This is to acknowledge receipt of your revised plans dated April 10, 2008 for the referenced project. The plans
appear satisfactory and are approved. Please advise the developer accordingly. Please provide 2 sets of
approved construction plans with signed seal for VDOT distribution.
I offer the following comments:
. A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
. Our review and comments are general in nature. Should conditions in the field exist such that additional
measures are warranted, such measures shall be completed to the satisfaction of the Department prior to
inclusion into the Secondary Road System.
. All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
. The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT
will also require 48 hours notice for inspections.
. No VDOT land use permits will be required since Security Drive is not in the VDOT secondary system.
Should this change and Security Drive come into the system before this job is complete, the appropriate land
use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued
by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of
a State assigned Inspector.
. Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the
developer's responsibility.
. Any signs to be installed will be in accordance with 2003 MUTCD manual and the approved plans.
I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely
with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement.
. A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any land use
permit. Dedication should be made to the Commonwealth of Virginia.

• A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage

The above -referenced site plan was approved on October 23, 2007. The site plan is approved for
additions to the existing facility located at 141 Security Drive in the Westview Business Centre, which is
located in the Shawnee Magisterial District. Required site improvements include the following:
• Building Expansion 1 — 23,345 square feet
• Building Expansion 2 — 23,345 square feet
• Building Expansion 3 — 3,831 square feet
• Construction of a parking lot and parking lot expansions which will provide the site with a total

We are in receipt of the comments dated October 1, 2007 and offer the following responses:
Zoning District Buffer. Please reference the Landscape Plan, sheet 9, that shows the location
and a picture of the required berm along the zoning district buffer.
Parking Spaces. The parking spaces have been revised as requested. The 4 spaces at the loading
area have been eliminated from the plan, one space was eliminated to keep the existing light.
Four other spaces were added in the proposed parking areas. Please see the Site, Utility, and
Grading plan sheets 4 and 5 for the revisions.
Building 3. Per our discussion, additional sidewalks for building #3 are not required, as a patio
\\ ill be provided with the appropriate access to the existing sidewalk.
Lighting. The details for the proposed lighting type have been added to sheet 8.
Outdoor Storage. A note has been added to the Site, Utility, and Grading plan, sheet 4, to
ensure that cargo containers/trailers will be removed from the site.
These revisions should adequately answer the review comments. Please review and approve the revised

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1) Zoning District Buffer. A fence or berm needs to be provided for the zoning district buffer.
2) Parking Spaces. Eight parking spaces have been added to sheet 4; all parking spaces require
curb and gutter and landscaped islands. Revise or remove the new parking spaces.
3) Building 3. Provide additional sidewalks for building 3 as indicated on sheet 4.
4) Lighting. The detail on sheet 8 for the lighting should use a flat lens, not a convex lens.
5) Outdoor Storage. Ensure that any cargo containers/trailers are removed from the site.
After you have revised the site plan, please resubmit one copy so that I may verify the information

On behalf of the Winchester Regional Airport Authority, the following comments are provided on the referenced site
plan:
In accordance with the Code of Virginia, Section 15.2-2294, and the Federal Aviation Administration,
applicant must file a Notice of Proposed Construction, FAA Form 7460-1 with the Federal Aviation
Administration for any temporary construction equipment to include cranes, derricks, etc. if they
intend to operate at a height greater than the existing structure or twenty and half feet above ground
level for a maximum height of 701.4 AGL. The FAA will conduct an airspace obstruction analysis and
notify the applicant in writing of their determination. The review process can take several weeks and
until the FAA completes their study, construction equipment cannot be used at the site if it exceeds
that maximum as stated.
2. All cranes will be required to have an aviation obstruction flag and/or obstruction light visible during
operations and must be lowered at night unless lit. Intended hours and dates of operation should
be coordinated with David Foley, Operations Supervisor Winchester Regional Airport Authority
no less than forty-eight hours prior to start.
3. Outdoor lighting should be shielded and amber in color in order to minimize light pollution to pilots
approaching the Winchester Airport.
4. Any trees planted as part of the landscaping should be of the type that are slow growing with a
maximum mature height not to exceed the elevation of the proposed building to avoid future airspace
obstructions.
5. Controlled burning should be prohibited due to the close proximity to the runway and since the property is
within the flight pattern of the Winchester Airport. Unsuitable materials should be hauled away from the
construction site appropriately.
We are requesting that these comments be considered as a condition of approval for this site plan. This completes our
review.

Dear Randy:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached
Special Limited Power of Attorney Form prior to further review or approval. This form should
be notarized and completed to grant the applicant (you) with authorization to represent them for
this site plan.
2) Use. The use is labeled as BB&T office building; however, Navy Federal already occupies this
building. The existing use needs to be labeled Navy Federal and the proposed use needs to be
office and parking expansion.
3) Original Site Plan. Reference the original plan (23-01) on the coversheet.
4) Adioinine Property. Provide all adjoining properties, including ones located across roads.
Revise the use of the adjoining property on sheet 5 as indicated and provide the applicable buffer.
5) Zoning District Buffer. Ensure that the 50 foot full screen meets ordinance requirements (three
trees per ten linear feet and a six foot opaque element). If the existing buffer does not conform, it
needs to be revised.
6) Sidewalks. Provide a sidewalk as indicated on sheet 4.
7) Handicap Ramps. Show the handicap ramps on the plan.
8) Dumpster. Label the dumpster enclosure.
9) Loading Spaces. Show, label and stripe all existing loading spaces.
10) Lighting. A detail for all proposed lighting (pole or wall pack) needs to be provided on the plan.
11) Landscaping. The impervious area needs to be accounted for both existing and proposed since
the county no longer utilizes the one tree per 40 feet. Evergreen hedges need to be provided as
indicated on the landscaping sheet.
