Steep Slopes - The calculation of steep slopes disturbance is based upon the area of the parcel which is zoned
M-2 This area contains 11 83 total acres and approximately 2 5 acres in steep slopes Steep slopes are defined
by the Frederick County Code as slopes exceeding 15% The area of steep slopes normally allowed by the code
to be disturbed is 25% This would be approximately 0.625 acres The area of steep slopes to be disturbed in
conjunction with this project is 1 53 acres which equals 61 % disturbance The OWNER requests that the Zoning
Administrator allow the additional disturbance of steep slopes The disturbance of the steep slopes is necessary to
gain access to the site, provide storm water management, and create a less severe grade around the building
Woodlands -The calculation of woodlands disturbance is based upon the area of the parcel zoned M-2 This area
contains 11.83 total acres and approximately 0 5 acres in woodlands Woodlands are generally defined by the
Frederick County Code as including largely mature trees in groves greater than 1/4 acre The area of woodlands
allowed by the code to be disturbed is 25% This would be approximately 0.125 acres The area of woodlands to

approve Rezoning Application # 007-96 for the rezoning of 1.62 acres on Parcel 41-A-I8
from RA to M-2, development of this particular 1.62 acres will be in conformity with the Icrrns
and conditions set forth in this document. 'These teens and conditions may be subsequcnUy
amended or revised by Ute owner of the profnerty with permission from the Frederick Courtly
Board of Supervisors in accordance with Frederick Comely codes. These proffers shall be binding
oil the owner and their legal successors or assigns.
PROFFERS

EROSION AND SILTATION CONTROL NARRATIVE
Project Description
The developer proposes to build a 16,000 square foot office building and associated access/parking on approximately 12
acres in Frederick County. The building site is part of a 165 acre tract This narrative will address the construction area
only Site grading will involve approximately 19,000 cubic yards of excavation and the stripping and stockpiling of
approximately 4,000 cubic yards of top soil. There will be a storm water management pond constructed which will be
designed to control runoff to predevelopment rates. This includes the existing office building. The total land to be disturbed
is approximately 6.0 acres.
Existing Site Conditions
The site drains toward the northwest to an unnamed tributary of Hogue Creek. Slopes range from 1.0 % to approximately
25.0%. Vegetation consists of open fields of mixed grasses
Adiacent Areas
The site is bordered on three sides by land owned by Winchester Rendering, Inc. To the south is the Route 679
right-of-way
Off -site Areas
No disturbance to off site areas is anticipated.
Soils
According to the Soil Survey of Frederick County, soils on the site are Berks channery silt loams. This soil is not
considered prime farmland This soil is generally shallow and formed from weathered shale or sandstone.
Critical Areas
There are no critical areas on the site to be developed.
Erosion and Sediment Control Measures
3.02 A 12'w by 70'1 temporary stone construction entrance will be constructed near the intersection of the access road
and Route 679. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto
the public rights -of -way. This may require periodic top dressing with additional stone or the washing and
reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap
sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains
must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto
roadways will not be permitted under any circumstances.
3.05 Silt fence will be installed in selected locations downstream from the construction area as a first measure of
construction. Silt fence will be placed at the toe of slope of the detention pond and other fill areas prior to fill
operations. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any
required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be
replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits
reach approximately one-half the height of the barrier Any sediment deposits remaining in place after the silt
fence is no longer needed shall be dressed to conform with the existing grade and stabilized.
3.08 Silt fence will be installed as culvert inlet protection atround proposed yard inlets. Silt fences shall be inspected
after each rainfall and at least daily during prolonged rainfall Any required repairs shall be made immediately.
Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be
removed after each storm event. They must be removed when deposits reach approximately one-half the height
of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed
to conform with the existing grade and stabilized.
3 13 A temporary sediment trap will be installed in the northwest corner of the site. The trap will be constructed in
accordance with the typical details and dimensions given on the plans. The trap will be constructed with on site
materials and will be seeded with the temporary seeding mix immediately after installation. The trap shall be
inspected after each rain storm and repairs as necessary
3.18 Outlet protection will be provided at the outlets of all permanent storm sewer pipes. The stone protection will be
installed in accordance with the specifications and details on the plans.
3.20 Rock check dams shall be installed in the drainage Swale to be constructed along the access road beyond the
parking lot. These dams will serve to trap sediment and will be permanent. Sediment shall be removed from
behind the check dams when it has accumulated to one half the original height of the dam. Each dam shall be
checked for sediment accumulation and functionality after each storm event and repairs made as required
3 30 Replacement of topsoil will generally occur throughout the work site where vegetation is to be reestablished
Topsoil will be uniformly spread and rolled to a minimum depth of 6" Topsoil shall not be placed while in a
frozen or wet condition.
3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied to the topsoil stock pile and all
areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a
period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated
construction dates. the seeding will consist of 50 pounds per acre of Annual Ryegrass. All temporary seeding
areas will be mulched in accordance with the schedule included herein.
3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. The
anticipated time for construction completion is June 1997.
3,35 All seeded areas will be mulched in accordance with the schedule included herein.
Storm Water Runoff Considerations
Storm water will be conveyed through the site by an underground pipe system Detention of peak flows from precipitation
events will be provided in accordance with Frederick County regulations. Calculations are included in a report titled
"STORM WATER MANAGEMENT REPORT"

