application. All required information must -be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site- plan application will not be accepted and returned
to the applicant(s).

The attached documents reflect some minor revisions to the Doering Office Site Plan, approved
March 12, 2001. Specifically, there are two changes to the already revised site plan. They are as
follows:
(1) The two office building units that were originally connected will now be separated
so they are separate structures.
(2) Due to the separation of the offices, the handicap accessible ramps have been
relocated.
Staff has approved the above changes to the site plan. Furthermore, neither the Fire Marshal or the
Inspections Department have any issues with the change. The relocation of the water lines was
previously approved by staff and documented with a separate merno and sketch.

This memo is to document a minor revision requested by the owner of the above referenced property
and approved by staff. The sketch drawn on the attached site plan shows the relocation of the
proposed water line to allow for a possible separation of the phase one and phase two sections of the
approved medical office building. If the owner of the property chooses to separate the building, staff
will have to review the proposal at that time to determine if a new site plan is required or not. This
memo is only to document the approval of the relocated water line to the phase one section of the
office building.

Dear Ron:
The Frederick County Department ofPlanning and Development administratively approved the above
referenced plan on March 9, 2001. The development of the lot is approved for two phases. The
primary features of phase one are the construction of a 1,922 square foot medical office building, an
entrance off of Fox Drive, landscaping, 18 parking spaces including four handicap spaces, lighting,
and a sidewalk. Phase two calls for the construction of a 3,438 square foot building and 21 additional
parking spaces. There are currently no adverse comments by any of the required review agencies,
however, be aware that you should address any future comment by these agencies promptly.
I have provided you with three copies of the approved site plan. Please forward these to the owner
or the appropriate representative of the owner. Furthermore, please be advised that a copy should
be kept for future reference and an approved copy must be kept on the construction site throughout
the development process. Once site development is complete, the owner should contact this office
to schedule an on -site inspection.

Dear Ron:
I recently reviewed the revised site plan for the Doering Office Complex, and there are five issues that should
be addressed before staff can consider the plan for approval. These issues are as follows:
Please recalculate the perimeter landscaping calculations. Staff measures the perimeter of the
parking area at 450'. Thus, 12 trees are needed for the perimeter landscaping requirement.
Please show the individual parking spaces and their dimensions more clearly.
Curb and gutter is required for all parking areas and parking entrances. Please eliminate the concrete
wheel stops from the site plan and replace with curb and gutter.
Please widen the entire parking entrance to provide a minimum width of 24'. The minimum backup
distance in a parking lot is 22'.
The current landscaping screen appears to be sufficient. However, staff recommends that you use
the pyramidal variety of the arborvitae, Thuya accidentalis var. pyramidalis.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained
on the plan. I will then need all approved review agency comment sheets and five copies of the final site
plan for approval. Comment sheets are required from the following agencies: the Virginia Department of
Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department,
the Frederick County Engineer, and the Frederick County Fire Marshal.

We have received your revised site plan dated February 21, 2001 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide eight (8) sets of approved construction
plans with signed seal for VDOT distribution.
VDOT acknowledges the plan note indicating the owner's willingness to provide sufficient right-
of-way (by dedication of up to 12� of additional space at the time of development of adjacent
lots. This process is acceptable to VDOT to safeguard improvements within VDOT needs to
provide adequate safe lane activity to access the respective properties.
The appropriate land use permit may now be applied for to cover work within the Route 739
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

American Arborvitae

General Description
A small to medium upright tree with a stout, buttressed trunk,
native to Minnesota. Compact dwarf cultivars are widely used
in landscapes. The tree is hardy in all zones but prefers a seml-
moist site. Other common names are White Cedar and Eastern
Arborvitae. An uncertain combination of winter conditions may
cause infrequent winter injury in the Northern United States.

spread of 30 feet.

