Clifford & Associates, Inc. 200 North Cameron Street Winchester, VA 22601 RE: Approval of Appleland Sports Center Site Development Plan (#37-99) Property Identification Number (P.I.N.): 64-A-80I Dear Steve: The Frederick County Department of Planning and Development administratively approved the above -referenced site plan on February 14, 2000. This site plan, for the expansion of a commercial recreation facility, meets all County requirements for development within the RA (Rural Areas) Zoning District. Furthermore, the site plan conforms with the conditions associated with Conditional Use Permit (CUP) #005-98, which was approved by the Board of Supervisors on October 14, 1998. Specifically, the proposed expansion will include a thirty-two (32) tee golf driving range, a nine (9) hole Par-3 golf course, a concession stand, and a twenty-four (24) vehicle go-cart racing facility to include a sales and equipment storage building. The site plan also delineates the addition of a paved parking area consisting of eighty-five (85) spaces, which will be complemented by concrete sidewalks and perimeter landscaping. It is important to note that further expansion of the Appleland complex beyond those uses referenced in this letter will require approval of a revised site plan Furthermore, as per the letter from Karl E. Evans dated February 9, 2000, Health Department approval must be obtained prior to the operation of the proposed concession stand. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. Due to the following items, this office cannot properly evaluate the Site Plan proposal as well as comment either negatively or positively: In my letter dated April, 9, 1999 to Mr. Gregory, I noted that based on the engineering study completed by Mr. Sutherland there is an additional 138 gallons per day of wastewater capacity for the sewage disposal system (total of 730 gallons per day) that was permitted on 2-19-99. The letter further states that the capacity of 138 gallons per day should support a seasonal food stand for "ice cream" or "food" along with 2 employees. As this water usage is very critical, I am requesting a specific proposal for the concession stand that must include proposed equipment, menu and hours of operation. When this information is received, I can properly evaluate the information and determine if the proposal meets the Virginia Sewage Handling & Disposal Regulations as well as properly comment on the site plan. Clifford & Associates, Inc. 200 North Cameron Street Winchester, Virginia 22601 RE: Appleland Sports Center, Site Development Plan #37-99 Dear Steve: I have had the opportunity to review the revisions to the above referenced site plan submitted to our department on November 4, 1999. The following comments are offered and should be addressed during further revision of this site plan. Please identify the use, zoning, and Property Identification Number (PIN) of all adjoining properties to include those located across the Route 11 right-of-way. 2. In the Project Summary, please state the rear and side setback requirements applicable to principal structures in the RA (Rural Areas) Zoning District. Furthermore, the 15' setbacks indicated in this table should be clarified to reflect their applicability to accessory structures and uses. Insomuch as the various components of the complex comprise the principal use of the parcel as a commercial recreation area, it is problematic to apply the accessory use setback to several of the proposed additions. Indeed, given the fact that the complex is expanding onto both parcels, it is recommended that the lots be consolidated to ensure conformance with all applicable setback standards. Furthermore, please state the parking setback required for the proposed development. 3. Please include a statement in the Project Summary that stipulates the applicability of the provisions of Section 165-30 of the Zoning Ordinance to all signs installed on the site. 4. Please provide a detail of the outdoor lighting proposed for the facility, the location of which appears to be shown via the label "MLP." A statement should be added to the Project Summary indicating that all outdoor lighting will be controlled to prevent glare from impacting adjoining properties and the Route I I right-of-way. 107 North Kent Street - Winchester, Virginia 22601-5000 1 Page 2 Mr. Stephen M. Please specify the height of all buildings and structures on the site plan as well as in the Project Summary. Such information should also be provided for existing and proposed structures not located within Phase II of the complex, to include the "decked" driving range. Such information may be provided on the site phasing plan should ample space not be available on the site development plan. 7. Please provide an inventory of the floor area of all proposed and existing buildings in the Project Summary. Such information should accurately reflect the specifications shown on the site development plan for Phase II as well as the proposed building expansions indicated within Phase I on the site phasing plan. 8. Please specify the size of the water main shown adjacent to the subject parcels. A note should be added to the site development plan confirming the underground placement of all utilities serving Phase II development. 9. Please note that the parking standard applicable to golf courses is six (6) spaces per hole. It has been determined by the Zoning Administrator that a Par 3 golf course is also subject to this requirement. It is therefore necessary to modify the parking tabulation to accurately reflect this standard. Should the required parking spaces associated with the Par 3 golf course not be included with this phase of development, submission of a revised site plan will be necessary prior to operation of this attraction. 10. Please ensure that the row of four (4) parking spaces includes concrete wheelstops to prevent obstruction of the adjacent pedestrian walkway. 11. In the Project Summary, please state the number of handicapped accessible parking spaces that are both required and provided with the proposed development. 12. Please provide a profile of the landscaped berm shown adjacent to the Route 11 right-of-way. In accordance with condition #10 of CUP #005-98, an increased setback area containing vegetative screening must be provided from the Route 11 right-of-way. Please supplement the perimeter parking lot landscaping proposed within the front setback area with additional plantings to ensure conformance with the requirements of this condition. 0 Page 3 Mr, Stephen M. The information that I received does not include dimensions of the structure or a preliminary menu for the operation. I do want to bring to your attention that the site plan dated 6/30/99 indicates a 15' x 50' structure for the food service. The photos of the concession trailer appear to indicate that the structure is much smaller. I would like to open our go-cart facility on a limited basis, using our existing Appleland Sports Center facilities, while we wait for our contractor, E. R. Neff, and our engineer G. W. Clifford & Associates, Inc. to complete. To complete the go-cart facility, we have done extensive site planning and expect to have as -built survey complete this week, for final plan has had an initial review and is now awaiting this as -built survey data to complete your comments. As you know, we have had to survey the entire property and prepare a site plan for the entire Appleland complex just to get the go- cart facility approved. Final site is expected to take approximately 4 to 6 weeks, depending upon the weather. We need to complete the parking lot, install the fire hydrant, complete landscaping and seeding and finish the sidewalks. We expect the costs associated with these tasks to be approximately $25,000.00. I will issue a letter of credit to Frederick County to cover the above site improvements and allow the go-cart to use the existing Appleland facilities while we operate the go-cart track on a limited basis.
