COMMERCIAL TELECOMMUNICATION FACILITIES."
THE PROPERTY IS CURRENTLY AN ESTABLISHED FACILITY FOR
DIRECTV TO RECEIVE REGIONAL TELEVISION SIGNALS AND TO UP -LINK
THEM TO DIRECTV SATELLITES. THIS FACILITY CONSISTS OF A BUILDING
OF LESS THAN 5,500 SQUARE FEET INCORPORATING A VARIETY OF
OFFICE USES AND COMPUTER EQUIPMENT USES, TO SERVICE ON SITE,
EXTERIOR, SATELLITE ANTENNAE. THE FACILITY AND ITS SUPPORTING
UTILITIES ARE MAINTAINED WITHIN IN A SECURITY ENCLOSURE. THE

IN THE EVENT THE BOARD OF SUPERVISORS OF FREDERICK COUNTY, VIRGINIA, SHALL
APPROVE REZONING APPLICATION #0104-98 FOR THE REZONING OF 63.5052 ACRES FROM
RURAL AREA (RA) ZONING DISTRICT TO THE LIGHT INDUSTRIAL (M-1) ZONING DISTRICT,

REALIGNMENT SHALL CONSIST OF SHIFTING ROUTE 652 TO THE SOUTHWEST TO INTERSECT
ROUTE 651 AT A NINETY (90) DEGREE ANGLE AND ADDING TURN LANES ON ROUTE 652
AS REQUIRED BY VDOT. RIGHT-OF-WAY FOR THE REALIGNMENT OF ROUTE 652 WILL BE
DEDICATED TO VDOT UPON APPROVAL OF A SITE PLAN FOR THE FIRST BUILDING, OR AT
THE TIME THE PROPERTY IS SUBDIVIDED.
2. THE APPLICANT FURTHER AGREES TO DEDICATE A THIRTY-FIVE (35) FOOT

5. THE APPLICANT AGREES TO LIMIT THE NUMBER OF ENTRANCES ALONG THE
SOUTH SIDE OF ROUTE 652 INTO THIS PROPERTY TO A MAXIMUM OF FOUR (4)
ENTRANCES. TWO (2) ENTRANCES WILL BE USED BY THE COCA -COLA BOTTLING FACILITY.
ONE (1) ENTRANCE WILL BE USED FOR EACH SEPARATE PARCEL CREATED BY THE
SUBDIVISION OF THIS PROPERTY WITH FRONTAGES ALONG ROUTE 652. ALL ENTRANCES
ALONG ROUTE 652 WILL BE THE WIDTH REQUIRED BY VDOT FOR TWO-WAY TRAFFIC
BASED ON THE PROPOSED USE OF THE PARCEL. THE ENTRANCE FOR THE WESTERN
PARCEL OF LAND WILL BE LOCATED AT LEAST SIXTY (60) FEET EAST AND NOT MORE
THAN 250 FEET EAST OF THE WESTERN PROPERTY LINE. THE ENTRANCE FOR THE

SOILS:
EXISTING SOILS ARE FAT CLAYS AND LIMESTONE OUT-CROPPINGS. THERE ARE THREE
POTENTIAL SINK HOLES ON SITE.
CLEARING :
LIMITS OF CLEARING AS SHOWN ON THE DRAWINGS SHALL BE STRICTLY ADHERED TO.
AREAS OUTSIDE OF THE LIMITS OF CLEARING AND GRADING ARE TO BE PRESERVED AS
NATURAL OPEN SPACE, AND SHALL NOT BE DISTURBED. SEE LANDSCAPE PLAN.

