This site plan, for the development of a 25,480- square -foot commercial printing and publishing facility, meets all County requirements for development within the M1 (Light Industrial) Zoning District. Specifically, the site plan delineates the construction of one industrial building consisting of 21,000 square feet of warehouse space and 4,480 square feet of office area. The facility will be served by two (2) loading spaces and seventy-three (73) parking spaces, of which five (5) will be designed for handicapped use. The site plan also includes the provision of a zoning district buffer (category B), as well as perimeter parking lot landscaping that consists of both shade trees and evergreen hedgerows. It is important to note that a bond or irrevocable letter of credit must be secured to ensure completion of the curb and gutter required along the perimeter of the parking area should expansion of the lot not occur within two years of occupancy. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please ensure that the engineer's certificate is signed. 2) Please identify the use, zoning, and Property Identification Number (PIN) of all adjoining properties that are located across the Independence Drive right-of-way. 3) Please delineate the location of all parking lot setbacks on the site plan. 4) Please delineate the dimensions of the proposed building -mounted sign that is shown on the site plan. If such dimensions are unknown, a statement should be added to the site plan regarding the applicability of the sign standards of the Frederick County Zoning Ordinance to all signage installed on the subject property. 5) Please state the gross floor area of the proposed facility in the Project Information table. This figure should reflect the sum of the floor areas indicated on the site plan for the respective uses of the building (21,000 sq ft./warehouse + 4,480 sq. ft../office = 25,480 sq. ft.). 6) Please indicate the size of the existing sanitary sewer line located adjacent to the subject parcel and delineate the width of the associated lateral. In the Landscape Calculations, please modify the text to read "perimeter" rather than "exterior". In consideration of the existing trees to be preserved, the "perimeter required" figure should be qualified as "additional". Furthermore, the number of perimeter shade trees provided should be increased to 18 with a notation indicating the preservation of 6 existing shade trees. On the Landscape Plan, please delete all trees that are not planned for preservation. It is important that a total of 26 shade trees (18 perimeter/8 interior) be provided that are intended exclusively as parking lot landscaping. Please add a column of data to the Landscape Schedule specifying the spacing of all proposed plantings. The spacing of shrubs comprising the required parking lot screen should not exceed 3.5' - 4.0' o.c. 10) Please relocate the opaque fence proposed as part of the full screen component of the required category B zoning district buffer. Specifically, this device must be located along the "interior" boundary of the landscape screen, as opposed to its present location on the property line. Furthermore, a note should be added to the site plan specifying that the finished side of the fence must face the adjoining properties. The profile of the wood fence provided on the details sheet should be clarified to indicate the proposed use of such fencing as both an enclosure for the outdoor trash receptacle and element of the required zoning district buffer. It is recommended that the plant symbols used on the detail of the landscape screen be modified to better distinguish the variety of plantings proposed. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. The property is bounded by Independence Drive to the south, residential property to the north and remaining Business Centre property to the east and west. This site will be served by two stormwater management dry ponds. The existing pond to the west will receive flow from 2.0 acres of this site and the pond to the east, proposed with this site plan, will receive flow from the remaining 3.0 acres. The existing pond was constructed by the site plan prepared for Lot 5 and the computations accounted for development on the portion of this site which drains to it. The proposed pond was designed to account for the increase in runoff from the entire drainage area. This includes a portion of the Westview Business Centre (Lot 9 and remaining land to the east) and the residential property to the north (see drainage map). The Rational Method was used for runoff computations and shows that the increased peak flow for the entire 10.1 acres draining to the proposed pond is 24 cfs and 30.7 cfs for the 2- and 10-year storms respectively. The c-factor for future development was assumed to be 0.75 for the entire drainage area. The pond routings show that for every storm (2-, 10- and 100-year) the release rate is less than that of the 2-year pre -development flow (16 cfs). Therefore, stormwater management is satisfied for the portions of the properties which drain to the proposed pond.
