The above -referenced site plan was approved Oil JunC 11, 2007. The site plan is approved for the
corlstivction of a new 910 square foot McCoy's Dairy Bar located on Fairfax Pike (Route 277) in the
Opequon Magisterial District. Required site improvements include the following:
Construction of a parking lot with 13 spaces (including one handicap accessible), including curb
and gutter, striping, handicap access and landscaping.
Sidewalks as indicated on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I and providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representat ive(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is

/� We have the following comments to review letter dated April 4, 2007.
PHR/ � 1. Route 277 Improvements - Ensure that adequate ROW has been dedicated

l1 for the widening of Route 277. The site plan currently stats "proposed ROW
line"; this dedication needs to be completed before the site plan can be
approved.
The ROW to be dedicated is 346 SF (0.0079 acres). This area is in the
process of being dedicated by the owner.
2. Property Boundaries - The boundaries for the entire site need to be included
and the lease boundaries for the dairy bar need to be provided.
A new sheet has been added to the plans that shows the entire parcel
boundaries along with those boundaries of the lease area. See Sheet 2.
3. Landscaped Area - Since the property is being developed with lease areas and
individual lots are not being created, the landscaped area (minimum 15%)
needs to be calculated and provided for the entire property.
The landscaped area calculations on Sheet 2 have been revised to show
the entire property. These revised calculations can be seen on Sheet 3.
The landscaped area for the entire property meets the 15% minimum
requirement.
4. Handicap Space - Ensure that the HC space is van accessible.
The site plan has been revised to include van accessibility to the
handicapped parking space. See Sheet 2.
5. Sidewalks - The sidewalks should be extended as indicated on Sheet 2.
° The additional sidewalk areas have been added to the plans. Sheet 2-5.
6. Signage - Indicate if any freestanding signs are proposed. The site plan states
that the signage could be up to 150sf; indicate if this is a franchise business.
This business is not a franchise business. Business signs will be wall
mounted. The front sign will be 3'x12' and the signs on each side will
be 3'x9'. This is indicated in a note on Sheet 3.
7. Landscaping - Additional landscaping should be provided between the patio
area and Route 277.
Additional landscaping has been added to the site plan. These changes
can be seen on Sheet 5 (Landscape and Lighting Plan).
Attached are two copies of the revised site plan for your review and approval.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Route 277 Improvements. Ensure that adequate ROW has been dedicated for the widening of
Route 277. The site plan currently states "proposed ROW line"; this dedication needs to be
completed before the site plan can be approved.
2) Property Boundaries. The boundaries for the entire site need to be included and the lease
boundaries for the dairy bar need to be provided.
3) Landscaped Area. Since the property is being developed with lease areas and individual lots
are not being created, the landscaped area (minimum 15%) needs to be calculated and provided
for the entire property.
4) Handicap Space. Ensure that the HC space is van accessible.
5) Sidewalks. The sidewalks should be extended as indicated on sheet 2.
6) Si na e. Indicate if any freestanding signs are proposed. The site plan states that the signage
could be up to 150sf, indicate if this is a franchise business.
7) Landscaping. Additional landscaping should be provided between the patio area and Route
277.

We've prepared plans for McCoy's Dairy Bar, which will be located along Fairfax Pike approximately 0.1 miles
east of the I-81 interchange in Stephens City, Frederick County. The site will include a 910 square foot
con-unercial restaurant building with the required amount of parking. The total disturbed area for this site is 0.4
acres.
The site will drain to a proposed inlet and then to an existuig stormwater inlet and pipe, which are part of the
Food Lion parking lot. The stormwater on this site will discharge to an adequate channel.
I have attached copies of the plans for your review as well as the site plan application and fee.
