The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review

Upon review of the revised site plan dated September 14, 2004, all of our previous
comments have been addressed. As previously discussed in our meetings, it will be necessary to
construct the off -site drainage improvements as a first step in the site development process for any
of the subject lots in the Westview Business Center that drain .within the watershed area.
Therefore, we reconlnlend approval of the subject site plan.

The Frederick County Department of Planning and Development administratively approved the
above -referenced site plan on October 1, 2004. The site plan is approved for the construction of an
office/warehouse of 129,400 square feet, with 5,000 square feet of office space. This site plan calls
for a total of 41 parking spaces and 44 loading spaces. I have provided you with a copy of this
approved site plan. Please forward copies of this site plan to the owner(s) and apppropriate
representative(s). An approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office to
schedule an on -site inspection. Please disregard letter dated March 15, 2004.

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S
(Storage) of the International Building Code/2000. Other Code that applies is CABO A117.1-98
Accessible and Usable Buildings and Facilities.
The exterior wall shall have a min. 60' to property line to be considered a unlimited area building.
Please check section 507 Unlimited Area Buildings 2000 IBC.
HC parking appears to be in compliance provided the space is labeled van accessible. All required
egress door shall be accessible and area of rescue can be utilized on the landings at the loading
docks provided the exterior wall is fire rated per section 1003.2.13.7 Exterior area for assisted
rescue.
Design Professional lic. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils,
concrete, steel ect.)

management facility. There are a series of culverts, a long driveway, a sinall pond and
hollles that are situated alorig the dowllstl'cain challllel, I11 accordance with Mllllllll1111
Standard 19, an adequate channel shall be provided for the discharge from the proposed
stormwater pond. It will be necessary to provide the downstream analysis, cross -sections,
etc. to ensure that the properties located downstream will not be negatively impacted.
2) A comprehensive review of the site plan will occur once the stormwater issue has been
resolved.
Once these comments have been addressed, submit two (2) copies of the site plan and stormwater
analysis for further review.

Dear Mr. Richardson:
Staff is in receipt of the site plan for the above -referenced project, accepted on April 1, 2004. At this
time, the site plan is denied until the following comments are adequately addressed.
1. Loading Sppaces. Please provide loading space calculations and show all loading spaces. Is the
rear area one building anticipated to be used for loading and unloading? What type of vehicles
will be using the bay doors in the front of the building? It would appear that large trucks would
not be able to maneuver properly if the front bay doors are used for loading. Please ensure that
there is adequate maneuvering ability for trucks for all loading spaces.
2. Parking Islands. Please provide a nine (9) foot wide landscaped raised island at the end of all
parking bays.
3. Future Site Plan. What is meant by future site plan? Please remove this notation and all other
information, or provide a narrative which clearly states that a site plan is required to be approved
by Frederick County prior to any development of this property.
4. Lighting. Please provide a statement that all future lighting shall be shielded and or directed
downward to prevent glare onto adjoining properties or roads.
5. Dum ster Pad and Dumpster Screen Details. Please change the reference that the dumpster
pad details are located on page 10. The details are actually shown on page 11.
6. Curb & Gutter. Please be aware that curb and gutter is not required by planning staff for the
"entire" site, as shown on the proposed site plan.
Once you have adequately addressed all of these comments, please resubmit a cop for my review. I will
need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following a encies: The Frederick County Department of
Building Inspections, The Frederick County Fire Marshal, The Frederick County Engineer, The
Frederick County Sanitation Authority, The Frederick County Airport Authority, and the Virginia
Department of Transportation.
