Re: Whitacre Self Storage (Route 37 Self Storage), SP#14-04
Dear Mr. Aikens:
At your request for the County to release Bond #008-02, I conducted a site inspection of the
Whitacre Self Storage/Route 37 Self Storage site on September 13, 2004. The purpose for the
inspection was to determine whether or not all of the requirements of Site Plan #14-04 had been
fulfilled. My inspection revealed that numerous issues still exist on the site. These outstanding
improvements and issues are listed below:
1) Dead Evergreen Trees. There are many trees missing/dead along all sides of the perimeter
evergreen landscaping.
2) Evergreen Tree Size. There are evergreen trees in the back corner of the site that are not six
feet high. The evergreen screening required around the self storage perimeter must be six
feet high at the time of planting.
3) Dead Pin Oak Trees. The three pin oaks by building A7 are dead/dying.
4) Seeding. The areas depicted on the site plan as grass have never been seeded; these areas
only contain weeds and brush. The weeds in these areas must be removed and seeded with
grass.
5) Bollards. On the approved site plan, there are bollards shown by the fire hydrant near
building AT These bollards have not been installed yet.
6) Dumpster. A dumpster has been placed near the parking lot of the development. Dumpsters
were not proposed with this development. If this dumpster is to remain, it must be placed on
a concrete pad and enclosed by a board on board fence that is six feet high.
7) Inoperable Vehicles. There are numerous inoperable vehicles being stored in the temporary
storage area. Inoperable vehicles are not permitted to be stored outside of completely
enclosed structures in the B2 (Business General) Zoning District and, therefore, the
inoperable vehicles must be removed from this property.

8) U-Haul Business. There are numerous U-Haul trucks being parked/rented from this site.
This business is not allowed in the B-2 (Business General) Zoning District and, therefore,
this business must be removed from this property.
Please note that comments 7 and 8 are violations of the Frederick County Zoning Ordinance and
must be resolved immediately. In regards to your request for bond release/reduction, at this time
your request has been denied. Due to the numerous issues still present on this site, we feel that it is
necessary to keep this bond until we are satisfied that all improvements have been made.

Dear Jeremy,
PT R- \ I've enclosed an application for a minor site plan revision to the Whitacre Self
n Storage project. Unlike the last revision approved I July 2002, this change will
not affect the total square footage of warehouse area, only relocate the same area
CORPORATE into different Ouilding sizes. We are adding a new building C4 at the north end of
the site, but the back of the building matches the existing curb line. We believe
therefore that the review and approval process will be straight forward.
The revision affects buildings B1, B2, B3, C1, C2, C3 and C4. The revised plan
is attached detailing 1-he mw dimensions and required gmding changes.
We've also sent review comments sheets to the Building Inspector and Fire
Marshal.
We hope to move quickly to approval, so if you have any questions at all, please
