. If this property is subdivided in the future or additional development occurs on the site, a Master Development Plan will be required. Response 1. Agree. A waiver of the Master Development Plan requirement for this project was granted on July 22, 2004. A copy of the waiver approval has bee included as part of the submission package. Comment 2. Complete Application. Please submit a complete application for formal submission of this site plan. A complete application includes a site plan, signed application, special limited power of attorney, and application fee. The application fee for this project is $1,000.00 plus $100.00 per acre plus $50.00 per acre for each acre over five. With eight acres, the total fee will be $1,650.00. Response 2. Agree. Comment 3. Exception. If the paved employee and truck parking areas were connected to the main access road with pavement as you indicated, this pavement would be torn up with the heavy equipment that is utilized in moving the stockpile material to the aggregate hopper. We feel that it would be better to leave this area as gravel so that periodic top dressing and grading can be accomplished as needed. Comment 5. Traffic Flow. Please show which way traffic will be going on the existing gravel road. If traffic will be going both ways, label which road the gravel road leads to. Response 5. Agree. The traffic flow on the existing gravel road has been identified. The site plan includes an overall site layout showing the existing gravel road connecting to Walters Mill Lane as well as the improvements to Walters Mill Lane and Route 11 that were required by VDOT. Comment 6. Parking Spaces. Eighteen spaces are shown on the site plan on Sheet 3. The notation about parking on Sheet 2 states that there are 16 spaces. Response 6. Agree. The parking space notation on sheet 2 has been revised to show 18 spaces. Comment 7. Truck Parking Spaces. Are the spaces provided for truck parking adequate to accommodate the space required to turn around? Response 7. Yes. The trucks that will utilize the truck parking area are the concrete mixing trucks which can make all of the necessary turning movements within the pavement area. Comment 8. Handicap access. Access from the handicap parking spaces to the office building (ramp/sidewalk) needs to be provided. Response 8. Agree. A concrete sidewalk has been provided from the end of the handicap aisle to the building. Comment 9. Creek. Label the creek that is behind the lease parcel. Response 9. Agree.
