appropriate number of trees added.
3. The existing trees that are to be removed have been labeled as such.
4. The buffer labeling has been corrected.
5. An enclosed dumpster pad site has been added.
I noticed that you missed the Airport as a required agency to comment on this plan.
The Airport's initial review stipulated that a FAA form 7460-1 must be filled out and
sent to New York for review. I will wait until approval from the FAA has been
obtained before submitting the plan to you for final approval.

The above -referenced site plan was approved on May 11, 2007. The site plan is approved for the expansion of the
existing Children Services facility located on Airport Road in the Shawnee Magisterial District. Required site
improvements consist of the following:
A 4,043sf office expansion.
Construction/expansion of a parking lot with a total of 34 spaces (including two handicap accessible),
including sidewalks, landscaped Islands, striping, and handicap access.
Construction of a diunpster pad with a six (6) foot wooden fence for screening.

representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an

We have received your revised site plan dated March 6, 2007 for the referenced project. It appears all of our
earlier review comments have been satisfactorily addressed. Please advise the owner of our approval. Also
please provide four (4) sets of approved construction plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 645 right-of-way. The
permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary &
expenses of a State assigned Inspector. A copy of any/all recorded plats of dedication for drainage easements or
additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to
issuance of any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty days to process and
issue. Should you have any questions, do not hesitate to call.

Code/2003. Other Code that applies is IBC/ANSI Al 17.1-03 Accessible and Usable Buildings

Section 44718 and if applicable Title 14 of the Code of Federal Regulations, part 77, concerning:

To Whom It May Concern:
On behalf of the Winchester Regional Airport Authority, the following comments are provided oil d ie t eferenced site
plan:
1. Due to the proximity of the site to the runway centerline, applicant must file a 7460-1 with the Federal
Aviation Administration for review and approval. A separate 7460-1 must be filed for any temporary
construction equipment to include cranes, derricks, etc. and a copy of the determination study must be
received in this office for final comment by the Airport Authority before that type of operation can begin.
In accordance with the Code of Virginia, Section 15.2-2294, and the Federal Aviation Administration, a
Notice of Proposed Construction, FAA Form 7460-1 is required to be filed with the Federal Aviation
Administration with a copy forwarded to this office for review and record. Upon completion of the
aeronautical study by the FAA, a copy must be forwarded to this office for final review comment. Any
temporary construction equipment exceeding the overall height of the structure including all
appurtenances will require filing of a separate 7460-1 form with the FAA before construction
begins. The form can be filed online at the FAA's website littp://forms.faa.gov/.
2. During the construction phase of the buildings, all cranes will be required to have an aviation
obstruction flag and/or obstruction light visible during operations and must be lowered at night
unless lit. Intended hours and dates of operation should be coordinated with David Foley,
Operations Supervisor Winchester Regional Airport Authority no less than forty-eiqht hours
prior to start.
3. Outdoor lighting should be shielded and amber in color in order to minimize light pollution to pilots
approaching the Winchester Airport.
4. Any trees planted as part of the landscaping should be of the type that are slow growing with a
maximum mature height not to exceed the elevation of the proposed building to avoid future
airspace obstructions.
5. Controlled burning should be prohibited due to the close proximity to the runway and since the property is
within the flight pattern of the Winchester Airport. Unsuitable materials should be hauled away from the
construction site appropriately.
We are requesting that these comments be considered as a condition of approval for this site plan. The Airport
Authority is withholding final comment pending receipt of the filed and completed aeronautical study by the FAA.

Dear Gary:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments
1. Shrub Type and Size. The shrubs are listed as 18 inch Cotoneaster; this plant
type is only allowed for ornamental landscaping. Provide a shrub type listed for
screening and provide a height of 36 inches.
2. Zoning Disti-iet Buffer. The buffer at the rear of the property should contain a
total of 68 plants. The buffer shown only contains 28 evergreen trees and nine
deciduous trees. While it appears that additional evergreens may be difficult to
place in this area, additional deciduous trees should be provided. The remaining
trees for this buffer should be placed along the side property line to achieve the
buffer that would have been required along the M 1 property.
3. Trees to be Removed. Label all trees being removed.
4. Buffer Labeling. The inactive buffer labeling is located within the active buffer
and the active buffer is not labeled.
5. Dumpstei- Site. Provide a dumpster site for the development.
