Mycommission expires on _ AerIO, 1998 Notary Public EROSION AND SILTATION CONTROL NARRATIVE Project Description The developer proposes to build a 16,000 square foot office building and associated access/parking on approximately 12 acres in Frederick County. The building site is part of a 165 acre tract This narrative will address the construction area only Site grading will involve approximately 19,000 cubic yards of excavation and the stripping and stockpiling of approximately 4,000 cubic yards of top soil. There will be a storm water management pond constructed which will be designed to control runoff to predevelopment rates. This includes the existing office building. The total land to be disturbed is approximately 6.0 acres. Existing Site Conditions The site drains toward the northwest to an unnamed tributary of Hogue Creek. Slopes range from 1.0 % to approximately 25.0%. Vegetation consists of open fields of mixed grasses Adiacent Areas The site is bordered on three sides by land owned by Winchester Rendering, Inc. To the south is the Route 679 right-of-way Off -site Areas No disturbance to off site areas is anticipated. Soils According to the Soil Survey of Frederick County, soils on the site are Berks channery silt loams. This soil is not considered prime farmland This soil is generally shallow and formed from weathered shale or sandstone. Critical Areas There are no critical areas on the site to be developed. Erosion and Sediment Control Measures 3.02 A 12'w by 70'1 temporary stone construction entrance will be constructed near the intersection of the access road and Route 679. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in selected locations downstream from the construction area as a first measure of construction. Silt fence will be placed at the toe of slope of the detention pond and other fill areas prior to fill operations. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.08 Silt fence will be installed as culvert inlet protection atround proposed yard inlets. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3 13 A temporary sediment trap will be installed in the northwest corner of the site. The trap will be constructed in accordance with the typical details and dimensions given on the plans. The trap will be constructed with on site materials and will be seeded with the temporary seeding mix immediately after installation. The trap shall be inspected after each rain storm and repairs as necessary 3.18 Outlet protection will be provided at the outlets of all permanent storm sewer pipes. The stone protection will be installed in accordance with the specifications and details on the plans. 3.20 Rock check dams shall be installed in the drainage Swale to be constructed along the access road beyond the parking lot. These dams will serve to trap sediment and will be permanent. Sediment shall be removed from behind the check dams when it has accumulated to one half the original height of the dam. Each dam shall be checked for sediment accumulation and functionality after each storm event and repairs made as required 3 30 Replacement of topsoil will generally occur throughout the work site where vegetation is to be reestablished Topsoil will be uniformly spread and rolled to a minimum depth of 6" Topsoil shall not be placed while in a frozen or wet condition. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied to the topsoil stock pile and all areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dates. the seeding will consist of 50 pounds per acre of Annual Ryegrass. All temporary seeding areas will be mulched in accordance with the schedule included herein. 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. The anticipated time for construction completion is June 1997. 3,35 All seeded areas will be mulched in accordance with the schedule included herein. Storm Water Runoff Considerations Storm water will be conveyed through the site by an underground pipe system Detention of peak flows from precipitation events will be provided in accordance with Frederick County regulations. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. If the CONTRACTOR should encounter utilities other than those shown on these plans, the CONTRACTOR shall immediately notify the engineer and take the necessary and proper steps to protect the facility and assure the continuance of service 2 The CONTRACTOR shall have approved construction drawings prior to the start of construction At least one copy of approved plans and revisions shall be kept on -site at all times. 3. This narrative will address the construction area only. Site grading will involve approximately 19,000 cubic yards of excavation and the stripping and stockpiling of approximately 4,000 cubic yards of top soil. There will be a storm water management pond constructed which will be designed to control runoff to predevelopment rates. This includes the existing office building. The total land to be disturbed is approximately 6.0 acres Existing Site Conditions The site drains toward the northwest to an unnamed tributary of Hogue Creek Slopes range from 1.0 % to approximately 25 0% Vegetation consists of open fields of mixed grasses. Adiacent Areas The site is bordered on three sides by land owned by Winchester Rendering, Inc. To the south is the Route 679 right-of-way Off -site Areas No disturbance to off site areas is anticipated. Soils According to the Soil Survey of Frederick County, soils on the site are Berks channery silt loarns This soil is not considered prime farmland This soil is generally shallow and formed from weathered shale or sandstone Critical Areas There are no critical areas on the site to be developed Erosion and Sediment Control Measures 3.02 A 12'w by 70'1 temporary stone construction entrance will be constructed near the intersection of the access road and Route 679. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances 3.05 Silt fence will be installed in selected locations downstream from the construction area as a first measure of construction. Silt fence will be placed at the toe of slope of the detention pond and other fill areas prior to fill operations. Three phase motors shall be NEMA B type. Stator winding shall be of the open type with Class B insulation good for 1309 C (2664 F) maximum operating temperature. Winding housing shall be tilled with a clean high dielectric oil that lubricates bearings and seats and transfers heat from windings and rotor 10 outer shell. Air -filled rnotors which do not have the superior heat dissipat- ing capabilities of oil -filled motors shall not be considered equal. Motor shall have Iwo heavy duty ball bearings to support pump shalt and take radial and thrust loads and a sleeve guide bushing directly above the lower seal to take radial load and act as flame path for seal chamber. Ball bearings shall be designed for 50,000 hours B-10 life. Stator shall be heat shrunk into motor housing. A twat sensor thermostat shall be attached to top end of motor winding and shall be connected in series with the magnetic contactor coil in control box to stop motor if motor winding temperature reaches 2210 F. Thermostat to reset automatically when motor cools. Two heat sensors shall be used on 3 phase motors. The common motor pump and grinder shall shall be of 8416 stainless steel threaded to take pump impeller and grinder impeller. Sfj" - Motor shall be protected by two mechanical seals mounted in tandem with a seal chamber between the seals. Seal chamber shall be oil filled to lubricate seat face and to transmit heat from shaft to outer shell. Seal face shall be carbon and ceramic and lapped to it flatness of one light Hand. tower seal faces shall be __ carbide (optional). A double electrode shall be mounted in the seal chamber to detect any water entering the chamber through the lower seal. Water in the chamber shall cause a red light to turn on at the control box. This signal shall not stop motor but shall act as a warning only, indicating service is required. PUMP IMPELLER The pump impeller shall be of the recessed Myers type to provide an open unobstructed passage through the volute for the ground solids. Impeller shall be of 85-5-5-5 bronze and shall be threaded onto stainless steel shaft. Grinder impeller to be threaded onto stainless shaft and shall be ticked with screw and washer. The shredding ring shall be pressed into iron holding flange for easy removal. Flange shall be provided with tapped back -off holes so that screws can be used to push the shredding ring from housing. All grinding of solids shall be from action of the Impeller against the shredding ring.