Permanent Stabilization.
The contractor shall stabilize all denuded land within 7 days after the end of construction Permanent stabilization shall be
applied to areas that are to be left dormant for more than one year During construction of the project, soil stockpiles shall
be stabilized or protected with sediment trapping measures. The contractor is responsible for the temporary protection and
permanent stabilization of all soil stockpiles on site as well as soil intentionally transported from the project site The

CONSTRUCTION NOTES
1 The existing utilities shown on these plans are based on available information. The CONTRACTOR shall be
responsible for determining the exact location of all utilities before commencing work and for any damages which
occur by the failure to locate and preserve these utilities. If the CONTRACTOR should encounter utilities other
than those shown on these plans, the CONTRACTOR shall immediately notify the engineer and take the
necessary and proper steps to protect the facility and assure the continuance of service

The CONTRACTOR shall have approved construction drawings prior to the start of construction At least one copy
of approved plans and revisions shall be kept on -site at all times.

Cut and fill slopes shall not exceed 2-horizontal to 1-vertical unless otherwise called for on the plans.

Controlled Fills
A Controlled compaction shall occur in all fill sections for pavement, trenches for utilities and in other areas as
designated on the plans
B Controlled fills shall be compacted to 95% density as determined by methods per standard proctor ASTM D
698. Density shall be verified by a qualified soils engineer.
C Controlled fills shall be compacted in 8 inch lifts (loose thickness) to the specified density, beginning from the
existing ground surface, unless otherwise approved in writing by a qualified soils engineer
D The surfaces directly beneath areas to receive controlled fill are to be cleared, grubbed, and stripped of
topsoil. The area is then to be scarified and compacted to a depth of 6 inches to the same density as the
controlled fill to be placed thereon
E Fill material shall be taken from approved borrow areas. It shall be clean soil, free of roots, woody

LIFT -OUT CHECK VALVE RAIL SYSTEMS
GIN ,RAL - Furnish and install a complete grinder pump system consisting of: _ Z __ (qty)
MyersCn to_--_?zs..__. (model number) submersible grinder pump(s) and RWG-125P lift -
Out fail system(s), valves, controls, access cover(s) and all olhel appurienances to make a
complete system
RAIL A$1S_FM0LY - The lift -out rail system assembly shall permit easy removal and installation
of the pump and lower check valve without the necessity of personnel entering the wetwell.
Structural guide brackets with guide yokes of sufficient bearing strength to prevent binding
shall bolt to the pump The yokes shall mate over guide rails of a minimum of 1 inch fiberglass
pipe running between an upper rail support and the discharge case. A lower discharge nozzle,
downstream from the check valve, shall be guided into a chamfered cavity in the discharge
case. A shoulder on the nozzle shall bottom on the discharge case to insure alignment for a
leak tight seal. Dual "O" rings shall effect a hydraulic seal around the nozzle when it is in its
operating position. A brace, easily removable from the top of the wetwell, shall be provided to
lock the parts together and to prevent line singes from breaking the seal and allowing leakage.
The discharge case shall have a discharge opening for installation of discharge piping
The discharge case shall be securely bolted to the floor of the wetwell so that slight deflection
caused by the discharge pipe will not cause the quick -connect pump flange to leak. The
discharge case shall be made of cast iron.
All guides, brackets and hold-downs shall be of non -sparking, corrosion resistant structural
plastic.
CND C"ALYF - A heavy duty spring loaded all rubber flapper type check valve with cast iron
body shall be an integral part of the discharge seal assembly and lift out with the pump assem-
bly. The valve design shall be such to allow for operation when negative heads, of up to 5
feet, are encountered. The valve shall be designed to operate at all pressures in the sewer
system created by the grinder pumps.
A flat set stainless steel spring, integrally molded into the Buna N rubber flapper, shall be
furnished in order to prevent collection of debris in the check valve. All fasteners shall be
stainless steel.
LIFT1NSt CHAIN - An adequate length of _-_--_--_ galvanized or _ xstainless steel
lifting chain shall be supplied for removing the pump. The chairs shall be minimum 1/4" welded
link type, or of adequate strength, required to effectively support the weight of the pump
assembly during removal or installation.

