SITE PLAN CHECKLIST The checklist below indicates all the information that needs to be submitted as part of the site plan application. All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. Also please provide seven (7) sets of approved construction plans with signed seal for VDOT distribution. The construction sets should display the entrance profile percent of grade. Although no VDOT land use permit would be required for the construction of this site, care should be exercised at the point of access to Route 651. Please provide opportunity for the VDOT Inspector to confirm entrance construction. If for any reason work within the Route 651 right-of-way should become necessary, the appropriate VDOT land use permit should be secured. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary and expenses of a State assigned Inspector. Any future comments by these agencies should be addressed promptly. I have provided a list of the primary features of this development below: • The lot has been subdivided from P.I.N. 63-8-3. The new lot, and site of this development, is now P.I.N. 63-8-4. • Two entrances will be constructed off of Dawson Drive. The western entrance is planned to be shared with the adjoining property to the west, when the lot is developed. • A 12,478.5-square-foot office building will be constructed. • 70 parking spaces, including four handicap spaces will be constructed. • 20 Pin Oaks and 19 Red Maples are required to be planted. • A three-foot berm will be located in the front of the property to provide headlight screening. • A dumpster site is proposed with a concrete pad and six-foot opaque fence and gate. • Sidewalks are proposed to be constructed as specified. Furthermore, please advise the owner that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Why is our calculation in error and if it is not, why should it be removed. This calculation is consistent with site plans approved since adoption of the current ordinance. Please explain your intention. We will not be providing the island at the rear parking area as suggested. This area is to be kept free to allow unrestricted access to the 6' overhead doors. I will provide the remaining agency approvals when available. I do appreciate your quick review of our plan. It is rare that County comments are received in advance of the other agencies. Unfortunately, there are several errors and needed changes to the site plan before staff can consider it for approval. The following 15 comments should correlate with the red markings on the enclosed copy of the site plan. Please address each of these comments in a revised site plan. Review Comments 1) Please provide a north arrow on all pages of the site plan. 2) The correct property identification number of the subject property is 63-8-3, not 63-B-3. Please change the site plan to reflect this. 3) It appears that the owner desires to subdivide a 3+ acre parcel of land from Lot 63-8-3. Please provide staff with a recorded plat of this new parcel, if this is the case. 4) Please provide bearings of the surveyed property lines on the site plan. 5) If the proposed access easement will be used for something other than a private drive in the future, please clarify. 6) In the project summary area of the site plan you indicate that there are no side or rear setbacks. Please correct this error and state that the rear and side setback is 25 feet. 7) Please clarify what the square footage of the building will be. On the site plan you state that the building will be 11,520 square feet in area, however, in the project summary area you state that the total floor area will be 12,478.50 square feet in area. Typically, staff requests that a site plan contain the total ground floor area and total floor area on the site plan. 107 North bent Street • Winchester, Virginia 22601-5000 Page 2 Mr. Ron Mislowsky Re: Site Development Plan #13-01 April 19, 2001 8) Staff measures a total perimeter parking area of 1,240 feet. Based on this calculation, a total of 31 trees would be required to meet the perimeter landscaping requirement for a parking area. Your calculation that the perimeter is 1,120 feet appears to be incorrect. Please make the needed changes to the site plan in order to address this concern. 9) Based on the landscaping calculations provided on the site plan, you are proposing to provide fewer trees than required. Please provide at least as many trees as required. Staff calculates that the total number of perimeter trees should be 31, and the total number of interior trees should be seven. 10) Please provide a minimum of 5% interior landscaped area for parking lots. Staff would request that you add a landscaped island in the center of the parking area with a 47 foot aisle width. This would be a good location for at least two of the seven required interior landscaping trees. 11) Please provide the posted or unposted speed limit of Shady Elm Road. 12) Please state that the maximum height allowed is 60 feet, rather that 35 feet as shown. 13) Please omit "parking lot landscaping required" and "parking lot landscaping provided" from the project summary area, because this information is incorrect and is not needed to be shown. 14) Please provide the location of all proposed outdoor storage. If no outdoor storage is proposed, please provide a statement to that effect. 15) Please provide the location of all necessary site improvements needed to meet fire code standards, such as fire hydrants. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. Comment sheets are required from the following agencies: the Frederick County Inspections Department, the Frederick County Engineer (Public Works), the Frederick County Fire Marshal, the Virginia Department of Transportation, the Frederick County Sanitation Authority, and -the- —ity-of Wi'ne1= ester.
