Comment 1. Parking Lot. Per the first review continents, the shown parking lot is located in such a way that it conflicts with the approved master development plan. Since this parking lot is intended to be temporary, a note should be provided which states "Proposed parking lot is temporary. A revised site plan will be submitted with the permanent parking lot location with the submission of phase 10 of Twin Lakes Overlook subdivision design plan. Permanent parking lot will be shown with required curb and gutter, handicapped accessibility, and landscaping. " Response: The note has been added. Refer to note 41 on sheet 2. Comment 2. Parking Calculations. The ratio of parking spaces to building area for this plan is one space per 150 square feet of building area. This should be annotated correctly on the plans. The size of the temporary parking lot is acceptable; however, the permanent parking lot will be required at the 1:150 resulting in the 13 parking spaces mentioned under the first review comments. Response: As discussed over the phone on 10/15/07, the ratio of parking spaces to building area is computed as 1 per 250 square feet of building area as required by the "fraternal lodges, civic club" use. As a result, the permanent parking lot will require 8 parking spaces. Comment 3. Curb and Gutter. Curb and gutter will be required on the revised site plan showing the permanent parking lot. Lisa Jonmairc with Eastern Statcs l�rgineering was contacted on 12/13/07 and informed that before the final sets submitted to our office can be signed, a final approval is required from the Building Official. Lisa assumed that since the first set of comments from the Building Official, the Planning Department would ensure that the changes had been made which is why the plans were never resubmitted to the Inspections department for final approval from John Trenary. Box 2740 Winchester, Virginia 22604 RE: Twin Lakes Overlook Dear Mr. Lawson: The County is in receipt of your letter dated February 16, 2007, in which you request confirmation regarding the construction values for the planned picnic gazebo at the Twin Lakes Overlook project. The use of the proposed lakefront picnic gazebo as the community center for the Twin Lakes Overlook project continues to meet the intent of the community center expectation (as previously noted in an August 31, 2006 letter). At issue is the determination if the required community center investment is achieved. The County has reviewed the details provided with your request, which included cost estimates, gazebo architectural drawings, and an illustrative of the gazebo. Having discussed this request with Ed Strawsynder, County Engineer, and representatives from the Building Inspections Department, we believe that the construction of the gazebo continues to satisfy the community center requirements with the following considerations: The cost estimate sheet you have provided assigns a value of $185,000 for Path/Trails. Presuming this estimate covers an asphalt trail of at least a six foot width which circles the lake, we would concur with the cost estimate, and recreation amenity. This gazebo should be provided with proper handicap accessibility. Preliminary discussions with the Building Inspections Department suggest that handicap accessibility to the gazebo appears to be an issue. While we recognize that the actual gazebo architectural drawings include an ADA ramp, the issue is ADA access to the gazebo. The trail completely encompasses the lake, and allows for access to the pavilion fi-om either clirection. Duc to the steep terrain, it is not practical to offer additional access points to the trail. The use of the proposed lakefront picnic gazebo as the community center for the Twin Lakes Overlook project continues to meet the intent of the community center expectation (as previously noted in an August 31, 2006 letter). At issue is the determination if the required community center investment is achieved. The County has reviewed the details provided with your request, which included cost estimates, gazebo architectural drawings, and an illustrative of the gazebo. Having discussed this request with Ed Strawsynder, County Engineer, and representatives from the Building Inspections Department, we believe that the construction of the gazebo continues to satisfy the community center requirements with the following considerations: • The cost estimate sheet you have provided assigns a value of $185,000 for Path/Trails. Presuming this estimate covers an asphalt trail of at least a six foot width which circles the lake, we would concur with the cost estimate, and recreation amenity. • This gazebo should be provided with proper handicap accessibility. Preliminary discussions with the Building Inspections Department suggest that handicap accessibility to the gazebo appears to be an issue. While we recognize that the actual gazebo architectural drawings include an ADA ramp, the issue is ADA access to the gazebo.
