This commercial center is located off of Martinsburg Pike (Route 11) in the Stonewall Magisterial District. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. Indicate why the historical area has been revised since the last subIllission. Response: Upon fitrther review of the grades in the historical area, the path location was revised to accommodate handicapped access from the parking area designated for the handicapped parking. The grades were too steep to come directly froth the parking lot, as previously shown. A path has been added from the parking area to the trail along Route 11 to allow access to the relocated path in the historic area. Comment 6) Handicap Ramps. There are handicap ramps shown at some of the larger buildings (2A, SB, 5A). The sidewalks in front of the buildings can be depressed concrete if desired to avoid the transition. Response: The sidewalks are not depressed and require the ramps. Comment 7) Lowe's Parking. The parking area beside the LoNve's garden area has been revised since the last submission to remove the curb and gutter and sidewalks. Revise the plan to show the previous layout. Response: The parking area has been revised to show the previous layout. Comment 8) Loading Spaces. There are loading spaces behind the Lowe's building for pallet trailers and used appliances; ensure that the storage of these materials will not occur behind the building. Response: We have indicated areas inhere, according to Lolve's, they load the noted items on to trailers. 1 do not have airy additional information about the operational practices of Lowe's at this time. Comment 9) Milton Ray Drive. The cul-de-sac for Milton Ray Drive near the railroad does not extend to the edge of the property/railroad easement. If the intent is not to build the road to the limits of the railroad, then an easement needs to be shown so the adjacent property can connect into this road when it develops. Response: Milton Ray Drive right of way is showt1 on the plan extenditrg to the railroad property SO that fitnure extension can occur. No easement is needed. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. We are providing those comments along with our comments on the latest revision (7112107) of the Rutherford Crossing site plans. Several comments relate to the Route 11 improvements as summarized below. Modifications of the previously approved Route 11 improvement plans will need to be submitted to address these issues, prior to the continuation of work on the Route 11 improvements. Edinburg Residency Review — Rutherford Crossing (with latest revisions 7112107) I. Provide centerline horizontal alignment data for proposed VDOT roads. 2. Provide dimension on cul-de-sacs and all curb radii for proposed VDOT roads. 3. Provide designed outfall channels with supporting calculations from structures 79 & 149 to tie into the proposed concrete drainage channel. Extend drainage easements as well. 4. The cross slopes shown on sheet 69 in the inlet computations for Structures 104 & 106 are wrong. Revise to calculations to show a normal 0.0208 cross slope. Revise inlet sizes as necessary. 5. Sheet 69 runoff coefficient for structure 106 seems too low, as most of the drainage area is impervious. Revise accordingly. 6. Specify type and dimensions for FEMA entrance off Market Street cul-de-sac. 7. Sheets 45 & 46 show storm culverts crossings in centerline profiles for proposed VDOT roads. 8. We have sent the revised plans to the VDOT District Office, Bridge Section, as required for review of major structures (i.e., storm pipes with equivalent diameters 48" or larger) which cross VDOT right-of-way. We will provide any comments on that review when we receive them. Staunton District Review — Rutherford Crossing (previous plans with latest revisions dated 2112107) 9. Bury + Partners need to submit signing plans for the VDOT roads within the development site. 10. Bury + Partners need to submit pavement marking plans with the correct line styles and need to label each type of pavement marking. Use Type B Class I 7/20/2007 Rutherford Crossing, Frederick County • Page 2 of 3 (thermoplastic) for the markings and pavement messages, except lane lines which can use Type A (paint). Plans as submitted do not have the necessary information to provide review comments. 11. When using dual lefts at Merchant and Market intersection, the receiving lanes should be 15 ft. in width and transition to typical lane widths using an 11:1 transition as described in Appendix C of VDOT's Road Design Manual (Page C-20, Figure C-1-2). 12. More right-of-way at the intersection of Market Street and Merchant Street will likely be needed for the construction of the traffic signal. 13. Verify all the entrances have appropriate and adequate sight distance once the landscaping has matured. A planting agreement with VDOT will be required so that if any plantings are deemed a potential sight distance hazard, they may be removed. 14. At the cross over on Merchant Street, is traffic going to be able to travel across Merchant St. from the drive between building 6A and 6C to the drive for building 1? If the intent is to prevent traffic from crossing Merchant St., revise signs and markings accordingly. 15. Based on the typical sections on sheet 3, all of the roads inside the shopping center have a design speed of 30 mph. Verify the sight distance is adequate based on the plans and profiles in conjunction with the proposed design speed. Staunton District Review — Route 11 Improvements 16. On sheet 11 of 102 in the Rutherford Crossing plans, the northernmost entrance on Rte. 11 should be designed as a right in / right out with no crossover, per the note shown on the plan sheet. 17. There should not be a continuous right turn lane on southbound Route 11. We believe in previous meetings it was agreed that south of the right-in/right out entrance at Market Street, there would be a gap of 50 to 100 feet in the right turn lane, prior to the taper for the right turn lane for the I-81 NB ramp. 18. At Merchant Street, the Route 11 SB right turn lane should be right -turn only into Merchant Street. Right -turn out traffic from Merchant St. will need to be directed into the through lanes by the use of either flexible delineators or a painted "bulb -out" to prevent the turn lane from being used as an acceleration lane. 19. The Merchant St. intersection at Route 11, as shown on the Rutherford Crossing plans is not consistent with that shown on the Route 11 improvement plans. The Route 11 plans need to be updated to the latest proposed design for the site development, including intersection configuration, curb and gutter, storm drainage, roadside trail, etc. 20. When using dual left lanes, the receiving lanes need to be 15 ft. in width and transition to typical lane widths using an 11:1 transition as described in Appendix C of 7/20/2007 Rutherford Crossing, Frederick County • Page 3 of 3 VDOT's Road Design Manual (Page C-20, Figure C-1-2). This applies to the NB Route 11 lanes and the westbound lanes of Merchant St. at the intersection of Route 11 with Merchant Street. 21. The Merchant St. intersection with Route 11 will need to be signalized when open to traffic. Signal plans should be submitted to VDOT for approval. The Route 11 signs and markings plan needs to be updated to reflect the signalized intersection. 22. More right-of-way may be needed at the intersection of Route 11 and Merchant Street for the construction of the traffic signal. Any additional ROW needed to accommodate the signal pole and electrical cabinets will need to be dedicated to VDOT. 23. The signal plans will need to verify sufficient vertical clearance for the traffic signals relative to the overhead utilities. 24. The service entrance from Route 11 to Building 1, needs to be designed to discourage use by general traffic as a short-cut to Market St. 25. The double left -turn lanes from Route 11 SB to the Future Road opposite Merchant St. have been proffered for construction as part of the Route 11 improvements. The Route 11 plans need to be revised to include these left -turn lanes. This revision needs to be coordinated with the developer/owner east of Route 11. 26. Verify the transition on Rte. 11 at the north end of the development is appropriate for the existing speed and width of transition specified. 27. The Maintenance of Traffic (MOT) plans and the Sequence of Construction will need to be updated for the Route 11 improvements based on the revisions to the construction plans and the latest changes to the Virginia Work Area Protection Manual, Rev.