2. ALL EROSION AND SEDIMENT CONTROL MEASURES ARE TO BE PLACED PRIOR TO OR
AS THE FIRST STEP IN GRADING. FIRST AREAS TO BE CLEARED ARE THOSE REQUIRED

EROSION CONTROL NARRATIVE
PROJECT DESCRIPTION:
THIS PROJECT CONSISTS OF THE CONSTRUCTION OF TWO NEW ANTENNAS WITH
SUPPORTING UTILITIES.
EXISTING SITE CONDITIONS:
THE EXISTING SITE IS A DEVELOPED LOT IN AN APPROVED MANUFACTURING
SUBDIVISION.
SOILS:
EXISTING SOILS ARE FAT CLAYS AND LIMESTONE OUT-CROPPINGS. THERE ARE THREE
POTENTIAL SINK HOLES ON SITE.
CLEARING :
LIMITS OF CLEARING AS SHOWN ON THE DRAWINGS SHALL BE STRICTLY ADHERED TO.
AREAS OUTSIDE OF THE LIMITS OF CLEARING AND GRADING ARE TO BE PRESERVED AS
NATURAL OPEN SPACE, AND SHALL NOT BE DISTURBED. SEE LANDSCAPE PLAN.
EXISTING TREES TO REMAIN SHALL NOT BE DAMAGED BY CONSTRUCTION.
EROSION CONTROL PROGRAM
1. CLEAR ONLY AREAS NECESSARY TO INSTALL EROSION CONTROL MEASURES. EROSION
AND SEDIMENT CONTROL MEASURES ARE TO BE INSTALLED AT THE START OF
CLEARING AND GRADING. INSPECTION BY FREDRICK. CO. REQUIRED PRIOR TO
ULTIMATE CLEARING AND GRADING.
2. EROSION AND SEDIMENT CONTROL MEASURES SHALL BE MAINTAINED UNTIL ALL
GROUND DISTURBING ACTIVITY CEASES AND PERMANENT STABILIZATION OF
DISTURBED AREAS IS COMPLETE.
3. EROSION AND SEDIMENT CONTROL MEASURES SHALL CONFORM TO CURRENT VIRGINIA
EROSION AND SEDIMENT CONTROL HANDBOOK STANDARDS AND SPECIFICATIONS
NUMBERS SHOWN IN THE LEGEND, OR AS INDICATED BELOW.
EROSION AND SEDIMENT CONTROL MEASURES:
1. A CONSTRUCTION ENTRANCE SHALL BE MAINTAINED FOR THE DURATION OF ALL LAND
DISTURBING ACTIVITIES AS SHOWN ON THE PLANS.
2. SUPER SILT FENCE SHALL BE INSTALLED AS SHOWN ON THE PLANS.
3. ALL AREAS DISTURBED BY CONSTRUCTION SHALL BE PERMANENTLY STABILIZED
IMMEDIATELY FOLLOWING FINISH GRADING BY SEEDING AND MULCHING, STD. &
SPEC. 3.32 & 3.35
4. BARE SOIL SURFACES NOT AT FINISH GRADE WHICH WILL BE EXPOSED MORE THAN
14 DAYS ARE TO BE STABILIZED WITH TEMPORARY SEEDING AND MULCHING, STD.

5. WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED PUBLIC ROADS,
PROVISIONS SHALL BE MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY
VEHICULAR TRACKING ONTO THE PAVED SURFACE. WHERE SEDIMENT IS TRANSPORTED
ONTO THE PUBLIC ROAD SURFACE, THE ROAD SHALL BE CLEANED THOROUGHLY AT
THE END OF EACH DAY. SEDIMENT SHALL BE REMOVED FROM THE ROADS BY
SHOVELING OR SWEEPING AND TRANSPORTED TO A SEDIMENT CONTROL DISPOSAL
AREA. STREET WASHING SHALL BE ALLOWED ONLY AFTER SEDIMENT IS REMOVED.
MAINTENANCE:
1. MAINTENANCE OF THE TEMPORARY CONSTRUCTION ENTRANCE SHALL BE AS REQUIRED
TO PREVENT MUD DEPOSITS IN PUBLIC RIGHT-OF-WAY.
2. SEDIMENT SHALL BE REMOVED FROM THE SUPER SILT FENCES AND DISPERSED
ON -SITE WHEN ACCUMULATIONS GREATER THAN ONE FOOT IN DEPTH OCCUR.
3. PERMANENTLY SEEDED AREAS ARE TO BE RESEEDED WHEREVER GROUND COVER HAS
NOT BEEN ADEQUATELY ESTABLISHED TO PREVENT EROSION.

