Mohn;` knner II Subject: Pruitt Corporation, Airport Business Parc, Building A: Entrance Spacing Reduction Request Date: October 22, 1999 Nature of Request: The Planning Commission has received a request from Mr. John Lewis, on behalf of the above referenced development, to permit a reduction in the entrance spacing requirements. A site plan was approved for this project on August 20, 1999, and construction commenced immediately thereafter. The approved site plan delineates two (2) entrances to the facility, which occur from AirportRoad and Admiral Byrd Drive, respectively. As approved, the Airport Road entrance would be located 150' to the east of the existing entrance to the Children's Services of Virginia, Inc. office complex. The minimum driveway spacing along major collector roads with a posted speed limit of 35 mph or less is 150'. The applicant is seeking a waiver of this requirement to facilitate revision of the approved site plan to locate the Airport Road entrance 100' from the driveway serving the Children's Services of Virginia, Inc. facility. Planning Comnrtissioti Authority: Pursuant to Section 165-29B(1) of the Zoning Ordinance, the Planning Commission may allow other means of motor vehicle access which do not meet the minimum entrance spacing requirement. Such means may involve the use of entrances which physically limit or restrict left turns, methods which ensure one-way travel, or other methods. The proximity of the proposed entrance to the Children's Services of Virginia, Inc. complex creates an opportunity for more vehicles to enter the roadway within a shorter distance, arguably compromising the safety and efficiency of the traffic flow on Airport Road. Stuff COitclusion: The Planning Commission has the authority to reduce the distance between entrances when methods of controlling motor vehicle access that promote safe and convenient access to and from the site are implemented. The applicant has not proposed an alternative design which controls access, advances safe and convenient access to and from the site, and promotes efficient travel along Airport Road. Due to the absence of such alternatives, the criteria established by the Zoning Ordinance to enable a waiver of the entrance spacing requirements applicable to this project have not been satisfied. Design Recommendation: In accordance with the criteria of the Zoning Ordinance, it may be appropriate to favorably consider this waiver request should the applicant choose to implement the following alternative methods of access: Limit access via the proposed entrance to truck traffic only. Such restriction will directly improve the safety of the entrance by eliminating the conflict possible between vehicle types, prohibiting diving movements into the parking lot, and reducing the volume of traffic accessing the site in close proximity to the Children's Services of Virginia, Inc. complex. Install a second entrance to the facility from Airport Road dedicated exclusively to car access. This entrance should be aligned directly with either of the existing entrances to Pegasus Business Center. The provision of such an entrance would ensure that car access to the facility would not be limited to Admiral Byrd Drive upon restriction of the proposed entrance to truck traffic. We currently have an approved Site Plan and the facility is under construction. The enclosed site plan shows a variation of the access drive location from Airport Road. As shown on this plan, the access drive does not meet the nlininlunl spacing for access on major collector roads for industrial entrances of 150'. The driveway into Virginia Children's Services on the opposite side of the road is 100' west. This condition is an apparent violation of Section 165-29.A.6 of the Zoning Ordinance. I request a reduction of the 150' requirement to 100' for this drive for the following reasons: l . This entrance is designed to acconlnlodate Senll-trUCk and trailer traffic. Trucks will enter the drive and proceed to the loading area at the rear of the building. The straight alignment of the drive aisle to the point of access allows for the best truck maneuvering into the site. It will also promote the shortest amount of tinge required for truckS to move fi-onl Airport Road. 2. Truck traffic departing the loading area will generally use the Admiral Byrd Drive access. Trucks leaving Bays M, N and O will not be able to turn out to the western entrance sue to a lack of maneuvering space. As this area continues to develop, there will be a traffic signal installed at the intersection of Admiral Byrd Drive and Airport Road. The signal will encourage west bound traffic to use the Admiral Byrd Drive access. 