The site plan is approved for the construction of two new industrial office/warehousing buildings located on Apple Valley Road (Route 652) in the Back Creek Magisterial District. This development contains the following: • Building I — 205,668 square feet (four units) • Building II — 102,783 square feet Some of the required site improvements include the following: • Construction of parking lots with a total of236 spaces, (including 12 handicap accessible), including sidewalks, landscaped islands, striping, and handicap access. • A total of 11 loading spaces. • Buffers and landscaping as shown on sheet 32 of the site plan. • A sidewalk along Apple Valley Road. • A shared easement between the two lots that must be recorded within 60 days of site plan approval. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate representative(s). On sheet 12 at the west entrance on Route 652, increase the radius of curb return to 50 feet to better accommodate truck traffic. 13. On sheet 12 at the west entrance on Route 652, remove the label "48' taper" since a taper is not shown and is not required. The entrance is considered as a street connection with curb and gutter, and no taper is required. 14. On sheet 13 at the east entrance on Route 652, lengthen the lane shift taper for the EB through lane to 125 feet. This will also reduce the left turn lane storage by about 75 feet. The final lane striping will be reviewed and approved as part of the signs and markings plans. 15. A separate submission of the maintenance of traffic (MOT) plan for the Route 652 improvements is required. The plan should include a construction staging narrative and temporary traffic control (TTC) signs and markings consistent with the 'VA Work Area Protection Manual'. This is required before issuance of the required Land Use Permit. Please advise the developer of this approval. Please provide 6 sets of approved construction plans with signed seal for VDOT distribution. I offer the following general comments: • A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. As noted above, the MOT plan will need to be approved by VDOT before any land use permit is issued for work on Route 652. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Any signs to be installed will be in accordance with the MUTCD and the approved plans.. • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • A copy of any/all recorded plats of dedication for drainage easements or additional right- of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. Dedication should be made to the Commonwealth of Virginia. • A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage easements or additional right-of-way required for implementation of this proposed project should be provided for VDOT review prior to issuance of any land use permit. The shared ingress/egress easement needs to be platted and recorded before the site plan can be approved. Response: These easements are in the process of being platted and recorded. Confirmation will be provided prior to final site plan approval. Comment : Trailer Parking. Provide a six inch curb as indicated along the side of the trailer parking area. Response: CG-6 has been added in the location requested. Comment : Crosswalks. Provide pedestrian crosswalks along the two entrances. Response: Crosswalks have been added to the entrance as requested. Comment : Impervious Area LandscapinjZ. Sheet 32 only accounts for 95,666sf of impervious area for both sites. All paved areas need to be accounted for and the applicable deciduous tree numbers provided. Refer to sheet 32 of the set provided to you and landscape accordingly. Response: The tabulation which you are referring to was not the basis for the calculation of the number of on site deciduous trees. This calculation, titled Interior Landscape Calculations, was an attempt to show that Frederick County Zoning Ordinance 165-27.(11).(b) had been satisfied. Provide an actual number being provided for the shrubs. Response: The actual number of shrubs to be provided has been added to the Landscape Plan. Comment : Apple Valley Road Buffer. The buffer along Apple Valley Road needs to consist of a six foot berm and three trees per ten linear feet. The frontage of this property is approximately 1,230 feet and would therefore require 369 plans: only 94 are shown. Response: The buffer has been edited as requested as well as calculations added to the Tree Tabulations to reflect these changes. Proper signage shall be proposed in order to direct truck traffic to the second entrance. Furthermore, a median was added to the entrance to discourage trucks from entering the east entrance. To prevent trucks from exiting via the east entrance additional signage has been proposed internally to direct truck traffic back to the west entrance. Notes need to be provided on sheet 30 that state(]) all planting shall conform with § 165-36B of the Frederick County Zoning Ordinance (Plant selection, planting procedure, and maintenance), and (2) any plant substitutions must be approved in writing by the Frederick County Planning Department. 20) Perimeter Landscaping. For perimeter landscaping, one deciduous tree is required for each 2,000sf Of impervious surface (parking lots, driving lanes etc). On sheet 30, provide the total square footage of impervious area and provide shade trees per § 165-27 of the Zoning Ordinance. 21) Plant Type. Barberry and Spicebush are not permitted shrub types. 22) Proffers. The proffers from the rezoning of these properties called fora six foot berm along all developed portions of the property that adjoin RA and RP zoned property. Landscaping needs to be provided along with the berm. A six foot berm and landscaping is required along the entire Apple Valley fi•ontage and along the entire western property line. There are existing trees along Apple Valley Road; show the berm and the existing trees on the site plan. There will need to be three trees per ten linear feet for these buffer areas. After you have revised the site plan, please resubmit two copies so that I may verify the information contained on the plan.
