The site plan is approved for the construction of a new nursery in accordance with Conditional Use Permit 406-06. The site is located at 2731 Front Royal Pike in the Shawnee Magisterial District. Required site improvements include the following: • 18,400 square feet of retail and 18,900 square feet of greenhouse area • Construction of a parking lot with 53 spaces (including three handicap accessible), including curb and gutter, striping, handicap access and landscaping. • A screened dumpster area. • Landscaping as shown on the plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. For clarification purposes on sheet 2 of the plan I would like to see all areas that will be double prime and seal shaded on the plan and gravel as white. A note needs to be placed on the plan that states the gravel lane in the back is being permitted due to the type of equipment that will operate on the site. On the Airport Commercial Center plan the wall pack light detail needs to have some sort of shield shown with it because these types of fixtures violate the glare ordinance. Other than the light detail the plan appears fine. Let me know if you have any questions. Kcnt St. Winchester, VA (540) 722-3480 August 8, 2007 ROSE Construction Permit Approval Letter Horton Investments, LLC 908 Cedar Creek Grade Winchester, VA 22601 Re: Tax Map #76-A-62 Dear Horton Investments, LLC: This letter, in conjunction with the approved permit (2 pages) and approved plans (6 pages) dated 03/22/07, which are attached, constitutes your permit to install a sewage disposal system [and well]. The application for a permit was submitted pursuant to §32.1-163.5 of the Code of Virginia which requires the Health Department to accept private soil evaluations and designs from an Authorized Onsite Soil Evaluator (AOSE) or a Professional Engineer working in consultation with an AOSE for residential development. The permitted site was certified as being in compliance with the Board of Health's regulations (and local ordinances if the locality has authorized the local health department to accept private evaluations for compliance with local ordinances) by: Allen, Siriney Mason, III , (540)722-51 13. This letter is issued in reliance upon that certification. The Board of Health hereby recognizes that the soil and site conditions acknowledged by this correspondence, and documented by additional records on file at the local health department, are suitable for the installation of onsite sewage disposal systems. The attached plat (or plats) shows the approved areas for the sewage disposal systems. This letter is void if there is any substantial physical change in the soil or site conditions where a sewage disposal system is to be located. The AOSE or PE is authorized to make minor adjustments in the location or design of the system at the time of construction provided adequate documentation is provided to the Frederick County Health Deprrrtnrent. This authorization is null and void if conditions are changed from those shown on the application or conditions are changed from those shown on the attached construction drawings, plans and specifications. "The site plan does not display a business sign location though. 10. Parking Lot. The driving aisles that are proposed for two-way traffic must be at least 24 feet in width. The driving aisle adjoining the parking spaces angled against the southern portion of the structure needs to be at least 15 feet wide. 11. Surface Identification. It is unclear what type of surface is proposed in between the parking spaces and the structures. Staff would suggest different shading/hatching to delineate grass, asphalt, or concrete in these areas. 12. Landscaping. To ensure that the 7°i condition of the CUP is implemented, please include all existing landscaped buffers adjoining residential uses. The proposed 25 foot landscaped buffer must extend the entire property line, which includes the portion near Front Royal Pike. A landscaping table, which provides name, species, caliper... etc., is needed for the new plantings.