3. This entrance configuration was reviewed and approved by VDOT prior to final revisions. This site plan, for the development of a 150,000- square -foot flex -tech facility, meets all County requirements for development within the M 1 (Light Industrial) Zoning District. Specifically, the building is designed to principally accommodate warehouse activities which may be complemented by accessory retail and office uses. As noted on the site plan, the maximum gross floor area permitted for an individual flex -tech unit is 20,000 square feet, of which at least 75% must be devoted to the primary warehouse use. The facility will be served by 28 loading spaces and a parking lot consisting of 265 parking spaces, of which eight will be designed for handicapped use. Furthermore, the site plan includes the provision of both perimeter and interior parking lot landscaping consisting of shade trees, as well as evergreen hedgerows. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. I have also marked the enclosed plan for your use. 1) Please modify the title of the proposed development to reflect the correct name of the host industrial park. Specifically, the subject property is located within Airport Business Center, rather than Airport Business Parc. 2) On the vicinity map, please change the road name for Route 522 from Front Royal Road to Front Royal Pike. 3) On the 1 "=200' scale version of the plan, please provide the Property Identification Number (PIN) applicable to each parcel adjoining the site. Specifically, the area of each unit allocated for either retail or office use must be shown on the layout plan in addition to the minimum area required for the primary warehouse use(s). Furthermore, please provide a break -down of the gross floor area stated in the General Notes to identify the minimum floor area devoted to warehouse use(s) (112, 500 square feet) and the maximum floor area permitted for accessory retail and office uses (37,500 square feet). The maximum proposed unit size must also be stated. 11) Please state the route number associated with Airport Road on the layout plan (Route 645). 12) As you may be aware, the Eastern Road Plan for Frederick County was updated effective June 8, 1999. This document identifies Airport Road (Route 645) as a major collector road. Therefore, in accordance with Section 165-29A(6) of the Frederick County Zoning Ordinance, the minimum spacing for industrial entrances along this right-of-way is 150 feet. The proposed entrance to the subject property from Airport Road is shown less than 150 feet from the existing entrance to the Children's Services of Virginia, Inc. office facility. Please relocate the proposed entrance to ensure that it is separated by a minimum of 150 feet from all existing entrances on Airport Road. 13), Please include a statement on the site plan confirming the underground placement of all utilities on the subject property. In this case, the most intensive combination of uses with regard to parking standards would involve 75% warehouse use (112,500 square feet/75 employees) and 25% retail use (37,500 square feet). The parking requirements for such uses are 1 space per employee and 1 space per 200 square feet of floor area, respectively. Therefore, the proposed facility would require provision of a minimum of 263 parking spaces. Please revise the parking calculation section of the General Notes in accordance with flex -tech regulations. It is noted that the relocation of the Airport Road entrance may require deletion of several parking spaces. Please ensure that all information pertaining to provided parking is adjusted accordingly. 16) Please identify the dimensions of all proposed loading spaces. 17) Please provide ramps immediately between all handicapped parking spaces to ensure direct access to the sidewalk. As presently shown, access from several handicapped spaces to the sidewalk is not possible without traversing the travel aisle to reach a ramp. 18) On the 1 "=200' scale version of the plan, please delineate the location of the referenced Environmental Corridor Easement. 19) Please modify the required landscaped area tabulation to reflect the correct acreage of the subject property (62.4197 acres). The calculation should also state the quantity of shade trees required to satisfy interior and perimeter parking lot landscaping standards. The required number of shade trees should total 84 (56 perimeter/28 interior). However, both the Plant List and landscaping plan provide for only 82 shade trees. Please include the two (2) additional shade tree plantings on the landscaping plan to ensure conformance with the parking lot landscaping requirements of the Zoning Ordinance. Please ensure that the quantities stated in the Plant List correspond accurately with the plantings shown on the site layout plan. Specifically, it appears that 105 Japanese barberry plantings and 78 Japanese holly plantings have been provided on the plan rather that the respective quantities of 98 and 73 stated in the Plant List. Furthermore, please ensure that the botanical name provided for the proposed sugar maple planting(s) is spelled correctly (Acer saccharum). The height at time of planting should be provided as the size for the Japanese barberry, rather than the container volume.
