The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Austin:
The Frederick County Department of Planning and Development administratively approved the above -referenced
plan on August 27, 2001. The site plan meets all requirements for development in the M1 Zoning District.
Currently, there are no adverse comments by any of the required review agencies. Any future comments by these
agencies should be addressed promptly. I have provided a list of the primary features of this development below:
• The construction of a 33,400-square-foot warehouse building with a loading area in the rear.
• The construction of an attached 17,600-square-foot building for additional truck loading and unloading.
• The construction of an attached canopy for additional truck loading and unloading.
• The construction of an attached 7,425-square-foot building for office space, bathrooms, and a meeting
room.
• Associated parking and landscaping.
• Two conunercial entrances off of Victory Road.
I have provided you with five copies of the approved site plan. Please forward these to the appropriate
representative. Furthermore, please advise the owner that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner should contact this office to schedule an on -site inspection. Please do not hesitate to contact

maintenance of two commercial entrances and turn lanes at the referenced location.
Please ensure a copy of the approved permit assembly is kept at the job site whenever working
within the Route 728 right-of-way. I would also like to remind you of the need to erect and
maintain proper traffic control in accordance with our Virginia Work Area Protection Manual.

inspection costs we incur will be billed to you monthly.

After review of the site plan for the above referenced project, the following comments are provided
on behalf of the Winchester Regional Airport Authority:
The proposed site plan does not indicate that future buildings would appear to penetrate
the airport's FAR Part 77 surface based on the information provided therefore airport
operations should not be impacted by this proposal. Due to the proximity of the proposed
buildings within the established flight pattern, we are requesting that any and all outdoor
lighting at this site be of a shielded type to minimize possible light pollution on aircraft
entering the pattern for Runway 32 and that FAA form 7460-1 be submitted to the FAA for
review and comment with a copy of the form sent to this office for record.
2. Controlled burning must be coordinated with Airport staff no less than twenty-four hours
prior to start.
3. During the construction phase of the buildings, all cranes will be required to have an
aviation obstruction flag and/or obstruction light visible during operations and must be
lowered at night unless lit. Intended hours and dates of operation need to be coordinated
with Airport staff no less than tb'ver itY-four hours prior to start.
If these conditions are met, the Winchester Regional Airport Authority poses no objections to the
proposed site plan for the Dearing Beverage Office — Warehouse.

Dear Austin:
Upon review of the subject site plan, we offer the following comments:
1. Provide perimeter sediment control along the entire frontage of Victory Road. Provide a
diversion berm with check dams or reinforced silt fence. Indicate the location of the proposed
sediment trap. Provide calculations for the trap and a grading plan to verify that the trap can be
constructed as designed.
2. Silt fence cannot be used for inlet protection. Provide the optional stone combination for the
culvert and block and gravel for the drop inlet.
3. Revise the erosion and sediment control narrative to include the installation of the sediment
trap and all perimeter control as a first step in the site grading process.
4. Provide a mulching schedule in accordance with erosion control standard 3.35 on the plans.
Indicate a tackifier for the mulch. Provide a note on the plan indicating that the contractor is
responsible for controlling dust on -site in accordance with erosion control standard 3.39.
5. A geotechnical engineer will be needed to monitor the fill being placed under the building pad.
All fill needs to be placed in accordance with BOCA code requirements.
Once these comments are addressed, submit two (2) copies of the site plan for further

Dear Sir/Madam:
After review of the site plan for the above referenced project, the following comments are provided
on behalf of the Winchester Regional Airport Authority:
The proposed site plan does not indicate that future buildings would appear to penetrate
the airport's FAR Part 77 surface based on the information provided therefore airport
operations should not be impacted by this proposal. Due to the proximity of the proposed
buildings within the established flight pattern, we are requesting that any and all outdoor
lighting at this site be of a shielded type to minimize possible light pollution on aircraft
entering the pattern for Runway 32 and that FAA form 7460-1 be submitted to the FAA for
review and comment with a copy of the form sent to this office for record.
2. Controlled burning must be coordinated with Airport staff no less than twenty-four hours
prior to start.
3. During the construction phase of the buildings, all cranes will be required to have an
aviation obstruction flag and/or obstruction light visible during operations and must be
lowered at night unless lit. Intended hours and dates of operation need to be coordinated
with Airport staff no less than twenty-four hours prior to start.
If these conditions are met, the Winchester Regional Airport Authority poses no objections to the
proposed site plan for the Dearing Beverage Office — Warehouse.

Dear Austin:
Thank you for your recent submission of the above -referenced site plan for a warehouse with office
space. Overall, I believe you did fine job preparing the site plan. However, there are a few minor
corrections, suggested changes, and information that is needed before staff can consider the site plan
for approval. Please read over the following comments and look at the enclosed red -lined copy of
the site plan for assistance in preparing a revision.
Review Comments
1. Approval Statement: Please provide a statement below the Zoning Administrator Approval
Box to the effect that the approved site plan will be valid for five years.
2. Landscaping Calculations: Please correct your landscaping calculations as specified on the
enclosed site plan. There should actually be 25 required trees. The error originates from the
incorrect number of parking spaces for your interior landscaping calculations. Please also
change the second page legend to reflect the number of trees to be planted. I have also drawn
a few suggested changes on the site plan in the color green.
3. Proposed Canopy: Please clarify in some manner what the canopy will be used for.
4. Property Line Bearings. Please provide all bearings for all of the property lines.