SPECIFICATIONS
etlMP]tAQQFL - Pump shelf be of the centrifugal type Myers model WG20 or equal with an integrally built in
grinder unit and submersible type motor. The grinder unit shall be capable of macerating all material in normal
domestic and commercial sewage including reasonable amounts of foreign objects such as small wood, sticks,
plastic, thin rubber, sanitary napkins, disposable diapers and the like to a fine slurry that will pass freely through
the pump and 1-1/4" discharge pipe. Discharge shall be 1-1/4" NPT
O�FR�iTINQ COC�DMt45 - Pump shall have a capacity of Z _GPM at a total held of z feet and
shall use a 2 HP motor operating at 3450 RPM,
MOTOR Pun,p motor shall be of the submersible type rated 2 horsepower at 3450 RPM. Motor shall be for
or three phase 208 volts___ 230 volts_ _x_, 460 volts or 575
volts Single phase motors shall be of capacitor start, capacitor run, NEMA L type. Three phase motors
shall be NEMA B type.
Stator winding shall be of the open type with Class B insulation good for 1309 C (266' F) maximum operating
temperature. Winding housing shall be filled with a clean high dielectric oil that lubricates bearings and seals and
transfers heal from windings and rotor to outer shell Air filled motors which do not have the superior heat dissipat
ing capabilities of oil filled motors shall not be considered equal.
Motor shall have two heavy duty ball bearings to support pump shaft and take radial and thrust loads and a sleeve
guide bushing directly above the lower seal to take radial load and act as flame path for seal chamber. Ball
bearings shall be designed for 50.000 hours B- 10 life. Stator shall be heat shrunk Into motor housing.
A heat sensor thermostat shall be attached to top end of motor winding and shall be connected in series with the
magnetic contactor coil in control box to stop motor if motor winding temperature reaches 2211 F Thermostatic,
reset automatically when motor cools. Two heat sensors shall be used on 3 phase motors
The common motor purnp and grinder shaft shall be of #416 stainless steel threaded to take pump impeller and
grinder impeller.
SEALS - Motor shalt be protected by two mechanical seals mounted in tandem with a seal chamber between the
seals. Seal chamber shall be oil filled to lubricate seal face and to transmit heal from shalt to outer shell
Seal face shall be carbon and ceramic and lapped to a flatness of one light band Lower seal faces shall be
carbide (optional).
A double electrode shall be mounted in the seat chamber to detect any water entering the chamber through the
lower seal. Water in the chamber shall cause a red light to turn on at the control box. This signal shall not stop
motor but shall act as a warning only, indicating service is required.
e_llMP IMPELLER - The pump impeller shall be of the recessed Myers type to provide an open unobstructed
passage through the volute for the ground solids. Impeller shall be of 85-5-5-5 bronze and shall be threaded onto
stainless steel shaft
GfLINPEf�fQJ►STRUEIt9-N - Grinder assembly shall consist of grinder impeller and shredding ring and shall be
mounted directly below the volute passage. Grinder impeller to be threaded onto stainless shaft and shall be
locked with screw and washer. The shredding ring shall be pressed into iron holding flange for easy removal
Flange shall be provided with tapped back -off holes so that screws can be used to push the shredding ring from
housing. All grinding of solids shall be from action of the impeller against the shredding ring.
Both grinder impellers and shredding ring shall be of 440C stainless steel hardened to 58-60 Rockwell C

