The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will renew the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1} One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan_ It is recommended that applicants
contact the Department of Planning & Development to detemine which review

The above -referenced site plan was approved on August 15, 2007. The site plan is approved for the
construction of a 1,960 square foot modular home sales office with a display area located on Zachary
Anne Lane in the Stonewall Magisterial District. Required site improvements include the following:
• Construction of a parking lot with nine spaces (including one handicap accessible), including curb
and gutter, striping, handicap access and landscaping.
• Five modular home display areas.
• An outdoor storage area screened by a six foot board -on -board fence.
• A screened dumpster area.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

This is to acknowledge receipt of the revised site plans with
latest revisions dated July 11, 2007 for the referenced project. Thank you for including
the completed Entrance Plan Check List with your transmittal which facilitates our review
and the completeness of the transmittal. The plans appear satisfactory and are approved,
subject to the correction/addition of a few minor items as follows:
1. On sheet 1, the 'Trip Generation' estimate indicates the 7th Edition
ITE, but the supporting printout was based on the 6th Edition. In this case, the 6th and
7th Editions provide the same result. In the future, please use the 7th Edition ITE Trip
Generation rates.
2. On sheet 2 at the entrance on Zachary Ann Lane, add a note as follows:
CG-12 curb ramps to be installed if required by the VDOT inspector.
3. On sheet 2 and sheet 5, the sight distance line on the plan and profile
drawing needs to be shown in both directions along Zachary Ann Lane.
4. On sheet 4 at the entrance on Zachary Ann Lane, can the pin oak tree
located next to the exit lane be moved to a location that will not interfere with
visibility of the STOP sign?
5. On sheet 5 in the 'Storm Sewer Profiles' for C-2 and C-3, indicate use
of VDOT standard detail ES-1, which is used for RCP pipe.
6. On sheet 6, indicate the STOP sign mounting height (minimum 7 feet).
7. On sheet 6, add or update the following VDOT standard details as
indicated in the Notes column. The VDOT website has been revised to facilitate access to
the latest 'Road and Bridge Standards' detail sheets. See the attached email message dated
7/6/07 for a description of the changes.

I offer the following comets:
•
* A preconstruction conference be held by the engineer and/or developer with the
attendance of the contractor, various County agencies and VDOT prior to initiation of
work.
* Materials used and method of construction shall apply to current observed VDOT Road
& Bridge Specifications applicable during construction of this development.
* Our review and comments are general in nature. Should conditions in the field exist
such that additional measures are warranted, such measures shall be completed to the
satisfaction of the Department prior to inclusion into the Secondary Road System.
* All drainage is to be carried within the right-of-way in ditch lines or gutters
along the street to a pipe or drainage easement.
* The contractor shall notify VDOT when work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for inspections.
x Land use permits may not be necessary since no work would be performed on the
State's right-of-way, i.e. Zachary Ann Lane has not yet been accepted into the State
Secondary System. Should a permit be required at the time of construction, the permit is
issued by this office and will require a minimum processing fee, surety bond coverage, and
the salary & expenses of a State assigned Inspector.
* Any entrances constructed from the referenced street(s) shall meet VDOT minimum
standards. This is the developer's responsibility.
x Any signs to be installed will be in accordance with the Manual on Uniform Traffic
Control Devices (MUTCD) and the approved plans.
* I suggest any utilities and/or storm sewer placed within the proposed right-of-way
be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the
possibility of any pavement settlement.
* A copy of any/all recorded plats of dedication for drainage easements or additional
right-of-way required for implementation of this proposed project should be provided to
VDOT prior to issuance of any land use permit. Dedication should be made to the
Commonwealth of Virginia.
x A copy of any/all RECORDED PLATS of dedication to public use (the County of
Frederick) for drainage easements or additional right-of-way required for implementation
of this proposed project should be provided for VDOT review prior to issuance of any land
use permit.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Manufactured Unit Parking. The manufactured units cannot be stored in the grass. These units need to
be placed within a designated paved parking area.
2) Proffers. This site plan does not adhere to proffer 95; outdoor display falls under outdoor storage.
Therefore, the manufactured unit storage area cannot be located as shown on the plan.
After you have revised the site plan, please resubmit two copies so that I may verify the information contained on
the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for
approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation,
the Frederick County Inspections Department, the Frederick County Engineer, the Frederick County Fire
Marshal, and the Frederick County Sanitation Authority.

