The site plan is approved for the construction of a parking lot expansion at the existing Dodson Brothers Facility located at 3192 Shawnee Drive in the Shawnee Magisterial District. Required site improvements include the following: Construction of a new parking area to provide for a total of 26 parking spaces (including two handicap accessible). including curb and gutter, striping, handicap access and landscaping. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Curb and Gutter. The current parking lot was not constructed in accordance with Site Plan #27-93 and the parking spaces in question were not designated as parking spaces on that plan. Response: The notations have been revised to note the current and post site use. V Comment 2: Setbacks: The cover sheet of the plan indicates incorrect setbacks fur the B2 Zoning District. Provide required, proposed and existing parking lot setback information. Response: The cover sheet and site plan sheet has been revised to show the correct B2 Zoning setbacks. Comment 3: Site Area Tabulation: The total site area is currently shown as 30.6 acres, but the total acreage of the property is indicated as 2.06 acres. Response: The site area tabulation has been corrected to show the accurate acreage. ✓ Comment d: Parking Calculations: Provide a breakdown of the required proposed, and existing parking on the cover sheet. It is our understanding from the o%%ners that the company %kas established in 1995-1996 timeframe. Comment 6: Curb and Gutter: Curb caul gutter should be ac/cled to the e.visting parking lot. Vehicles urea currentl• parked in areas not designated for parking. These vehicles should be moved to striped areas, the pavement removed, and curb and gutter installed to prevent future parking in this area as indicated on the plan. Response: The existing parking area %%as approved previously and is not being revised as a part of this plan. Because of this the client is not willing to add curb and gutter or remove the pavement as requested. They are willing, however, to add striping in this area to show the two parking stalls that are being utilized. Also, they are willing to add wheel stops on both the employee parking area and the customer parking area where curb and gutter is not located. No other chances to the existing parking lot will be made. Conurrent 7: Painted Median: The painted median should l,r rcphl( cd a ith o rai%cd. lonclsrolu•d median. Response: Due to the parking layout there is not adequate space to convert this to a landscaped median. By the time the 2.5 foot curb and gutter are added to this area there will be no room for earth much less landscaping. Therefore the painted median has not been revised. Response: The landscape calculations have been provided on Sheet 4 of the plans. The calculations have been based on the total parking area. which includes existing and proposed. We have provided for the necessary perimeter and interior parking trees as well as for the 36" hedge around the parking lots where headlights will impact offsite uses. Comment 9: Parking Lot Landscaping: Provide landscaping for proposed and e.visting parking areas as indicated above. Shoo and label any e.visting landscaping on the plan. With respect to VDOT, this is an existing entrance with no increase Ill traffic frolll an expanded facility or additional employees so the traffic count will not change. Provide a breakdown of the required, proposed, and existing parking on the cover sheet. 5. Approved Plans. Provide the approved site plan numbers for any previously approved plans on the property. 6. Curb and Gutter. Curb and gutter should be added to the existing parking lot. Vehicles are currently parked in areas not designated for parking. Painted Median. The painted median should be replaced with a raised, landscaped median. 8. Landscaping Calculations. Provide a breakdown of the landscaping calculation for the impervious area of the existing and proposed parking lots at one tree per 2,000 square feet of impervious area. Interior landscaping should be provided for existing parking at one tree per ten spaces. Boxwoods used for parking lot must be 36 inches tall. 9. Parking Lot Landscaping. Provide landscaping for proposed and existing parking areas as indicated above. Show and label any existing landscaping on the plan. 10. Hedgei•ow. Provide a hedgerow, at least three feet in height, for existing parking. 11. Lot Access. Label all existing fences and spaces to be removed on the plan to clearly show the access to the proposed lot expansion. If the proposed lot will be gatcd, indicate the gate on the plan. 12. Dumpster Site. Provide a dumpster pad, fully enclosed by a six foot tall board -on -board fence, with a detail, on the plan. After- you have revised the site plan, please resubmit two copies so that I may verify the information contained on the plan.