Bud Arrangement - Opposite.
Bud Color - Dark green, hard to distinguish from leaves.
Bud Size - 1/8 inch.
Leaf Type and Shape - Simple, scale -like imbricate leaves
in four rows. Juvenile leaves are short awl -like.
Leaf Surface - Soft, smooth.
Leaf Length - 1/12Inch.
Leaf Width - 1/8 Inch.
Leaf Color - Dark green to yellow -green by cultivar, Little fall
or winter color change.
Flowers and Fruits
Flower Type - Monoecious, both male and female rather
inconspicuous.

dark green cultivar.

Spider mites can buildup In hot, dry weather; occasionally

Meadowlark Forsythia

'Meadow/arkq
General Description
A hybrid of Early Forsythia (F. ovata), native to Korea, and
Albanian Forsythia (F.. europaea), native to Europe. This is
the hardiest of all forsythias evaluated at NDSU. Meadow-
lark forsythia, a cultivar introduced by North Dakota State
University, South Dakota State University and the Arnold
Arboretum in 1986, performs well in plantings throughout
the Northern Plains. Showy yellow flowers. The largest
shrub in North Dakota is 13 feet tall with a canopy spread
of 15 feet.

Bud Arrangement - Opposite.
Bud Color - Yellow -brown.
Bud Size - 1/8 inch.
Leaf Type and Shape - Simple, ovate or broad ovate with
an acute point.
Leaf Margins - Coarsely -toothed or entire with no serra-
tions.
Leaf Surface - Smooth, leathery.
Leaf Length - 1'h to 3'h inches.
Leaf Width - 1 to 2 inches.
Leaf Color - Dark green; purple fall color.
Flowers and Fruits
Flower Type - Solitary, borne on short stalks, tubular.
Flower Color - Bright yellow.
Fruit Type - 2 celled dehiscent capsules with many seeds.
Fruit Color - Light green, ripen to tannish.
Form
Growth Habit - Rounded crown.

We've revised the Doering Office plan per your comments. I've attached a copy of sheets 2 and 3 for your
continued review. Please consider the following:
1. The outdoor light fixtures are shown, one in each island. There may be small "porch type" lights on the
buildings. A note is on the plan requiring shielding to prevent off -site glare.
2. We are proposing no outdoor storage areas.
3. At this time, Dr. Doering has not determined is a pedestal sign will be needed.
4. The porch area is really a canopy.
5. The access meets ADA requirements.
6. The road widening proposed by Food Lion and as shown on the Greenway plans dated 2-8-99 is shown.
/ The arborvitae screen is located between that widening and the parking lot.
7. In our discussion last week, I believe we agreed that the County would decide what plantings they would
like to see in the zoning buffer. We will implement whatever scheme you recommend. Please realize the
landscape screen shown is that used at similar situations over the last couple years.
8. The existing power and telephone utilities lie to the east and south of the building.
9. The site would allow, and Dr. Doering may at some future time elect, to expand the building into the area
between Phase Two and Fox Drive. We have therefore limited the plantings in this area.
10. Barriers are provided at the inter parcel connection points.

I had the opportunity to review the above -referenced site plan submitted to our department on
January 19, 2001. The following comments should be addressed and included in a revision of this
site plan. I have enclosed a mark-up plan for your use.
1. Please show location and specifications of all outdoor lighting fixtures.

4. Please check if building will meet handicap accessible requirements with raised porch area at
the main entrance.

6. Please show where the road is in relation to the arborvite planting. We want the arborvite
planting on the side next to the road.
7. Please clarify the distance between the forsythia plantings.
8. If applicable, please show where existing power line is along Fox Drive.

10. It appears that the landscaping required for the zoning disturbance district buffer and the
parking landscape requirements may overwhelm the front of site. I would suggest some of
the parking landscaping be relocated to the north side of the property.
11. Please provide the needed barrier at the proposed interparcel connector sights.
12. Please rework buffer. The plantings proposed do not seem to be appropriate or consistent
13. Please show where you are going to stop improvements in relation to Phase One of the
project, specifically curb and gutter terminus.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies
of the final site plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick
County Inspections Department, the Frederick County Engineer, and the Frederick County Fire
Marshal.
