SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

We have noticed renovations are complete and the referenced facility is now open.
The site plan we approved for this facility detailed specific right-of-way
improvements which need to be completed. Although some paving on the right-of-
way has occurred, the owner or his contract agent needs to apply to this office for
issuance of a land use permit to complete the necessary improvements. This was
communicated to you earlier in our original plan approval letter of April 25, 1997, a
copy of which I am enclosing for your reference.
Please inform your client of this matter at soon as possible. If you have any
questions, please let me know.

The Frederick County Planning Department administratively approved the revised Site Plan #010-97
for the above referenced site plan on May 28, 1997. This site plan, for a change of use to a bank with
a drive-thru window within a 2,200 square foot building, meets all County requirements for development
in the B2 (Business General) zoning district.
I have provided the designer with three copies of the approved site plan. They will provide you with two
copies of the approved site plan. Please keep an approved copy for your files and maintain an approved
copy on the construction site. Once the site development has been completed, you should contact this
office to schedule an on -site inspection.

Upon review of the subject site plan we offer the following comments:
Because the actual disturbed area for this project is 4,000 square feet, a land
disturbance permit will not be required for this project. However, during
construction, the contractor will be responsible for controlling any erosion and
sediment run-off as well as tracking of mud onto the streets. Please note this
on the site plan.
2. If soil is stockpiled on site, silt fence will be required around the pile to
control erosion and sediment run-off.
3. The section labeled B-B should be labeled A -A.
4. Provide calculations verifying the adequacy of the stormwater conveyance
system located on -site with the additional parking area included in the
calculations.
Once you have addressed these comments, re -submit two (2) copies of the revised plan for
review. If you have any questions, do not hesitate to contact me.

RE: Second Review of Marathon Bank Site Development Plan
Dear Steve:
I have had the opportunity to review the above referenced site plan resubmitted to our department on
April 16, 1997. Thank you for addressing the majority of our concerns during the revision of this site
plan. Several additional design issues have arisen as a consequence of your revision of the site plan.
1) Please revise the raised island at the northern limit of the parallel parking spaces. Currently, there
is no protection for the first parking space directly to the north of the parallel spaces. The raised
island should be angled, as previously discussed, to provide protection for this parking space.
2) Please revise the perimeter of the parking area adjacent to the drive-in area. As previously
discussed, curb and gutter or rolled asphalt must be provided along the perimeter of the paved
drive-in area. The lining up of curb stops along the edge, of the pavement is unacceptable. In
light of the future plans for the southern portion of the property, we would not be averse to you
designing the perimeter of the paved drive-in area with CG-6 and bonding this portion of the
improvement for a period of one year. This would give you sufficient time to design and
develop the southern portion of the property and allow you to defer the expense of constructing,
and subsequently demolishing, the required curb and gutter. This also ensures that the parking
area will be constructed in accordance with the requirements of the zoning ordinance.
3) Please ensure that the existing tree located adjacent to the proposed entrance will be maintained.
It would be acceptable to reduce the number of trees provided by one in order to allow for the
preservation of this existing tree.
4) Please provide a sidewalk along the Route 522 frontage of the property in alignment with the
CG-12 handicap ramps.

Attached for your review and approval is the revised site development plan for
The Marathon Bank located on U.S. Route 522 in Sunnyside. Also attached are
review comments from VDOT, FCSA, Building Inspections and the Fire
Marshal's office for your reference.
The owners of The Marathon Bank wish to proceed with outside site work and
request your approval to do so. It is evident from the agency comments
provided to date that there are no major site issues associated with the
conversion from a retail store to a bank. The building is constructed and the
proposed canopy is within the required minimum setback area. Outside site
work is primarily for improvements to the parking lot and the addition of
landscaping. Please contact Mr. Donald Unger, President of The Marathon Bank
at 869-6600 confirming your procedure to permit outside site work.
The rehabilitation planned by The Marathon Bank is an improvement to the site
as well as an economic boost to the neighborhood. Your consideration of the
bank's planned opening date is appreciated.
Your review comments of April 4, 1997 are addressed as follows:

RE: Review of Marathon Bank Site Development Plan
Dear Steve:
I have had the opportunity to review the above referenced site plan received by our department on
March 25, 1997. The following are comments that need to be addressed during the revision of this site
plan:
1) Please ensure that the Professional Engineer's Seal is signed and dated on the final site plan
copies.
2) There is a notation on the site plan to the effect that the property is to be developed in two
phases. If this is so, the Phase II section of the development must be shown on this site plan.
Otherwise, the plan shown will be considered as the development in its entirety and should be
designed accordingly.
3) Please verify that the adjoining property owner information is current. It appears that the
V surrounding properties are in several individual trusts administered by H. K. Benham, III. Also,
please show the line separating 53D-3-2 and 53D-3-3, and identify which parcel the right-of-way,
onto which you have access, belongs to.
4) Please shade the area directly in front of the building that will be the sidewalk. Also, the raised
island at this location should be landscaped.
----� 5) Please show the detail of the existing sign on the sign that will be remodeled.
6) Please show the location, height, and specifications of any outdoor lighting fixtures. If none are
planned, please make a statement to that effect on the site plan.
7) Please show the height of the existing building.
8) Please verify that consent has been given to construct the new entrance onto the Sunnyside Plaza
road right-of-way.

9) Please provide the posted speed limit for the adjoining road right-of-ways.
10) Please show the location of the existing water and sewer line connections to the building. ,
11) Please describe the apparent easement running through the southern portion of the property.
12) The location and nature of all facilities necessary to meet Fire Code requirements shall be
approved by the Fire Marshal.
13) Please revise the location of the parallel parking spaces as marked on the attached plan.
Currently, the end spaces would be very difficult to enter and exit. Relocating them as marked
will also provide additional landscaped space between the parking and the road right-of-way.
14) Please revise the perimeter of the parking area as marked on the site plan. As Phase 11 of the
development is not shown, curb and gutter must be provided along the perimeter of the paved
drive-in area.
15) In the project summary, please revise the number of parking perimeter trees required. The actual
a� perimeter of the parking lot would require a greater number of perimeter shade trees than you
1 U, have provided. Also, it would be preferable for the shade trees to be a minimum of a 2" caliper.
16) The stormwater management plan and the soil erosion and sedimentation control plan shall be
approved by the Department of Public Works.
Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my
review. Once I have verified the information contained on the revised site plan, I will need all approved
review agency comment sheets and five copies of the final site plan for approval. Comment sheets are
required from the following agencies: the Virginia Department of Transportation, the Frederick County
Sanitation -Authority, the Inspections Department;`the Frederick County Engineer, and the Frederick
County_ Fire Marshal.
