Dear John:
The above -referenced site plan was approved on November 28, 2007. The site plan is approved for the
construction of a new 2,184 square foot office building with an outdoor storage area located off of
Tailspin Circle in the Shawnee Magisterial District. Required site improvements include the following:
Construction of a new parking area and revision of an existing parking area for a total of 28
spaces for both buildings (including three handicap accessible), including curb and gutter,
striping, handicap access and landscaping.
A screened outdoor storage area and revision of the screening for the existing storage areas on the
property.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

The application for site plan for this property appears to have a measurable impact on Route
645, the VDOT facility would provide access to the property. Present entrance is adequate for
proposed improvements. Should business ever expand in the future, entrance may need to be
upgraded.
It is the Virginia Department of Transportation interpretation that Tailspin Circle is a private
road.

Dear Ms. Saurino:
We have received a copy of the Federal Aviation Determination study regarding the
building office for Wilson Property, LLC. The determination states that the proposed
structure will not exceed height limitations per the information submitted on the 7460-1.
As stipulated on page two (2) on the determination letter, temporary construction
equipment such as cranes, derricks, etc. that exceeds the overall height of the structure
submitted as twenty (20) feet AGL, requires a separate 7460-1 to be filed with the
FAA for review and comment. A copy must also be forwarded to this office for
record. Upon receipt of the determination, we will forward a letter to you with our
comments regarding crane operations.
I have reviewed sheet 2 of the revised plans where you have included our comments
from our June 29, 2007 letter. All comments have been addressed satisfactorily.

304, use group B (Business), of the International Building Code/2003. Other Code that applies is
IBC/ANSI Al 17.1-03 Accessible and Usable Buildings and Facilities.

Candice,
Please find enclosed revised plans for the Wilson Property. LLC, Office Building site plan
identified as #49-07. The plans have been revised to address the comments made by
you and the Frederick County reviewing staff dated August 23, 2007. The comments
concerning the site plan have been addressed as follows:
1. Existing Storage The areas of existing outdoor storage have been identified on
the site plan. The existing board fence and the existing double row of evergreen
trees have been identified as well. There are existing plants that need to be re-
placed due to the fact that they are diseased and dying or are already dead. Mr.
Wilson will replace the plants necessary by either providing new evergreen trees
or by installing a 6' board fence. He has not determined which option will be most
appropriate for him at this time. The replacement options have been outlined on
the site plan. Please refer to sheet 2 to review a more detailed overview of the en-
tire outdoor screening area. Please refer to sheet 6 to review the replacement tree
detail and specifications and the replacement fence detail.
We are still awaiting approval from the Frederick County Inspections Department. This
approval will be forwarded to you as soon as it is attained by this office. Please feel free
to contact this office if you would have any questions or need additional information.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staff=s comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Existing Storage. Any areas of outdoor storage that are not screened appropriately must be screened with
this plan (six foot board -on -board fence or six foot evergreen trees). This plan needs to label all existing
areas of outdoor storage and show the type of screening that is existing or is proposed to be provided on
the site. The note provided on the landscaping sheet does not meet the requirement. If a 6' fence is to be
provided it needs to be shown on the plan with a detail and if 6' evergreen trees are to be used they need to
be shown on the plan along with the type.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the
plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: the Virginia Department of Transportation. the
Frederick County Inspections Department, the Frederick County Department of Public Works (County Engineer),
the Frederick County Fire Marshal, the Frederick County Sanitation Authority and the Airport Authority.

Please find enclosed revised plans for the Wilson Property, LLC, Office Building site plan
identified as #49-07. The plans have been revised to address the comments made by
you and the Frederick County reviewing staff dated June 25, 2007. The comments con-
cerning the site plan have been addressed as follows:
1. The coversheet notes have been revised to clarify that proposed office space
shall be limited to the types of offices allowed by the M1 zoning district as outlined
in the Frederick County Zoning Ordinance (to possibly include the SIC categories
15, 16, and 17, the SIC 87 category, and the category for "General business of-
fices, including corporate, government, or other offices not providing services to
the general public on a regular basis as the primary use.)
2. A note regarding utilities has been added to the coversheet. See note #14.
3. A note stating the requirement of outdoor storage screening has been added to
the landscape/buffering/screening notes on sheet: 5.
4. The tree that has been suggested to be relocated to the western corner of the
parking area shall be left in the proposed place. The tree will be in conflict with ex-
isting utilities in the suggested location. It is anticipated that if future development
occurs on this site that the tree will be protected by a landscape island.
