The above -referenced site plan was approved on May 25, 2007. The site plan is
approved for the expansion of the existing JR's Auto Body located on Mercedes Court in
the Stonewall Magisterial District. Required site improvements consist of the following:
Office/showroom addition with a combined total of 2,600 square feet.
Construction of a six foot tall board on board fence for the purpose of screening
vehicles awaiting repair.
I am providing you with four (4) copies of the approved site plan. Please forward these
copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy
should be kept for future reference, and an approved copy must be kept on the
construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do
not hesitate to contact me if you have any questions or concerns.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff s comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Outdoor Storage. The outdoor storage area should be fully enclosed and,
therefore, requires a board -on -board gate or enclosure adjoining the right
side of the building. If this enclosure is existing, label it on the plan.
2. Lighting. After discussions with staff members regarding recent issues
with lighting in commercial areas, please provide the actual location of all
wall packs on the building in addition to the currently provided detail.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. A comment sheet is still
needed from the Frederick County Inspections Department.

Attached is a revised copy of the site plan.
Outdoor Storage - A 6' screened area is proposed dumpster to the rear of
the building to screen the cars awaiting repairs.
12. Temporary Storage Containers - Removed from the site plan.
Lighting - A detail for the outdoor lighting has been added to the site plan.
Please note the lighting will be accomplished with wall pack units.
4. Handicap - The ramp in front of the "loading/unloading area" for the
.i handicap spaces is in place. I can not place ramps in front of the spaces as
you have shown, then the person's car will be blocking the ramp.
J5. Project Info - The calculations for proposed parking spaces is revised. The
site contains 55 parking spaces. They are only required to have 31.
6. Approved Plans - I have researched the area and found these file numbers
- #05-96, #41-97, & #46-99. The owner thought there was another by
Painter & Lewis around 2001; however, I could not find that one. I checked
J with Painter & Lewis and they were not sure and never called back. I have
seen other plans in the owner's possession, but it does not appear they were
approved. He did say that Evan Wyatt, Planning Director at the time, came
out to the site just before leaving for Greenway and told him it was not
necessary to screen along the railroad tracks and I-81 since it would not
accomplishment anything.
A final note, these plans were not submitted to VDOT, Mark Cheran the $500 fee for
the minor site plan and said it would not be necessary. He also waived FCSA;
however, the Fire Marshal wanted the fire hydrant closer and I had to submit to
FCSA anyway.

1. Outdoor Storage. Dead storage of vehicles is not permitted in this
zoning district and any outdoor storage of vehicles awaiting repair requires
a screen.
2. Temporary Trailers. Temporary storage trailers are not permitted on this
properly and the proposed temporary office trailer should be removed
from the plan.
3. Lighting. The type and location of any outdoor lighting needs to be
provided in the plan.
4. Handicap Accessibility. A handicap ramp needs to be provided for each
handicap parking space.
5. Project Info. Provide the calculations of all proposed new parking in
addition to the required and existing parking, as well as a total old and
proposed new parking on the cover sheet of the plan.
6. Approved Plans. Provide the approved site plan numbers for any
previously approved plans on the property.
