The checklist shovrn below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine urhich review
agencies' are relevant to their site plan application. A list of potentially relevant

Dear Mr. Kelly:
The above -referenced site plan was approved on October 1, 2007. The site plan is approved for
the construction of the proffered Community Center for the Cedar Meadows Community. The
required site improvements consist of the following:
• A 2,060 square foot community center.
• 24 parking spaces, including four handicapped spaces.
• A six foot wide pedestrian trail around the lake.
• 169 trees and 269 shrubs surrounding the six foot wide trail which accounts for the
remaining trees required for the Cedar Meadows Subdivision.
Enclosed are five full sets of plans for your records and distribution. A monetary guarantee for
this Community Center will be required prior to the approval of any plats for the Cedar Meadows
Subdivision. Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process.
Once site development is complete, the owner(s) should contact this office to schedule an on -site
inspection. Do not hesitate to contact me if you have any questions or concerns.

Dear Mr. Kelly:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staffs comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Project Information: Several PINS are provided (as referenced above): please clarify
the PIN which (if any) refers specifically to this community center and label the
proposed use as community center and open space.
2. Sidewalks: Shade the six foot sidewalk and trail and provide a connection with the
sidewalks along Bleeding Heart and Trumpet Vine as shown on the plan. A
crosswalk may also be appropriate at the entrance to the community center's
driveway.
3. Stop Sign: Provide a stop sign at the exit onto Periwinkle Place.
4. Parking Lot & Trail Details: Provide a paving detail for the parking lot and
driveway to the community center as well as a detail for the trail/boardwalk.
5. Buffers: On sheet 6, the arrows which refer to the buffer detail included on this plan
verses the buffer detail provided on the subdivision design plan appear to overlap.
Adjust the arrows as shown.
6. Private Access Easement: A note on sheet 7 refers to a 25 foot private access and
landscape easement which appears to be referring to the 15 foot inactive/10 foot
active buffer. Please clarify the private access user/purpose.
7. Landscaping: On sheet 10, remove the black lined plants from the plantings table
and provide a detail regarding the lot plantings as currently shown on the subdivision
design plan. In addition, add a note regarding the plants shown on the SDP as
indicated in the ornamental landscaping box. The box referring to the buffers can,
but is not required to, be removed from this sheet as this information is included on
sheet 12.

8. Parking lot landscaping: Provide a calculation of the parking lot landscaping
required and provided. The gaps in the trees need to be filled to shield adjoining
properties from headlights or a hedgerow should be provided. There are also several
other gaps or areas surrounding the parking lot that should be filled.
9. Planting Requirements: Provide a note regarding the size of plants at the time of
planting on the landscaping sheets. Trees require a minimum two inch caliper and
four foot height at the time of planting; shrubs require a minimum three gallon
container at time of planting.
10. Buffer Planting Plan: The calculations provided on the buffer plan are incorrect.
Revise as indicated on the plan.
11. Lighting: Show any proposed outdoor lighting on the plan and include a detail.
12. Signage: Provide any proposed monument style signs for the Community center on
the plan. Any signs proposed after this plan is approved will require a site plan
revision.
13. Special Limited Power of Attorney Form. Please have the property owner sign the
attached Special Limited Power of Attorney Form prior to further review or approval.
This form ShoUld be notarized and completed to grant the applicant (you) with
authorization to represent them for this site plan.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets
and at least five copies of the final plan for approval. Comment sheets are required from the
following agencies: the Frederick Coamty Insl3ections Deparhment, the Frederick Count),
Department of Public Works (Coimly Lngineei), the Frederick Counly Fire kfamhal, the
Sanitation Authority, and the Virginio Department of D-ansportatio)?.
