Dear Claus:
The above -referenced site plan was approved on June 18, 2009. The site plan is approved for the
construction of a new commercial building located on Fairfax Pike (Route 277) in the Opequon
Magisterial District. Required site improvements include the following:
• 8,682sf building (7,820sf retail/office and 862sf storage)
• Construction of a parking lot with 34 spaces (including three handicap accessible),
including curb and gutter, striping, handicap access and landscaping.
• One loading space
• Sidewalks and landscaping as indicated on the plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. 1 am providing you
with three (3) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office
to schedule an on -site inspection. Do not hesitate to contact me if you have any questions.

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S
Storage) and Section 304, B-Business of the International Building Code/2006.Other Code that
applies is ICC ANSI Al 17.1-3-03 Accessible and Usable Buildings and Facilities. Structural
plans submitted for permits shall be sealed by a Virginia Design Professional.
The relocation of the accessible parking spaces, accessible route to the building entrances and
egress door locations are not shown on the plan at this time. Please identify the accessible route,
door locations and the parking along with the required van accessible space with striped
unloading. All required egress shall be accessible to a min. area of rescue on the exterior of the
building (note fire rating of walls within 10' IBC) and 50% of all entrances shall be accessible

This is to acknowledge receipt of your revised plans with latest revisions dated 4/08/09 for the
referenced project. The plans appear satisfactory and are approved. Please advise the developer
accordingly. Please provide 5 sets of approved construction plans with signed seal for VDOT
distribution.
I offer the following comments:
. A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
. Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
. Our review and comments are general in nature. Should conditions in the field exist such that
additional measures are warranted, such measures shall be completed to the satisfaction of the
Department.
. All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a
pipe or drainage easement.
. The contractor shall notify VDOT when work is to begin or cease for any undetermined length of
time. VDOT will also require 48 hours notice for inspections.
. The appropriate land use permits shall be obtained before any work is performed on the State's
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector.
Any entrances constructed from the referenced streets) shall meet VDOT minimum standards.

Please find attached two copies of the revised site plan for the above referenced project. The plan has
been revised in accordance with our meeting on March 31 st. Our responses to your comments are as
follows:
1. The sidewalk along the front of the building has been added as requested.
2. The gates to the mini storage have been removed.
3. The landscape plan has been revised to get the trees into the islands and trees were added to
replace the trees being removed that were planted as a part of the mini storage site plan.
4. The drive aisle on the north side of the building is now shown to be a one-way drive aisle.
5. A note has been added requiring the tenants are responsible for keeping trash inside of the
building and for disposing of the trash so no dumpster pad/enclosure is proposed.
6. A crosswalk has been added to the entrance of the site.
7. A copy of the wall pack light fixture cur sheet from the manufacturer is attached with this
submission.

Please find attached one copy of the revised site plan for the above referenced project. The plan has
been revised in accordance with your correspondence dated April 10, 2007. Our responses to your
comments are as follows:
1. Since the owner has signed the application for this site plan, the owner is the applicant and the
special power of attorney form is not needed.
2. A note requiring that all new utilities are to be installed underground.
3. The proposed building setbacks have been corrected.
4. The parking tabulation has been revised to reflect the proposed uses in the new building.
5. The location of the proposed monument sign is now shown on the site plan and the site lighting
has been added to the building.
6. Per discussions with VDOT, our half of the ultimate section of Route 277 cannot be built as a
part of this site plan since the centerline elevation of the proposed Route 277 is being raised.
This would result in a drop off at the centerline. In addition, VDOT has requested that this
property dedicate the necessary right of way and we have prepared the plat to dedicate the right
of way. This plat provides the right of way shown on VDOT's Route 277 construction plans. I
included a copy of the plat and a colored copy of VDOT's plan for Route 277 for your
information as well. You can contact Steve at VDOT's Winchester office for confirmation.
7. The existing security fence is now being removed and new gates are provided which tie into the
back wall of the proposed building.
8. The zoning district buffers are now shown on the plan and the proposed curb and gutter is in the
active portion of the buffer.
9. The loading space is now shown and the travel lane is shown as a one way. The requested
striping along the front of the first storage building has been added.
10. Direction arrows have been added to the site plan.
11. A handicap ramp is provided by depressing the curb in front of the handicap spaces.
12. The open space calculation has been revised to show the 15% required.
13. The size of the Azalea has been revised to be 36" in height.
14. A note has been added requiring any dead trees installed for the self storage plan must be
replaced.
15. Notes have been added requiring that all plantings must conform with section 165-36B of the
ordinance and that any substitutions must be approved by the planning department.

