The Department of Planning & Development will review the application to ensure that it is complete prior to accepting it. If any portion of the application is not complete, it will be returned to the applicant(s). (1) One (1) set of approved comment sheets are required from each relevant review agency prior to final approval of a site plan. It is recommended that applicants contact the Department of Planning & Development to determine which review agencies are relevant to their site plan application. Pumphrey, Sr., P.E. 122 Waterside Lane Cross Junction, VA 22625 Re: Approval of (minor) Site Plan #21-04, Gore Volunteer Fire & Rescue Company #14 Property Identification Numbers (PINs) 27-A-88, 27-A-89B, 27-A-83A, and 27-A-88A (Parcels Were Consolidated On July 15, 2004) (Zoning District: RA) Dear Bob: The Frederick County Department of Planning and Development administratively approved the above -referenced site plan on August 9, 2004. This site plan is approved for the construction of a 3,136 square foot building addition to the rear of the existing Gore Volunteer Fire & Rescue Building. All requirements of the Frederick County Zoning and Subdivision Ordinance have been satisfied in the approved site plan. Furthermore, all relevant review agencies have reviewed and approved the site plan. I am providing you with three (3) copies of the approved site plan. Please forward these copies to the property owner and/or other appropriate persons. Please inform the property owner that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. No. 14 Dear Mr. Camp: Submitted herewith, for signature approval, are five (5) copies of the final Minor Site Plan for Gore Volunteer Fire & Rescue Co. No. 14. Also submitted are the Request for Site Plan Comments Forms received from FC- Winchester Health Department; FC Permits & Inspections Department; FC Fire & Rescue Department and FC Engineering Department. Comments from the above departments: • FC-Winchester Health Dept.: Have no objections as long as water or sewage quantities remain the same and are not increased. Also noted that chemicals, cleaning materials, etc. should not be put down sinks. (Response- No increase in W & S quantities. Gore V F & R will put signs to this effect at sink locations). • FC Permits & Inspections Dept.: Buildings shall comply with VA. Statewide Building Code; existing bldg. to have asbestos inspection, comply with ADA 20% rule; egress doors accessible to min. exterior area for assisted rescue; special inspections required during construction. (Response-, All comments apply to building design/construction and not the Site Plan. These requirements will be required for the Building). All HC parking spaces and unloading shall not slope greater tan 2% (Response- Proposed or existing HC spaces and unloading were field checked and vary from 1.6% to 2.5% and considered in an acceptable range for compliance.) • FC Engineering Dept.: No comments. Noted Land Disturbance Permit is not required. • FC Fire & Rescue Dept.- Office of the Fire Marshall: Basically approved with no comment. Noted that Fire Lane is required (Response: Provided ). • Page 2- Site Plan, Gore V F & R In addition to the above, FC Dept. of Planning & Development required the four (4) parcels of land belonging to the Gore Vol. F & Co. No. 14 to be consolidated into one (1) Plat. The documents to affect this consolidation were prepared by Marsh & Legge, Land Surveyors, P.L.C.; signed by S. Mashall Pugh, President, Gore V F & R Co. and recorded by the FC Clerk of the Circuit Court on July 15, 2004. It will be appreciated if you would e-mail me when the approval signature is completed. Renovation of the existing structure shall require an asbestos inspection according to the USBC section 112.1.4 if constructed prior to Jan 1, 1985. HC parking spaces and unloading shall not slope greater than 2% across area. Please confirm slopes are in compliance on the accessible route from the parking to the structure. Section 3409.6 (ADA 20% rule) of the IBC shall apply for the addition and renovation. All required egress doors shall be accessible to a min. exterior area for assisted rescue, section 1003.2.13.7.IBC . Building Addition Property Identification Numbers (PINS) 27-A-88, 27-A-89A, 27-A-83A, and 27-A-88A Dear Bob: Staff is in receipt of the site plan for the above -referenced project, accepted on April 14, 2004. At this time, the site plan is denied until the following comments are adequately addressed. Review Comments: 1 ! Rear Setback. A boundary line adjustment or a lot consolidation appears to be necessary to ensure that the required rear setback is provided. The Zoning Ordinance requires a rear setback of at least 50 feet in the Rural Areas Zoning District provided that the adjoining parcels are not used for agriculture or an orchard. The current setback appears to be legally nonconforming. Expansions to legally nonconforming structures are only permitted if the expansion does not increase the degree of nonconformity. The fact that the adjoining parcels are owned by the Gore Fire Department does not eliminate this requirement. Please provide this minimum setback as required. A copy of the legally recorded plat will be necessary prior to approval of the site plan if a boundary line adjustment or consolidation is submitted. 2) Agency Comments. Agency comments are needed from the Department of Building Inspections Department, the Health Department, the Fire Marshal, and the Department of Public Works.
