application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site- plan application will not be accepted and returned
to the applicant(s).

Dear Ron:
The Frederick County Department of Planning & Development administratively approved the above -
referenced site plan on March 21, 2001. The new Sheetz Convenience Store and Gas Station will
be located at 1574 Martinsburg Pike, in the Stonewall Magisterial District. Development of the
property will include, but is not limited to, the following list:
• A 3,876 square foot convenience store
• 6 double sided gas pumps
• A canopy over the gas pumps
• 25 regular parking spaces, not including the gas pump area
• 2 handicap spaces
• Striping of all parking spaces
• A dumpster with a concrete pad and a 6' tall opaque screen wall with a gate.
• A landscaping plan, which includes 27 deciduous trees and 16 shrubs planted to provide
headlight screening.
• Two entrances off of U.S. Route 11
• One entrance off of Amoco Lane
• A 1,000 gallon double chamber underground grease trap
• A 27' retaining wall
• A pedestal sign
• A flag pole
• Removal of various existing features
• A concrete sidewalk along the front of the store
• Connection of a new sewer to the existing invert
• Curb and guttering for all paved areas

referenced project. The plans appear satisfactory and are approved. Please
advise the developer accordingly. Please provide six (6) sets of'approved
construction plans with signed seal for VDOT distribution.
I offer the following comments:
* A preconstruction conference be held by the engineer and/or
developer with the attendance of the contractor, various County agencies and
VDOT prior to initiation of'work.
* Materials used and method of construction shall apply to current
observed VDOT Road & Bridge Specifications applicable during construction of
this development.
* Our review and comments are general in nature. Should conditions in
the field exist such that additional measures are warranted, such measures
shall be completed to the satisfaction of the Department prior to inclusion

* All drainage is to be carried within the right-of-way in ditch lines

* The contractor shall notify VDOT when work is to begin or cease for
anv undetermined length of time. VDOT will also require 48 hours notice for
inspections.
* "rile appropriate land use permits shall be obtained before any work
is performed on the State's right-of-way. The permit is issued by this
office and will require a minimum processing fee, surety bond coverage, and
the salary & expenses ofa State assigned Inspector.
* Anv entrances constructed from the referenced street(s) shall meet
VDOT minimum standards. This is the dev - er's r-esponsit it-ity-on-route

* I suggest any utilities and/or storm sewer placed within the
proposed right-of-way be backfilled completely with C.R. Type 21-13 Stone.
This will greatly reduce the possibility of any pavement settlement.
* A copy of any/all recorded plats of dedication for drainage
easements or additional right-of-way required for implementation ofthis
proposed project should be provided to VDOT prior to issuance ofany land
use permit. Dedication should be made to the Commonwealth of' Virginia.

Upon review of the subject site plan, we offer the following comments:
On sheet 2 of 4, the acreage for lot area disturbed should be approximately 1.0
acre, not 7.15 acres.
2. The owner needs to obtain a demolition permit from the Frederic County
Inspections Department to remove the existing structures. An asbestos report shall
be submitted at that time.
However, these comments are minor in nature. Therefore, we recommend approval of the
subject site plan. We request a copy of the final site plan be submitted to our office for our files.

We've revised the Sheets plan per your comments of 28 February. I've attached a copy of sheet 2 for your
reference.
Concerning the outdoor display area. Currently, Sheetz does not have a feel for what materials will be
displayed and where they would go. That decision is based on market condition and season. Normally, Sheetz
displays products in the pump island and along the store front. It seems reasonable to approve this plan
allowing up to 1400 S.F. of display area. In all probability the total display will never reach that area.

Dear Ron:
I had the opportunity to review the revised copy of the above -referenced site plan on February 27,
2001. Unfortunately, staff requires that you address three issues before approval can be considered.
These issues are as follows:
Please recalculate the perimeter of the parking area. Staff calculates the perimeter at 830',
which would require 21 trees for the perimeter landscaping, not 16 trees as shown.
2. Please provide a statement on the site plan that no outdoor storage is proposed on the
property.
3. Please provide the location of any outdoor display areas. According to the information
provided, 1,400 square feet of display area is proposed. Where will this be located?
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies
of the final site plan for approval.

We've revised the plan per your comments of 7 February. I've attached a copy of sheet 2 and an existing layout with
demolished items delineated. Please note, everything is being demolished but for the existing highway sign and the
existing sewage pump station. We also provide the following:
1. We've provided adjoining property information with zoning and use.
2. The light fixtures and specifications are shown.
3. A price sign, similar to that used at Fox Drive will be placed at the north west comer of the lot. A request for
waiver has been added to the plans.
4. As all adjoining uses are B2, we know of�know-required screening or buffers.
5. The access ramp/door configuration is as required by Slleetz. They indicate this arrangement is acceptable
under ADA.
6. 1400 sf of outdoor storage is proposed as stated in the summary. Its actual location on the site has not been
determined.
7. The maximum sign height, other than the interstate sign is 35 feet.
8. We've checked our parking calculations. 5276 sf of retail space is proposed requiring 26.5 spaces; 27 spaces
are provided.
9. The parking spaces shown at 10'x20' exceed the County requirements.
10. We've provided islands at least 8 feet wide. The one odd shaped island, on average, exceeds 8 fee in width
11. The grease trap will be placed underground.
12. A concrete paving/header curb detail is provided on sheet 5 of 5.
13. No flagpole is proposed. The detail has been deleted.
14. The post detail has been modified.
15. The detail sheet has been updated to delete non -applicable items.
16. The required trees are 2" caliper, measured 6"above ground.

I had the opportunity to review the above -referenced site plan submitted to our department on
January 22, 2001. The following comments should be addressed and included in a revision of this
site plan. I have enclosed a mark-up plan for your use.
1. Please provide this department with an existing conditions page that identifies what is to be
removed along with a second page that includes only the proposed project. The site plan
submitted has too much information.
2. Please state the use, zoning, and PIN number of all adjoining properties. This includes
properties located across right of ways, streams, and railroad tracks.
3. Please show the location of all signage on the site plan.
4. Please show the location and specifications of all outdoor light fixtures.
5. Please show the location of required buffers and screening with cross sections or profiles.
6. Please confirm that the handicap ramp does not conflict with the building entrance per
Americans with Disablitilty Act (ADA).
7. Please state all outdoor display calculations.
8. Please let us know where the 60 foot sign height comes from.