Dear Scott:
Plaiming Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staffs comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1) Proposed Building Setbacks. Revise the proposed building setbacks to show both sides.
2) Route 277. The ultimate section of Route 277 needs to be constructed at the front of this
property; this includes the additional lane and a sidewalk. The ROW width needs to be
provided for Route 277; consult with VDOT to determine if a ROW dedication is necessary.
3) Building Use/Size. The entire 8,682sf building needs to be accounted for and the suites need
to be labeled with a use as indicated on the coversheet.
4) Parking Spaces/Loading Space. A landscaped island needs to be provided between the
loading space and the parallel parking spaces.
5) Signage. Any proposed freestanding signagc along Route 277 should be monument style
only. A note needs to be provided on the coversheet to this effect.
6) Existing Security Fence. The locations of the gates need to be relocated as indicated on
sheet 3.
7) Handicap Ramp. A I -IC ramp needs to be provided; please note that CG-6 is required and
depressed curb will not be permitted.
8) Sidewalk. A sidewalk needs to be provided at the other side of the entrance as well; the
sidewalk also needs to be kept out of the way of any Route 277 improvements.

Dear Scott:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached
Special Limited Power of Attorney Form prior to further review or approval. This form should
be notarized and completed to grant the applicant (you) with authorization to represent them for
this site plan.
2) Notes. On the coversheet provide a note that states all utilities must be underground.
3) Proposed Buildinjz Setbacks. The proposed building setbacks on the coversheet are incorrect.
4) Parkinfz 'Tabulations. The parking tabulations on the coversheet need to be revised. Even
though the use of the structure is undetermined, exact tabulations need to be provided (Suite A is
retail, Suite B office, etc.), and as designed it does not appear that adequate parking can be
provided with this building. Also, the parking spaces within the self storage area cannot be
counted towards the new structures' parking needs.
5) Sil4nal4e and Lighting. The location of any signage or proposed outdoor lighting needs to be
shown on the site plan (pole lights and wall pack), a detail of all proposed lighting needs to be
provided as well. Freestanding signage along Route 277 should be monument style.
6) Route 277. The ultimate section of Route 277 needs to be constructed at the front of this
property; this includes the additional lane and a sidewalk. The ROW width needs to be provided
for Route 277; consult with VDOT to determine if a ROW dedication is necessary.
7) Existin14 Security Fence. The existing fence is shown as being removed; the fence needs to be
revised as indicated on sheet 3.
8) Buffers. The 50 foot Zoning District Buffers along both sides of the site have not been shown on
sheet 3; this buffer consists of a 25 foot inactive portion and a 25 foot active portion. The
inactive buffer is closest to the RP zoned property and cannot contain structures, or pavement. It

appears that curb/gutter and pavement along the eastern property line has been placed within the
inactive buffer; this needs to be removed.
9) Loading Space. The loading space needs to be 12' x 45' and be striped. This loading area
cannot be within a driving lane. It appears that the parallel parking spaces will need to be
removed and the driving !ane beside the loading space will need to become one way. The area in
front of the first storage building needs to be striped as indicated so it does not appear that people
using the units are standing within the driving lane.
10) Directional Arrows. Provide directional arrows in the parking lot and driving lanes.
11) Handicap Ramp. A HC ramp needs to be provided.
12) Landscaping Calculations. On sheet 6 of 7, the B2 requires 15% landscaped area, not 25%.
13) Plant Size. On sheet 6 of 7, the Azalea shown needs to be a minlnlUnl of 36 Inches in height at
time of planting.
14) Existing Plants. A note needs to be provided on the landscaping sheet that states any existing
trees that have died need to be replaced.
15) Landscaping Notes. Notes need to be provided that state all plantings must conform with 165-
36B of the Frederick County Zoning Ordinance, and that any plant substitutions must be
approved in writing by Frederick County Planning. A note that states that all dead landscaping
associated with the self storage development must be replaced.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the Final plan for approval. Comment sheets are required from the following agencies: the Frederick
County Inspections Department, the Frederick County Department ofPublic Ifharks (County Fngineeu),
the Frederick County Fire Marshal, the Frederick County Sanitation Authoril},, and the Virginia
Department of Transhorlation.

Upon review of the site plan received February 20. 2007. from Greyl%olfe, Inc., we offer the following
comments:
Please turn off landscape buffer layer on the grading and Erosion and Sediment plans to better show
the grading of the existing ditchline located on the eastern side of the existing storage facility.
2. On sheet 5, the comment under the Soils header refers to a soil map on sheet 5. This map is not
present. Also, there is no content to the soils map on the cover sheet. Because there is only one type
of soil present on the site, a map will not be necessary.
3. On sheet 5, the Critical Areas header refers to 3:1 slopes which are not present on the site. Revise the
note to indicate that there are no critical erosion areas associated with this site plan.
4. Please include "Schedule an onsite pre -construction meeting with the appropriate E & S inspector," as
the first point under "Phases of Land Disturbance."
5. Under the Vegetative Measures header replace "within 5-days" with " immediately."
Because these comments are minor, we recommend approval of the subject project. All remaining
comments shall be addressed prior to the Land Disturbance Permit Application. Please submit one set of the
revised plan for our records.
