RE: 2nd Review Comments for Site Plan #14-01, Proposed Dry Storage Building
Property Identification Number (PIN) 64-A-4I
Dear Mark:
Thank you for submitting the site plan revisions for the above -referenced project. I have reviewed the site
plan and have prepared this letter to assist you in addressing staff s concerns. A red -marked copy of the
site plan is being provided to you for your assistance. The red markings should correspond with the
review comments listed below:
1) Category A Buffer. Please show the proposed Category A buffer along the rear property line.
Delineation of the buffer, including the 25' inactive and 25' active areas, is required.
2) Recommended Landscaping. Staff suggest that additional landscaping of the parking lot area
be provided.
3) Review Agency Comments. Review agency comments are required from the Frederick County
Inspections Department, the Frederick County Fire Marshal, and the Frederick County
Department of Public Works.
4) Outdoor Storage. Please provide a statement on the site plan that no outdoor storage, other than
storage within the covered storage area, is permitted. If outdoor storage is proposed, please
provide appropriate screening, as required in the Frederick County Zoning Ordinance.
Once you have addressed the above issues, please resubmit the site plan so I may review the changes.

Forsythia xintermedia
Border Forsythia
My horticultural development was
hampered by this species, since it
seemed to be the only flowering shrub
on the planet. Widely planted because
of its vivid golden yellow flowers, Bor-
der Forsythia is truly a harbinger of
the spring season. A large, at times
wild and woolly shrub with intricate
tangles of branches, it forms a broad -
rounded outline. The 3- to 5-in.-long,
sharply serrated, medium to dark
green leaves die off green or with a
hint of burgundy. Four -petaled, yellow
flowers, 11/4 to 11/2 in. long and often
as wide, open on naked branches in
April. The flower effect is spectacular,
Forsythia xintermedia, Border Forsythia
making this the most recognized and
beloved of garden shrubs. It offers
ironclad adaptability to soils and cli-
mates. Prune after flowering, or
remove the largest canes each year.
Use in mass plantings, shrub borders,
parking lot islands, and other inhos-
pitable places. Grows 8 to 10 ft. high,
10 to 12 ft. wide. Zones 5 to 8.
Cultivars and Varieties. 'Beatrix
Farrand' offers 11/2- to 2-in.-diameter,
vivid golden yellow flowers on a
robust, 8- to 10-ft.-high shrub. Petals
are thick -textured, waxy, and over-
lapping.
•
'Karl Sax' is bushier in habit and
not as tall as 'Beatrix Farrand'. It bears
golden yellow flowers and the buds
are considered slightly more cold
hardy.
'Lynwood' has lighter yellow flow-
ers, more open and better distributed
along the stem. Petals are strap -
shaped and do not overlap like those
of 'Beatrix Farrand'
'Spring Glory' offers abundant soft
yellow flowers on a robust shrub. The
color is lighter than that of 'Lynwood'
and not as harsh and obtrusive as that
of 'Beatrix Farrand' .'Primulina' is sim-
ilar. Grows 10 ft. high, 12 ft. wide.

Meserve Hybrid Hollies
This group of broadleaf evergreen hybrids has provided
excellent choices for northern gardens. The Blue Series
cultivars, hybrids of Ilex aquifolium x 1. ruyosa, are shrubby
in habit and offer leathery, lustrous dark green, almost
blue-green leaves and excellent red fruit on the female
forms. Grows 10 to 15 ft. high; can be pruned to maintain
desired size and shape.
Several hybrids with Ilex cornuta x 1. rugosa parentage
have been introduced, and they are also quite worthy
plants for northern gardens. These hybrids are more
rounded, and the fruit can be spectacular. Several of
these cultivars display greater heat tolerance than the
Blue Series cultivars. Grows 10 ft. high and wide; can
be pruned to maintain any height. Zones (4)5 to 7.
Cultivars and Varieties. 'Blue Girl' and 'Blue Princess' are
the best females of the Blue Series; 'Blue Boy' and'Blue
Prince, the best males. Hardy to —10 to —20°F, even lower
with protection.
'China Boy' and'China Girl, introduced in 1979, are
Rex cornuta x 1. rugosa hybrids. The'/3-in.-diameter, red
fruit of 'China Girl' are outstanding. Hardy to about —20°F.
'Golden Girl, a golden -fruited form with Ilex cornuta x
1. rugosa parentage, was introduced in 1989.

Eastern Redcedar
A tough, irrepressible green soldier that can prosper
where few other plants even survive. Found over a
wide range in the midwestern and eastern United
States, it is a great naturalizing type of plant. Densely
columnar to broad -pyramidal in outline, it is great as
a screen or in groupings. The rich green summer foli-
age assumes a ruddy, yellow -green to brown -green
color in winter. Male trees produce thousands of tiny
brown cones that yield clouds of yellowish pollen in
March and April. The female trees are often covered
with frosty, rich blue, '/s-in.-diameter cones that pro-
vide good bird browse. Many reliable selections are
known and raise the species up to a higher level of
landscape suitability. Grows 40 to 50 ft. high, 8 to 20
ft. wide. Zones 2 to 9. Eastern and central North
America.
Cultivars and Varieties. 'Burkii' is a cultivar with
glaucous gray -green foliage that remains in juvenile
form, prickly and needlelike. It develops a light purple
cast in cold weather. Develops a pyramidal habit and
matures around 20 ft. high.
'Canaertii' is quite common in the Midwest. Its
dark green, soft -textured, scalelike foliage appears
tufted, particularly at the ends of the branches.
Heavily pruned plants can be quite dense, but left
unpruned, the plants become open and artistic. This
is a female clone that sets large quantities of blue-
green cones. Grows 20 to 30 ft. high.
'Grey Owl' is an interesting spreading female form
with soft, silvery gray -green foliage. Grows 3 ft. high,
6 ft. wide.
'Silver Spreader' is a wide -spreading, low -growing,
silver-gray male form. Its branches arise at a 300 angle
to the ground.

Dear Mr. Smith:
I respectfully request that you revise the site plan you submitted on April 14, 2001 for a storage
building on the above referenced property. The site plan you submitted is missing a great deal of
information and fails to meet the minimum requirements needed for site plan approval. I am returning

you with an official Site Plan Checklist to assist you in preparing a revisal. Please review the
checklist carefully, and if needed, please feel free to contact me for assistance.
