All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. Shopping centers, office parks and industrial parks. The intent of this section is to ensure that private restrictions are established in certain types of development. In order to promote orderly economic development and to protect property values in commercial and industrial areas, the following requirements shall apply to all shopping centers, office parks and industrial parks: A. A harmonious coordination of uses, architectural styles, signs and 'andscaping shall be provided to ensure the aesthetic quality and value of the development. Deed restrictions, dedications, agreements, contracts, guaranties or other means shall be instituted to ensure that such coordination occurs. B. Architectural styles should avoid massive, monolithic or repetitive building types and facades. No portion of an unpainted concrete block or unpainted sheet metal building shall be visible from roads or surrounding properties. C. Appropriate landscaping shall be provided or required through deed restrictions, dedications, agreements, contracts, guaranties or other means throughout the development. D. Deed restrictions, dedications, agreements, contracts, guaranties or j other means used to ensure the above shall provide specific standards and means for enforcement. The Zoning Administrator shall review such methods before any site plan is approved to ensure that they accomplish the intentions of this section. The Zoning Administrator shall review such methods to ensure that private controls are established to address the requirements of this section. The Zoning Administrator shall not control the particular designs, styles or methods used as long as the requirements of this chapter have been met. We are returning your plans along with our comments marked in red on the plan sheets and as follows: 1) Reconstruct the existing entrance (i.e. base, pavement, etc.) and identify box (drainage) under paved entrance to Delco Plaza. 2) Extend the existing CG-7 and 5' sidewalk from Route 522 to the west side of the proposed site entrance and tie into the proposed CG-6. Provide a DI-313 on the west side of the entrance. 3) Provide a DI-7 with Type B grate to replace the existing ES-1 at the west end of the existing 18" pipe culvert or extend the pipe in a southvvp5t direction to relinNe the safety hazard of the ES-1 at its present location. Regrade the right-of-way to drain to the new DI-7 or new ES-1; the entire drainage plan needs to be reworked. Need to address the adequacy of downstream channel by indicating that the site improvements do not increase downstream drainage flows. Also drainage calculations and drainage maps covering the site plan are needed. 4) Identify the limited access line (N 59005'29" E - 158.53') by use of a low profile berm (earth, shrub, etc.), or standard FE-W1, W2 (woven wire fence). 5) Relocate existing radial curb between the proposed entrance and existing entrance to Delco Plaza, 14' from EBL edge of pavement (Route 50) to the face of new curb. The submittal appears to satisfy most planning concerns. Two additional items should be addressed. They are as follows: I . The proposed landscape hedge should be 3-foot-high at the time of planting. Also, include a list of the type and number of plants, and distance between plantings, to accomplish this hedge. 2. Additional plantings to lessen the impact of the dumpster enclosure on the restaurant's entrance. You will also need to gain site plan review approval from the following agencies: Virginia Department of Transportation, Sanitation Authority, County Engineer, Fire Marshal, and this department. Once you have received approvals from all review agencies, please resubmit the approved review agency comments and the revised site plan to this department for final review. All utilities should be underground. The submitted plan has `proposed overhead electric.' 2. The entire parking facility should be provided with curb and gutter. This includes that portion of the parking lot immediately adjacent to the proposed building. 3. Parking lot setbacks. The parking facility should be located no closer than 5 feet to any property line; 3 feet to any structure (building, sign post). This concern needs to be addressed for the handicapped parking area. 4. The area delineated as a loading space, dumpster pad access, and the dumpster pad/enclosure will need to be modified. The loading space should be a minimum of 45 feet in length. This may be achieved by moving the dumpster pad/enclosure closer to the building. Sheet 3 of 4 1. Detail of the dumpster pad gate. 2. As we discussed last week, there appears to be some discrepancy over whether the proposed entrance onto U.S. Route 50 East is permitted. Staff feels that such an entrance would violate the driveway entrance spacing requirements of the Zoning Ordinance. This conflict has been discussed with yourself, in addition to Ms. Pat Brasher, Delco Development Company of Winchester. The placement of any site's entrance plays a significant role in the site's overall design. Based on the uncertainty of the proposed entrance's location, I will delay any further review of this site plan until the entrance issue has been resolved. Please contact me with any questions. LEAVEN: Simple leaves are opposite or may be whorled or alternate on rapidly growing stems. They are elliptical to oval and 1" - 2 3/4" long and 3/4" - 1 1/2" wide. The medium to dark green, often shiny leaves have entire margins and very short petioles. The leaves generally have a red or bronze color as they initially open. FAL.i. COLOR: Yellow, orange or red with all colors often occurring on the same plant. STEMBTIDSBARK: When young the slender stems are greenish brown, angled and often winged. LANDSCAPE USES: Crape myrtle is used as a specimen or may be planted in groups. The smaller cul- tivars can serve as deciduous screens, hedges and massings. The ornamental bark has year-round interest, especially when crape myrtle is planted with an evergreen background and/or ground cover. The summer bloom is very showy and long lasting. CULITTRF: Crape myrtle grows best in moist, well -drained soil high in organic content, although it is drought tolerant and adaptable to various soils. Suited to sunny, hot locations; such sites also discourage the growth of powdery mildew. Prune for size and shape in very early spring before new growth begins. Keep deadwood and sucker growth removed but do not flat -top as this drastic shearing re- sults in poor shape development.
