All required information most be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Private entrances will be installed in accordance with plans. This is the developer's responsibility. • Any entrances constructed from the referenced streets) shall meet VDOT minimum standards. This is the developer's responsibility. • Any signs to be installed will be in accordance with attaclurrents. • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • A copy of any/all recorded plats of dedication for drainage easements or additional right-of- way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. Ref: Road Plan Review - Tulane Drive Extension, Shenandoah University May 23, 2003 Page #2 Plan Sheet 3 of 5 (dated May 23, 2003) • Price Drive is Route 1248 with 150 AADT 1999 Year. • Harvard Drive is Route 1246 with 360 AADT 1999 Year. • Princeton Drive is Route 795 with 410 AADT 1999 Year. • Tulane Drive carries 870 AADT 1993 Year. • The proposed radii at intersections will allow normal right turn departure for WB 50 vehicles. However, entire width of accepting roads 795 and 1246 will be utilized in completing the turning movement. Considering the low incidence of WB 50 vehicles entering and the overall improvement of existing conditions, the radii are acceptable. • Appropriate span x height dimensions should be shown on arch culverts. Care should be used that culvert is not mistakenly shown laid vertical. Please check for appropriate arch sizes on Pages 107.10 and Pages 107.11 of VDOT Road and Bridge Standards. Please show Culvert C-1. Unable to locate? • Direction of flow arrows should be used on all culverts. EC-1 or appropriate should be used at discharge of culverts and CG-6 endings. • Existing culverts at/near Station 35+20, Tulane Drive, should be removed or filled with flowable backfill as called for under Standard PP-1, Page 107.22 of VDOT Road and Bridge Standards. • All gas lines within proposed roadway improvements should indicate proposed protective measures, both during Construction and for future VDOT maintenance operations, e.g. appropriate minimum 36" cover -at VDOT typical section low elevation point, appropriate clearance under VDOT drainage with protective cap (concrete, etc.) between top of gas and bottom of culvert, etc. Plan Sheet 4 of 5 • On Tulane Drive Typical Section, the 2' grass shoulder should be shown to back of curb. - ? • On the Road Widening Typical Section, front slope on 4' ditch should be 3:1 rather than 2:1. • Is Culvert # 1 the outlet culvert shown with Culvert #2? i,il.A`( 2, 9 2003 • • Mr. Ronald A. We've noted the use of the road on the cover sheet. 2. We've corrected a couple of the property ID's. Shenandoah University does own all of the land affected by this road extension. 3. The north arrow has been added to the plan sheets. 4. A table of existing and proposed lot areas is provided. Additionally, please note lot 109 is owned by the University and therefore no screening is necessary. Price I've enclosed plans to extend Tulane Drive from its intersection with Princeton and Harvard Drives into the Shenandoah University Campus. The scope of work includes relocating a portion of Harvard Drive to form a true "T" intersection with Tulane Drive, widening Princeton Drive, and providing curb and gutter along the new sections of Tulane Drive and along the west side of Tulane through the project area. The downstream storm sewer system is currently inadequate to convey the ten year storm flows. In order to mitigate the flows from our increased pavement area a detention pond is provided on the Shenandoah University lot, at the corner of Price and Harvard. This pond reduces flows in order that the capacity of the downstream storm piping is not exceeded. The calculations are included in the Erosion and Sediment Control Narrative that is attached. This plan requires 0.22 Ac of right-of-way be dedicated to the Commonwealth of Virginia. Once we received initial comments from VDOT, we will prepare the necessary plats for your review. This extension of Tulane Drive is in conformance with the Master Plan approved for the east section of the University Campus. The university intends this new entrance to be open only for emergency access and as an alternate entrance to this portion of the campus should the internal roadways become unusable. Therefore, I ant certain that the changes I am requesting in this letter have been brought to your attention previously, and have already been agreed upon. These concerns are as follows: In the April 5, 2001 meeting, we discussed adding a temporary disability parking area next to the stadium. It appears that you have provided this on the site plan as discussed; however, there is a technical problem with one of the parking spaces wlvch is shown as only 10 feet wide and without a loading zone. All handicap spaces are required to be at least eight feet wide with a five-foot loading zone. Therefore, please increase the width of the one narrow space to provide a total width of at least 13 feet. For your own reference, a van accessible handicap space is only required for every eight handicap spaces. Please make a reference on the site plan that the required number of handicap spaces for the stadium is 11. and that all other spaces are provided on the university's campus. Please provide a campus map of Shenandoah University on the site plan that accurately labels where and how many parking spaces are available. During our meeting on April 5, 2001, we discussed the following issues with John Trenary (Frederick County Building Official) and Gene Fisher (Representative of Shenandoah University). Therefore, I am certain that the changes I am requesting in this letter have been brought to your attention previously, and have already been agreed upon. These concerns are as follows: In the April 5, 2001 meeting, we discussed adding a temporary disability parking area next to the stadium. It appears that you have provided this on the site plan as discussed; however, there is a technical problem with one of the parking spaces which is shown as only 10 feet wide and without a loading zone. All handicap spaces are required to be at least eight feet wide with a five-foot loading zone. Therefore, please increase the width of the one narrow space to provide a total width of at least 13 feet. For your own reference, a van accessible handicap space is only required for every eight handicap spaces. 2. Please make a reference on the site plan that the required number of handicap spaces for the stadium is 11, and that all other spaces are provided on the university's campus. Please provide a campus map of Shenandoah University on the site plan that accurately labels where and how many parking spaces are available. Price I've attached plans for the Football Stadium being constructed on the east side of Interstate 81. We have previously submitted plans for the Access Road and had received approvals from all agencies, including Frederick County. That final approval was waiting on the City's approval of their half. We should achieve that approval next week. A land disturbance permit has been issued for the site and work is ongoing. As VDOT has approved the Access Road plan and no other entrances are proposed for comment and there are no FCSA lines affected, we've provided plans to only the Fire Marshal and Inspections departments. Kent St. Winchester, Va. 22601-5000 Subject: Construction Access to Football Stadium Site Dear Evan, We will need to access University property by means of Price Drive for construction access to the stadium site until such time as the causeway across Abrams Creek can be constructed. Perry Engineering will need to bring to the site eight pieces of equipment for the site work. These may be on trailers or driven to the site depending on which method lessens any impacts on the streets. On a daily basis there will be the need for a fuel truck, lubrication trUCk and a maintenance truck for servicing the construction equipment. Also Perry's employees will access the Site Using Pi'ice Di ve On a daily basis. A causeway will be constructed across Abrams Creek as quickly as possible once site work is begun. We estimate the causeway will be completed within 30 clays or sooner after accessing the site. At that time all daily traffic will access the site by using the University's right of way under the I-81 bridge. This should minimize the use of Price Drive. During road construction under the 1-81 bridge, there will be tinges Price Drive will need to be used by Perry Engineering as explained above. A graveled parking area will be provided on the site for Perry's employees and a graveled road fi'oin Price Drive to the parking site to minimize tracking dirt on Price Drive. Perry Engineering has been instructed that the road must be kept clean and swept or cleaned as needed. Perry Engineering will be obtaining a permit from VDOT for construction access to the stadium Site.
