These three items include: two copies of the site plan; a completed and signed site plan application; and the review fee. The review fee for this project is $1,250.00 (based on a land disturbance of 2.5 acres). This office received two copies of the above referenced site plan on January 29, 1997. The application was submitted on January 31, 1997. We have not received the review fee. Please see that the review fee is submitted to this office. Upon reviewing the submitted site plan, I offer the following comments. Please provide clarification concerning: 1. The location, height, and specifications of outdoor lighting fixtures. 2. Location of all proposed uses. In particular, the areas adjacent to the proposed parking areas appear to be delineated. Also, will both buildings be used as Sanctuaries? Classrooms? What is the proposed capacity of the structural uses. 3. Calculations or statements justifying the number of parking spaces provided. Ina previous memorandum to you dated December 10, 1996, which was based on our conversations, we agreed that a minimum of 250 parking spaces should be provided. The reviewed plan only contains 208 required spaces. 4. Landscaping to lessen the impacts of the driveway and parking facilities. 5. Parking facility and driveway surface treatment. Provide a detail of the proposed surface treatment. 6. Lawrence, Planner II W SUBJECT: Parking Requirements for the Agape Church Site Plan DATE: December 10, 1996 As a result of our discussion, I have researched the quantity of parking required for the Agape Church site. With the addition of the proposed sanctuary, the total parking required for this site will be a minimum of 250 parking spaces. Based on the ADA requirements, 7 handicapped spaces will be required. Please note that this figure, 250 spaces, is well below the Zoning Ordinance requirement of approximately 340 spaces. The ordinance calculates parking space requirements based on each individual use (school plus sanctuary.) It is my understanding that these uses will not be operating concurrently; the existing structure (school) will be used predominantly Mondays through Fridays, while the sanctuary will be predominantly used on Sundays. The reduced parking requirement has been based on this understanding. The intent of the parking requirement is to minimize the potential shortage in parking space provisions. Essentially, the County does not encourage/permit vehicles to be parked in landscaped areas (grass) or on unimproved surfaces (exposed soil). As we discussed, the Church is planning a new church facility using the "old" church and school for school operations. Parking is a primary concern. Currently 140 spaces serve both the existing church and school. We project that 200 parking spaces would be adequate for the planned "new" church. Please confirm the required parking spaces.