EROSION AND SILTATION CONTROL NARRATIVE
Project Description
The developer proposes to build a 16,000 square foot office building and associated access/parking on approximately 12
acres in Frederick County The building site is part of a 165 acre tract. This narrative will address the construction area
only. Site grading will involve approximately 19,000 cubic yards of excavation and the stripping and stockpiling of
approximately 4,000 cubic yards of top soil. There will be a storm water management pond constructed which will be
designed to control runoff to predevelopment rates. This includes the existing office building. The total land to be disturbed
is approximately 6.0 acres
Existing Site Conditions
The site drains toward the northwest to an unnamed tributary of Hogue Creek Slopes range from 1.0 % to approximately
25 0% Vegetation consists of open fields of mixed grasses.
Adiacent Areas
The site is bordered on three sides by land owned by Winchester Rendering, Inc. To the south is the Route 679
right-of-way
Off -site Areas
No disturbance to off site areas is anticipated.
Soils
According to the Soil Survey of Frederick County, soils on the site are Berks channery silt loarns This soil is not
considered prime farmland This soil is generally shallow and formed from weathered shale or sandstone
Critical Areas
There are no critical areas on the site to be developed
Erosion and Sediment Control Measures
3.02 A 12'w by 70'1 temporary stone construction entrance will be constructed near the intersection of the access road
and Route 679. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto
the public rights -of -way. This may require periodic top dressing with additional stone or the washing and
reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap
sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains
must be removed immediately The use of water trucks to remove materials dropped, washed, or tracked onto
roadways will not be permitted under any circumstances
3.05 Silt fence will be installed in selected locations downstream from the construction area as a first measure of
construction. Silt fence will be placed at the toe of slope of the detention pond and other fill areas prior to fill
operations. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any
required repairs shall be made immediately Damaged, decomposed or otherwise ineffective silt fence shall be
replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits
reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt
fence is no longer needed shall be dressed to conform with the existing grade and stabilized.
3.08 Silt fence will be installed as culvert inlet protection atround proposed yard inlets. Silt fences shall be inspected
after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately.
Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be
removed after each storm event They must be removed when deposits reach approximately one-half the height
of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed
to conform with the existing grade and stabilized.
3.13 A temporary sediment trap will be installed in the northwest corner of the site. The trap will be constructed in
accordance with the typical details and dimensions given on the plans. The trap will be constructed with on site
materials and will be seeded with the temporary seeding mix immediately after installation. The trap shall be
inspected after each rain storm and repairs as necessary

Myers 15'__ (model number) submersible grinder pump(s) and RING 125P lift
out rail system(s), valves, controls, access cover(s) and all other appurtenances to make a
complete system.
RAIL AS5EMQLY.- The lift -out rail system assembly shall permit easy removal and installation
of the pump and lower check valve without the necessity of personnel entering the wetwell.

shalf bolt to the purnp. The yokes shall mate over guide rails of a minimum of 1 inch fiberglass
pipe running between an upper rail support and the discharge case. A lower discharge nozzle,
downstream from the check valve, shall be guided into a chamfered cavity in the discharge
case. A shoulder on the nozzle shall bottom on the discharge case to insure alignment for a
leak tight seat. Dual "0" rings shall effect a hydraulic seal around the nozzle when it is in its
operating position. A brace, easily removable from the top of the wetwell, shall be provided to
lock the parts together and to prevent line surges from breaking the seal and allowing leakage.
The discharge rase shall have a discharge opening for installation of discharge piping.
The discharge case shall be securely bolted to the floor of the wetwell so that slight deflection
caused by the discharge pipe will not cause the quick -connect pump flange to leak. the
discharge case shall be made of cast iron.
All guides, brackets and told -downs shall be of non -sparking, corrosion resistant structural
plastic.
. VAI;,VE - A heavy duty spring loaded all rubber flapper type check valve with cast iron
body shall be an integral part of the discharge seal assembly and lift out with the pump assem-
bly. The valve design shall be such to allow for operation when negative heads, of up to 5
feet, are encountered. The valve shall be designed to operate at all pressures in the sewer
system created by the grinder pumps.
A flat set stainless steel spring, integrally molded into the Buna N rubber flapper, shall be
furnished in order to prevent collection of debris in the check valve. All fasteners shall be
stainless steel.
L1ETlN_Q.., NA_IN - An adequate length of _ _ galvanized or _ X _._ stainless steel
lifting chain shalt be supplied for removing the pump. The chain shall be minimum 1/4" welded
link type, or of adequate strength, required to effectively support the weight of the pump
assembly during removal or installation.

