Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staff's comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Lighting. Provide a lighting detail. After discussions with staff members
regarding recent issues with lighting in commercial areas, please provide the
actual location of all wall packs on the building.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets
and at least five copies of the final plan for approval. Comment sheets are required from the
following agencies: the Frederick County Inspections Department, the Frederick County
Department of Public Works (Count), Engineer), the Frederick County Fire Marshal, the
Frederick County Sanitation Awhority, and the Virginia Depcn-tnaent of Transportation.

�1. A proposed dumpster location has been added to the site plan.
2. The gate and fence label has been revised to indicate board on board
'4 instead of opaque. The client is not proposing any chain link fence at this
time.
3. Additional Leyland Cypress trees have been shown to fill the gap between
v//thnbem and the rear of the phase 1 building. The berm will now be
tinuous across the rear with a culvert to allow water to drain away.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Dumpster Site. A dunipster location for phase one needs to be provided
on the plan.
2. Fencing. All references to opaque gate/fencing should be renamed as
board -on -board fencing. Also, if a chain link fence will be placed around
the outdoor gravel storage area, it should be shown on the plan and
screened appropriately.
3. Screening. A gate or extension of the berm is required at the rear of the
phase one building to screen the outdoor gravel storage, and an additional
screening tree is required on the north end of the property where the berm
meets the parking area. Screening of some kind is also required to fill the
hole in the berms at the rear of the property.
4. Signage. The location and size of any proposed freestanding signs need to
be shown on the plan. Please note that if signage is proposed in the future
that is not shown on the plan, a revised site plan will be required.

5. Impei-vious Area. Ensure that the impervious surface calculation
includes all parking areas, driving lanes and gravel areas.
6. Fire Lane. The gated fire lane shown adjacent to phase one does not
appear necessary.
7. Gravel Storage. Phase one is showing a large outdoor gravel storage area
with appropriate screening; however, phase two shows the removal of
portions of the screen from phase one. Explain where the existing storage
for phase one fits into phase two and readdress screening as necessary.
8. Lighting. The type and location of any outdoor lighting needs to be
provided in the plan.
9. Handicap Accessibility. A handicap ramp needs to be provided for the
phase two building.
10. Sidewalks. The sidewalk needs to be extended to the end of the parking
spaces in phase two as indicated on the plan.
11. Parking. The parking on this site should account for loading spaces at the
ratio of 1 per 40,000 square feet of floor area for all buildings in all
phases. More than two loading spaces total will require a paved area.
12. Stop Bar. The plan shows a stop bar label in the wrong location in phase
two.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick Counly Inspections Department, the
Frederick County Department of Public Ifhorks (County Engineer), the Frederick County
Fire Marshal, the Frederick County Sanitation Authority, and the Virginia Delma lment of
Transportation.

After reviewing the situation in the field it appears that the curb and gutter requirements will
help reduce future maintenance requirements once the street is taken- into the state System.

Mr. Ingram,
The comment for Ress Properties in Stonewall Industrial Park asks for "full curb & gutter turn lanes" to be
built across the "frontage to match the adjacent properties".
The adjacent properties are undeveloped. Also, the last site plans I did In Stonewall Industrial Park were
approved with 4:1 tapers on CG-11's. The site plans are less than a year old (McClung -Logan and Martoncik).
Finally, the entrance is about 450' from the cul-de-sac of McGhee Road.
Since this is a dead end road and all of the other projects in Stonewall Industrial Park have 4:1 tapers, would
you reconsider this request for an additional 12' lane across the frontage? This is a large expense that doesn't
appear to have any benefits, especially in the back of the park.
