All work shall be done in accordance with the current edition of the Virginia Erosion and Sediment Control Handbook and the standards and specifications of the County of Frederick, Virginia. 2, A Frederick County Grading Permit and permit fee are required for this project. A pre -construction meeting with the local program administrator is required prior to commencement of construction of this project. 3. The local program administrator shall be given a one (1) week notice prior to the pre -construction conference, the commencement of any land disturbing activity, and to the final inspection. 4. The contractor is responsible for the installation of any additional erosion control measures as may be deemed necessary by the local program administrator. SEDIMENT AND EROSION CONTROL NARRATIVE 1. Project Description: The development of this project consists of the construction of a new nursery and garden center building; entrance, related driveways, and parking facilities; site grading, nursery stock storage areas, and related site landscaping. 2. Existing Conditions: The overall parcel consists of 63.9255 acres. The proposed nursery complex will be developed on a lease lot, which is part of the parent tract. The lease lot will consist of approximately 2.32 acres. The parent tract is currently being used for agricultural purposes (orchards) and has been developed with a single residential structure, driveway and related parking area, and private service utilities. The parent tract has approximately 1547.70 linear feet of road frontage along Cedar Creek Grade (Route 622) which provides access to the site. The proposed lease parcel will have 230.53 linear feet of frontage. The proposed lease lot has been positioned so that the proposed V.D.O.T. Entrance will coincide with the existing driveway entrance. Secondly, with this central location, the adjoining lot will remain as is and will continue to be used as the existing orchard use. The proposed lease lot site is currently a vacant, posture that is relatively flat and gently slopes in a westerly direction. The proposed development will require some minor grading, only. The existing drainage patterns will remain the some in the post -developed condition as exist in the pre -developed condition. No storm water management is required as part of this proposed development. 3. Adjacent Areas: The proposed lease site has been positioned so that it is centrally located in the parent tract. Therefore, the entire development will be surrounded by the existing agricultural (orchard) use except for the northern boundary. This line coincides with Cedar Creek Grade right-of-way line and is therefore bounded by Route 622 roadway. 4. Soils: The soils map of Frederick County indicates the following soil types exist within this project area. On -site soils have been disturbed previously by the development of the existing residence and apple orchards. 14C: Frederick-Poplimento looms: (7%-15% slopes). Hydrologic soil group B-C, Class 11 Soils. (Approx. 100% of area to be developed) 5. Critical Areas: None. 6. Erosion and Sediment Control Measures: a. Erosion and Sediment Control Measures shall be installed prior to any land disturbing activities. The work shall be confined to the designated limits of construction. For this project, the limits of construction are defined as the lease -line boundary lines and the existing edge of pavement of Cedar Creek Grade (Route 622). b. No disturbed areas shall be denuded for more than thirty (30) days. The contractor shall stabilize all exposed areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural vegetation and/or mulching shall be used to protect areas exposed during development of the site. The existing vegetation along the property lines shall remain in place and be protected during the construction process to the greatest possible extent. c. Soil stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility trenches located outside of paved areas shall be seeded and mulched within two (2) weeks of backfilling. d. Upon completion of construction, all permanent erosion and sediment control measures shall be installed. After stabilization, the temporary erosion control measures shall be removed, as approved by the local program administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized, replanted, and mulched, as needed. e. All properties adjacent to the site shall be protected from sediment deposition. This shall be accomplished by installing perimeter controls such as silt fence barriers and check dams or a combination of such measures, as indicated on the plans. f. The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. 7. Construction Sequencing: PHASE I: 1. Site Preparation: Hand dig test pits over existing utilities to determine their depth and actual locations. - Phase I Controls: 2. Installation of Erosion and Sediment Control Measures: a. Installation of vegetative and tree protection controls around the existing vegetation along the main driveway accessing the site. b. Construction of the construction entrance. c. Installation of the silt fence along the adjacent property lines, as indicated on the plans. PHASE II: 3. Site Construction Sequencing: a. Stripping and removal of the topsoil to its full depth, as needed. b. Rough grading of site. c. Office Building and Greenhouse construction. d. Installation of the proposed utilities. - Phase II Controls. e. Placement of check dams for ditchline protection and installation of the inlet protection. f. Curb and gutter installation. g. Final Grading of site. h. Stabilization of all lawn and slope areas. i. Installation of base and subbase materials. j. Restoration and stabilization of unpaved areas. k. Final paving. I. Remove erosion and sediment controls, as approved by the inspector. 8. Maintenance: The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. All measures shall be inspected daily and after each significant rainfall by the site superintendent or his representative. Any damaged structures shall be repaired or replaced by the end of work that day. a. The construction entrance shall be maintained so as to control the amount of soil materials that may get caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance construction. If this measure fails to properly clean the construction vehicles, then a wash rack must be installed as directed by the local program administrator. b. The rock check dams, inlet and outlet protection devices, and the silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned carefully so as not to release the trapped sediment downstream or on adjacent properties. c. All seeded and sodded areas shall be checked regularly to ensure that a good stand of grass is maintained. Areas shall be repaired, fertilized, and reseeded or resodded, as required. EARTHWORK 1. All work shall be done in accordance with the current edition of the Virginia Erosion and Sediment Control Handbook and the standards and specifications of the County of Frederick, Virginia. 2. A Frederick County Grading Permit and permit fee are required for this project. A pre -construction meeting with the local program administrator is required prior to commencement of construction of this project. 3. The local program administrator shall be given a one (1) week notice prior to the pre -construction conference, the commencement of any land disturbing activity, and to the final inspection. 