ACTIVITY 1.
INSTALL CONSTRUCTION ENTRANCE WITH WASH RACK. SUPER SILT FENCES AS SHOWN ON THE
PLANS. INSPECT EROSION CONTROLS AND RECEIVE FREDRICK COUNTY APPROVAL TO PROCEED.

ACTIVITY 2.
MAINTAIN CONSTRUCTION ENTRANCE AND WASH RACK. COMPLETE REQUIRED FILL AND
GRADING SHOWN IN THE PLANS.
ACTIVITY 3.
AS SOON AS PRACTICABLE ROUGH GRADE THE AREA SURROUNDING THE STRUCTURE AND
STABILIZE.
ACTIVITY 4.
FINE GRADE AND STABILIZE SITE.
ACTIVITY 5.
AFTER VEGETATIVE STABILIZATION OF ALL DENUDED AREAS, AND WITH THE APPROVAL OF
THE FREDRICK COUNTY EROSION AND SEDIMENT CONTROL INSPECTOR, REMOVE ANY REMAINING
E & S CONTROLS.
LAND CONSERVATION NOTES
1. NO DISTURBED AREA WILL REMAIN DENUDED FOR MORE THAN 14 CALENDAR DAYS
UNLESS OTHERWISE AUTHORIZED BY THE DIRECTOR OR HIS AGENT.
2. ALL EROSION AND SEDIMENT CONTROL MEASURES ARE TO BE PLACED PRIOR TO OR
AS THE FIRST STEP IN GRADING. FIRST AREAS TO BE CLEARED ARE THOSE REQUIRED
FOR THE PERIMETER CONTROLS.
3. ALL STORM AND SANITARY SEWER LINES NOT IN STREETS ARE TO BE MULCHED AND
SEEDED WITHIN 5 DAYS AFTER BACKFILL. NO MORE THAN 500 FEET ARE TO BE OPEN AT
ANY ONE TIME.
4. ELECTRIC POWER, TELEPHONE AND GAS SUPPLY TRENCHES ARE TO BE COMPACTED,
SEEDED AND MULCHED WITHIN 5 DAYS AFTER BACKFILL.
5. ALL TEMPORARY EARTH BERMS, DIVERSIONS AND SEDIMENT CONTROL DAMS ARE TO BE
MULCHED AND SEEDED FOR TEMPORARY VEGETATIVE COVER IMMEDIATELY AFTER GRADING.
STRAW OR HAY MULCH IS REQUIRED. THE SAME APPLIES TO ALL SOIL STOCKPILES.
6. DURING CONSTRUCTION, ALL STORM SEWER INLETS WILL BE PROTECTED BY INLET
PROTECTION DEVICES, MAINTAINED AND MODIFIED AS REQUIRED BY CONSTRUCTION
PROGRESS.
7. ANY DISTURBED AREA NOT COVERED BY NOTE #1 ABOVE AND NOT PAVED, SODDED OR
BUILT UPON BY NOVEMBER 1ST, OR DISTURBED AFTER THAT DATE, IS TO BE MULCHED
WITH HAY OR STRAW MULCH AT THE RATE OF TWO TONS PER ACRE AND OVER -SEEDED
NO LATER THAN MARCH 15TH.
8. AT THE COMPLETION OF CONSTRUCTION PROJECTS AND PRIOR TO THE RELEASE OF THE
BOND, ALL TEMPORARY SEDIMENT AND EROSION CONTROLS SHALL BE REMOVED AND ALL
DISTURBED AREAS SHALL BE STABILIZED.
9. WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED PUBLIC ROADS,
PROVISIONS SHALL BE MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY VEHICULAR