Dear Candice,
PHR ` \ The following is in response to your comment letter of July 5, 2007 for the above
referenced project.
1) Interstate 81. While a dedication for 1-81 is not depicted on the master
development plan, the plan needs to show if there is a need for ROW here
and the 50 foot setback needs to be shown off the area to be dedicated
There is no need for additional ROW dedication to VDOT. The 50'
setback is shown from the property line.
2) Storage. Indicate the .surface material that the mobile home storage area
will consist of (gravel, asphalt, etc.). This area also needs to be shown on
the landscaping sheet and accounted for in your impervious surface
calculations. The mobile home .storage area also needs to be screened.
The area in question will be for display of model homes, not for storage
purposes. This area will be grassed and not be screened. All storage
shall be inside the designated fenced -in storage area. Note, the storage
area has been shown as a gravel lot, this area is still counted in the
impervious surface calculations. These calculations do not include
impervious area from the display homes as the size has not been
determined as of yet.
3) Proffers, It does not appear that this site plan adheres to proffer #5.
Model homes on display will be located in the area between the storage
and the boundary to 1-81. This should satisfy the conditions of proffer
#5.

Upon review of the site plan received April 26, 2007, from Patton Harris Rust &
Associates we offer the following comments:
Demonstrate that concentrated stormwater runoff leaving the site discharges directly into
an adequate natural or manmade channel.
2. Demonstrate that two (2)-year runoff from the site does not overtop banks of natural
channels and does not cause erosion.
3. Provide an analysis of the existing and ultimate characteristics of the watershed.
4. All calculations and assumptions shall pertain to the entire development, its ultimate
build -out and any future development expected.
5. Geology - Provide a brief description of the geology on the site related to construction;
i.e., methods of removal, use as engineered fills, Karst potential, etc., or reference the
geotechnical report in the narrative.
6. Calculations - detailed calculations for the design of temporary sediment basins,
permanent stormwater detention basins, diversions, channels, etc. Include calculations for
pre- and post -development runoff. Provide a summary of sediment trap calculations on
the set of plans which includes area, elevations, spillway width, etc.
7. Attachment C is not included in the Storm Water Management Plan as referenced in the
narrative on Page 6.

Re: Review Comments for Site Plan #41-07; Professional Mobile Home Brokers

Dear Jonathan:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) AdioininQ Properties. Label all adjoining properties and uses as indicated on sheet 2.
2) BRL's. A 50 foot BRL needs to be provided off of I-81.
3) Interstate 81. Indicate if a dedication for 1-81 is needed.
4) Proposed Use. The site plan states the use will be office and storage; clarify that this is an office and
storage facility for the mobile home dealer.
5) Stora e. Indicate what will be stored in the outdoor storage area. If mobile office trailers, etc., are
planned to be stored in this enclosure, evergreen landscaping to screen the area might be more appropriate.
The grading plan shows a large portion of the site being disturbed; please note that all trailers must be
stored within an enclosed area. If there is no storage proposed in the area indicated on sheet 2, then a curb
or landscaping should be provided in the indicated area to discourage overflow storage.
6) Proffers. Include the proffers for the property in the site plan; a copy has been provided.
After you have revised the site plan, please resubmit two copies so that I may verify the information contained on
the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for
approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation,
the Frederick County Inspections Department, the Frederick County Engineer, the Frederick County Fire
Marshal, and the Frederick County Sanitation Authority.

NNYe've prepared plans for the construction of the new professional mobile home brokers site located on Zachary
Ann Lane in Frederick County. Construction will consist of a 1,960 square foot office and a 1,500 square foot
storage building with parking areas meeting all parking requirements. The total disturbed are for this site is 2.0
acres.
The site will drain through proposed culverts to an existing stormwater ditch along interstate 81. This ditch is an
adequate channel for stormwater runoff from this site.
I have attached copies of the plans and other materials needed for your review and approval.