4. The contractor is responsible for the installation of any additional erosion control measures as may be deemed necessary by the local program administrator. SEDIMENT AND EROSION CONTROL NARRATIVE 1. Project Description: The development of this project consists of the construction of a new nursery and garden center building; entrance, related driveways, and parking facilities; site grading, nursery stock storage areas, and related site landscaping. 2. Existing Conditions: The overall parcel consists of 63.9255 acres. The proposed nursery complex will be developed on a lease lot, which is part of the parent tract. The Lease lot will consist of approximately 2.32 acres. The parent tract is currently being used for agricultural purposes (orchards) and has been developed with a single residential structure, driveway and related parking area, and private service utilities. The parent tract has approximately 1547.70 linear feet of road frontage along Cedar Creek Grade (Route 622) which provides access to the site. The proposed lease parcel will have 230.53 linear feet of frontage. The proposed lease lot has been positioned so that the proposed V.D.O.T. Entrance will coincide with the existing driveway entrance. Secondly, with this central location, the adjoining lot will remain as is and will continue to be used as the existing orchard use. The proposed lease lot site is currently a vacant, posture that is relatively flat and gently slopes in a westerly direction. The proposed development will require some minor grading, only. The existing drainage patterns will remain the some in the post -developed condition as exist in the pre -developed condition. No storm water management is required as part of this proposed development. 3. Adjacent Areas: The proposed lease site has been positioned so that it is centrally located in the parent tract. Therefore, the entire development will be surrounded by the existing agricultural (orchard) use except for the northern boundary. This line coincides with Cedar Creek Grade right-of-way line and is therefore bounded by Route 622 roadway. 4. Soils: The soils map of Frederick County indicates the following soil types exist within this project area. On -site soils have been disturbed previously by the development of the existing residence and apple orchards. 14C: Frederick-Poplimento looms: (7%-15% slopes). Hydrologic soil group B-C, Class 11 Soils. (Approx. 100% of area to be developed) 5. Critical Areas: None. 6. Erosion and Sediment Control Measures: a. Erosion and Sediment Control Measures shall be installed prior to any land disturbing activities. The work shall be confined to the designated limits of construction. For this project, the limits of construction are defined as the lease -line boundary lines and the existing edge of pavement of Cedar Creek Grade (Route 622). b. No disturbed areas sholl be denuded for more than thirty (30) days. The contractor shall stabilize all exposed areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural vegetation and/or mulching shall be used to protect areas exposed during development of the site. The existing vegetation along the property lines shall remain in place and be protected during the construction process to the greatest possible extent. c. Soil stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility trenches located outside of paved areas shall be seeded and mulched within two (2) weeks of backfilling. d. Upon completion of construction, all permanent erosion and sediment control measures shall be installed. After stabilization, the temporary erosion control measures shall be removed, as approved by the local program administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized, replanted, and mulched, as needed. e. All properties adjacent to the site shall be protected from sediment deposition. This shall be accomplished by installing perimeter controls such as silt fence barriers and check dams or a combination of such measures, as indicated on the plans. f. The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. 7. Construction Sequencing: PHASE I: 1. Site Preparation: Hand dig test pits over existing utilities to determine their depth and actual locations. - Phase I Controls: 2. Installation of Erosion and Sediment Control Measures: a. Installation of vegetative and tree protection controls around the existing vegetation along the main driveway accessing the site. b. Construction of the construction entrance. c. Installation of the silt fence along the adjacent property lines, as indicated on the plans. PHASE II: 3. Site Construction Sequencing: a. Stripping and removal of the topsoil to its full depth, as needed. b. Rough grading of site. c. Office Building and Greenhouse construction. d. Installation of the proposed utilities. - Phase II Controls. e. Placement of check dams for ditchline protection and installation of the inlet protection. f. Curb and gutter installation. g. Final Grading of site. h. Stabilization of all lawn and slope areas. i. Installation of base and subbase materials. j. Restoration and stabilization of unpaved areas. k. Final paving. I. Remove erosion and sediment controls, as approved by the inspector. 8. Maintenance: The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. All measures shall be inspected daily and after each significant rainfall by the site superintendent or his representative. Any damaged structures shall be repaired or replaced by the end of work that day. a. The construction entrance shall be maintained so as to control the amount of soil materials that may get caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance construction. If this measure fails to properly clean the construction vehicles, then a wash rack must be installed as directed by the local program administrator. b. The rock check dams, inlet and outlet protection devices, and the silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned carefully so as not to release the trapped sediment downstream or on adjacent properties. c. All seeded and sodded areas shall be checked regularly to ensure that a good stand of grass is maintained. Areas shall be repaired, fertilized, and reseeded or resodded, as required. EARTHWORK 1. Final Grading, together with placement and preparation of topsoil for the driving range is shown on Sheet 4. Calculate the mass earthwork prior to construction to insure a balanced site. 2. Excavation consists of removal of material encountered to the appropriate subgrade elevations indicated and subsequent disposal of materials removed. Unauthorized excavation consists of removal of materials beyond indicated subgrade elevations or dimensions without specific direction of Engineer. Unauthorized excavation, as well as remedial work directed by Engineer, shall be at Contractor's expense. 3. Retain the services of a qualified geo-technical engineer to insure that all fill operations occur in accordance with the specifications and good engineering practice. Contractor sholl employ and pay for a qualified independent geo-technical testing laboratory to perform soil testing and inspection service during earthwork operations. To qualify for acceptance, the geo-technical testing laboratory must demonstrate to Engineer's satisfaction, based on evaluation of laboratory -submitted criteria conforming to ASTM E 699, that it has the experience and capability to conduct required field and laboratory geo-technical testing without delaying the progress of the Work.
