r t SITE PLAN CHECKLIST The checklist below indicates all the information that needs to be submitted as part of the site plan application. All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. Our decision is based on the 24-hour traffic volume on this section of Route 647 (approximately 7500 v.p.d.), adjacent I-81 interchange, available stacking area between the crossing location and Route 277, and the proximity of the McDonald's Restaurant entrance. We feel a night time operation at this location will be safer for your employees and motorists and cause less disruption of services to adjacent businesses. I have attached for your use a sketch of the intersection with the required traffic control layout. This layout is based on your ability to maintain two-way traffic during the operation. Of course the layout could/should be modified if necessary to accommodate field conditions. I would also like to point out you will need to provide adequate lightening to sufficiently illuminate the work area in the temporary traffic control zone. The lightening should be arranged so as not to interfere with or impede traffic approaching the work zone in either direction. Any vehicles entering and/or exiting the work area should also be equipped with at least one operating rotating amber light or high -intensity amber strobe light. Additionally, Group II Channeling Devices (drums) with lights will be required for the shifting of traffic. All flagmen and employees associated with the project should wear retro-reflective vests to enhance their safety. If this work is performed through the week as we discussed, hours should be limited to between 10:00 p.m. and 6:00 a.m. the next morning. Many of the comments previously mentioned in my letter dated March 20,' 1997 have been addressed. There continues to be a few outstanding concerns. Please address the following comments in order to proceed with approval of this site plan. Sheet 3 of 7 1. A location for the relocated Diesel pump. Is the pump on the west of the diesel pump lane? Or is it to be located in the island? 2. Delineation and signage for the diesel pump lane so as to separate the diesel lane from the Drive-Thru traffic. 3. Drive-thru lanes should be designed to provide fof the stacking of five automobiles (90 feet), measured from the initial point of contact, i.e. the menu board. The lanes should also be clearly separated fr6m driving aisles and driveways; striping the pavement would accomplish this separation. 4. Setbacks for all signs. The minimum setback from property lines and road rights -of - way is 10 feet; minimum setbacksfrom parking areas is 3 feet. Confirm that all proposed signs meet the minimum setbacks. 5. A location for the monument sign as detailed on Sheet 7. Sheet 4 of 7 1. Landscape treatment planned for the island adjacent to the diesel pump lane. This island should be landscaped, not concreted. 2. I would encourage the planting of another tree southwest of the proposed diesel pump area. There are details for two different types of enclosures: a brick enclosure and a board -on -board enclosure. Please indicate the type to be used for the enclosure walls and the gate. I assume that the enclosure wall will be constructed of brick and the gate of board -on -board, but the plan does not specify a difference between wall and gate materials. In order to approve the plans, I would like to see the following items addressed. 1.) The underground storage tanks, and the associated fill points and vent lines must be shown on the site plan. 2.) Please address the subject of Tanker access for the filling of tanks. This site is going to be extremely congested, at best, and the presence of a Tanker off-loading product will only add to the problem. I'm concerned about the safety problems that arise when these Tankers are required to back out into the roadway. The traffic volume of both Aylor Rd. and Fairfax Pike is too great for such a practice to be allowed. 3.) Traffic entering the site from Aylor Rd. is required to travel around'the front of the building to gain access to the Drive -Through lanes. Where will this traffic go, when a truck or other large vehicle is fueling at the diesel pumps? This traffic is already going against the grain of traffic exiting the parking lot, and the Drive -Through lane. The potential bottle -neck may cause traffic problems on Aylor Rd. that could cause accidents. 4.) All patrons wishing to enter the restaurant from the parking lot on the north side of the facility, will have to cross the Drive -Through lane, to gain access to the building. When they return to the parking lot, they will be stepping into the Drive -Through lane from a blind corner. There is a significant potential for accidents at this location. This situation should be addressed in some manner, to assure the safety of patrons. 5.) Care should be exercised when doing any excavation in the area of the 80' sign. I am including this comment, as a reminder, as this is an engineered structure, with specific foundation design parameters that require special attention when changes are anticipated.
