Dear David:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on April 4, 2000. This site plan, for the phased construction of a 157,016- square -
foot warehouse/office facility, meets all County requirements for development within the M1 (Light
Industrial) Zoning District. The warehouse use will comprise 149.526 square feet of the total building
area, while the office use will account for 7,490 square feet. One -hundred -sixty (160) parking spaces have
been provided, including seven (7) handicap accessible spaces. Adequate perimeter and interior
landscaping have also been provided. Finally, in accordance with Section 165-28(D), all loading areas will
be paved.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner
should ensure that an approved copy is maintained on the construction site throughout the development
process. Once site development has been completed, the owner should contact this office to schedule an
on -site inspection.
Please do not hesitate to contact me should you have any questions or need for elaboration regarding this
letter.

Dear David:
I have had the opporthmity to review the revised site plan which was submitted to our department on
March 15, 2000. The following comments should be addressed and included in a revision of this site plan.
In accordance with Section 165-28(D) of the Frederick County Zoning Ordinance, please ensure that
access to loading spaces via driveways and aisles meets the requirements for parking lots as specified
by Section 165-27(E)1. Specifically, the gravel loading areas should be paved.
2. Please insure that the figures in the landscape tabulation correspond to the figures in the project
information. Furthermore, please ensure that all calculations are based on the correct acreage of the
parcel (i.e. impervious surface, parking, F.A.R., etc.).
Please provide dimensions and specifications for all disabled parking spaces and ramps.
The parking calculation indicates that the number of spaces provided is 163. However, the site plan
appears to provide only 160 spaces. Please ensure that this discrepancy is corrected. Please ensure
that the number of handicap spaces provided is seven (7).
The minimum width for two-way traffic aisles in parking areas is 22 feet. All parking aisles appear
to meet this requirement with the exception of the south entrance on Sheet 2c. Please ensure that this
aisle width is increased to at least 22 feet.
Given the anticipated change from gravel to paving in the loading areas, please submit a copy of the revised
plan to the Frederick County Engineer for a second review. After you have revised the site plan, please
resubmit one copy so that I may verify the information contained on the plan. If you have any questions or if
any of the numbered items are unclear, do not hesitate to contact me.

The accompanying plat represents a division survey of a portion of the land conveyed
to Lenoir City Company of Virginia by deed dated .January I, 1968 of record in the office
of the Clerk of the Circuit Court of Frederick County, Virginia in deed book 344 at page
235. The portion of said land herein described is hereafter to be known as Lot 28 —
Stonewall Industrial Park and is situated on the northeast quadrant of the intersection of
McGhee Road (Va. Route 861) and Kentmere Court (Va. Route 869) within the
development known as Stonewall industrial Park in Gainesboro Magisterial District,
Frederick County, Virginia and is more particularly bounded as follows:
LOT 28
Beginning at a 3/4" iron rebar found at a point of curvature in the northern boundary of
McGhee Road (see deed book 842, page 1 126), corner to Lot 29 (see deed book 743,
page 1300); thence with said road boundary
861.79' along the arc of a curve to the left, having a radius of 930.00' and a chord
bearing N 67°02' 17" W for a distance of 831.29' to a %" iron rebar & cap set at a point
of reverse curvature and at the intersection of said road boundary with the northeastern
boundary of Kentmere Court; thence with said second road boundary for the following
two courses:
63.39' along the arc of a curve to the right, having a radius of 50.00' and a chord bearing
N 57015'55" W for a distance of 59.23' to a %" iron rebar & cap set at a point of reverse
curvature; thence
188.85' along the arc of a curve to the left, having a radius of 780.00' and a chord

This is to acknowledge receipt of your revised plans dated 10/11/99 for the referenced
project. The plans appear satisfactory and are approved. Please advise the developer
accordingly.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the
attendance of the contractor, various County agencies and VDOT prior to initiation of
work.
• Materials used and method of construction shall apply to current observed VDOT Road
& Bridge Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist
such that additional measures are warranted, such measures shall be completed to the
satisfaction of the Department prior to inclusion into the Secondary Road System.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the
street to a pipe or drainage easement.
• The contractor shall notify VDOT when .work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for inspections.

• The appropriate land use permits shall be obtained before any work is performed on the
State's right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
• Any entrances constructed from the referenced street(s) shall meet VDOT minimum
standards. This is the developer's responsibility.
• 1 suggest any utilities and/or storm sewer placed within the proposed right-of-way be
backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility
of any pavement settlement.