WG20 GRINDER PUMP
SPECIFICATIONS
PStMP1114f2EL - Pump shall be of the centrifugal type Myers model WG20 or equal with an integrally built in
grinder unit and submersible type motor. The grinder unit shall be capable of macerating all material in normal
domestic and commercial sewage including reasonable amounts of foreign objects such as small wood, sticks,
plastic, thin rubber, sanitary napkins, disposable diapers and the like to a fine slurry that will pass freely through
the pump and 1-1/4" discharge pipe. Discharge shall be 1.114" NPT.
QPERAT 110 CQNI_ LTJQK6 - Pump shall have a capacity of Z _ GPM at a total hesd of _ z _- feet and
shell use a 2 HP motor operating at 3450 RPM.
MOTQf3 Punlp motor shalt be of the submersible type rated 2 horsepower at 3450 RPM. Motor shall be for

volts_ _ _ Single phase motors shall be of capacitor start, capacitor run, NEMA L type. Three phase motors
shall be NEMA B type.
Stator winding shall be of the open type with Class B insulation good for 1309 C (2664 F) maximum operating
temperature. Winding housing shall be tilled with a clean high dielectric oil that lubricates bearings and seats and
transfers heat from windings and rotor 10 outer shell. Air -filled rnotors which do not have the superior heat dissipat-
ing capabilities of oil -filled motors shall not be considered equal.
Motor shall have Iwo heavy duty ball bearings to support pump shalt and take radial and thrust loads and a sleeve
guide bushing directly above the lower seal to take radial load and act as flame path for seal chamber. Ball
bearings shall be designed for 50,000 hours B-10 life. Stator shall be heat shrunk into motor housing.
A twat sensor thermostat shall be attached to top end of motor winding and shall be connected in series with the
magnetic contactor coil in control box to stop motor if motor winding temperature reaches 2210 F. Thermostat to
reset automatically when motor cools. Two heat sensors shall be used on 3 phase motors.
The common motor pump and grinder shall shall be of 8416 stainless steel threaded to take pump impeller and
grinder impeller.
Sfj" - Motor shall be protected by two mechanical seals mounted in tandem with a seal chamber between the
seals. Seal chamber shall be oil filled to lubricate seat face and to transmit heat from shaft to outer shell.
Seal face shall be carbon and ceramic and lapped to it flatness of one light Hand. tower seal faces shall be
__ carbide (optional).
A double electrode shall be mounted in the seal chamber to detect any water entering the chamber through the
lower seal. Water in the chamber shall cause a red light to turn on at the control box. This signal shall not stop
motor but shall act as a warning only, indicating service is required.
PUMP IMPELLER The pump impeller shall be of the recessed Myers type to provide an open unobstructed
passage through the volute for the ground solids. Impeller shall be of 85-5-5-5 bronze and shall be threaded onto
stainless steel shaft.
S 4i1N12E8C91N'T.T�SIQ., VN - Grinder assembly shall consist of grinder impeller atld shredding ring and shall be
mounted directly below the volute passage. Grinder impeller to be threaded onto stainless shaft and shall be
ticked with screw and washer. The shredding ring shall be pressed into iron holding flange for easy removal.
Flange shall be provided with tapped back -off holes so that screws can be used to push the shredding ring from
housing. All grinding of solids shall be from action of the Impeller against the shredding ring.
Both grinder impellers and shredding ring shall be of 440C stainless steel hardened to 5r3-60 Rockwell C
