A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. . Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. . I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Signage. If any freestanding signage is proposed, it needs to be shown on sheet 4. Any signage along Valley Pike should be monument style. 2) Valley Pike. Clarify with VDOT if a right-of-way dedication is necessary along this portion of Valley Pike. 3) Turn Lane. The turn lane on sheet 4 is labeled left; revise to right. 4) Asphalt Path. The nine foot path should be revised to a ten foot path. 5) Loading. The areas in front of the roll up doors should be striped for loading. 6) Shrub Tyne. On sheet 7 the shrubs along the parking spaces (TC/EA) need to be revised to show a shrub type allowed for screening in the Zoning Ordinance. 7) Utilities. Provide a note on the coversheet that states all utilities must be underground. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Inspections Department, the Frederick County Department of Public Works (County Engineer), the Frederick County Fire Marshal and the Frederick County Sanitation Authority.