Dear David:
I have had the opportunity to review the above referenced site plan submitted to our department on
July 30, 1999. The following comments should be addressed and included in a revision of this site
plan. The submitted plan is also marked with these comments. Please note the addition to statement
#12 that did not appear on the facsimile you received.
Please provide a space labeled "Approved by the Zoning Administrator" for the approval
signature and date of approval. In addition, provide a note under the approval box reading
"Site plan shall be valid for five years from date of approval."
2. Please provide the use, zoning, and Property Identification Number (PIN) of all adjoining
properties.
3. Please provide survey coordinates for the subject parcel.
4. Please label all of the parking and building setback lines shown on the site plan in
correspondence with the dimensional standards stated in the Project Information table. Such
setback lines must be provided for all applicable setbacks and should be clearly delineated on
the site plan. Note that the parking area in the southeast corner of the subject parcel
encroaches into the 25-foot setback.
Please show the location of all proposed sidewalks and pedestrian ways. If none are
proposed, please provide a statement to that effect on the site plan.
6. Please show the location of all proposed outdoor trash receptacles and provide a detail of the
structure required for their enclosure.
7. Please state the height of the proposed buildings in terms of feet, rather than stories. The
actual planned height of each phase of building must be stated.

8. Please provide a floor area ratio (FAR) calculation for this project. Please provide a table
specifying the floor area proposed for each phase of development. Such information should
be further broken down by use within each phase. The total floor area for all three phases
should be stated and subsequently used in the FAR calculation.
9. Please provide the name, number, and posted speed limit of all existing streets located
adjacent to the subject parcel. Specifically, the posted speed limit on McGhee Road is 35
mph. Lakeview Circle (no identified route number) and Kentmere Court (Route 869) should
also be identified on the site plan. These streets do not have a posted speed limit. Finally,
please correct the spelling of McGhee Road.
10. Please provide the dimensions of all proposed entrances from the public right-of-way. In
addition, please show the location of all existing entrances on adjoining roads within 200 feet
of the proposed entrances. Please ensure that the proposed entrance located near the middle
of the subject parcel is aligned with the existing entrance to Spahr Metric.
11. Please show the location of all existing and proposed utility lines. Please ensure the
underground placement of all proposed utility lines by providing a statement to that effect on
the site plan.
12. Please provide the location and width of all easements, including access, utility and drainage
easements. An earlier site development plan on file in this office shows a twenty (20) foot
drainage easement across Lot 28. If this easement still exists, it must be properly vacated
prior to development of the site. Alternate means of stormwater management must be
approved by the Frederick County Public Works Department.
13. Please note that one loading space is required for every 40,000 square feet of floor area with
industrial uses. According to the landscape tabulation, warehouse uses will occupy an area
of 154,325 square feet, which would necessitate a total of four loading spaces. Each loading
space should be twelve (12) feet wide, forty-five (45) feet long, and have a vertical clearance
of at least fourteen (14) feet. It is recommended that the front loading area be separated from
the adjacent parking areas. This will ensure adequate separation of car and truck traffic,
creating a more efficient and safe traffic pattern.
14. Please specify the square footage for each proposed use when tabulating the parking
calculation. According to the landscape tabulation, office space will occupy 10,450 square
feet. One parking space per 250 square feet of office square footage yields 42 spaces, not 21
as indicated by the parking calculation. This would increase the required number of parking
spaces to one -hundred and eighty-four (184). Please note that the required number of
handicap parking spaces is six (6), not seven (7) as indicated by the site plan. Please provide
dimensions and specifications for all disabled parking spaces and ramps. Also note that the
required number of parking spaces stated in the landscape tabulation does not correspond to
the number stated in the parking calculation.

15. Please provide a planting schedule for the landscape plan. The planting legend should include
the following: plant symbol, quantity, common name, botanical name, size at time of planting,
and any other necessary comments. Also note that a three (3) foot evergreen hedge, fence,
wall or berm is required to prevent headlights from shining on pubic right-of-ways and
adjoining properties. Suitable placement of this landscape feature appears on the marked up
plan. Please ensure that the landscape calculations correspond correctly to the adjusted
parking calculations.
16. Please ensure that Numbers 3, 8, 15, 18, 22 and 23 of the General Notes read as intended.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies
of the final site plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick
County Inspections Department, the Frederick County Engineer, and the Frederick County Fire
Marshal.

A VDOT review has been completed on the preliminary site plan dated July, 1999 for
the referenced project. Our comments are as follows and as shown in red on the
enclosed plan sheets:
Sheet 1 of 4
1. The county of reference in the General Notes should be Frederick.
2. The designation of building area in the trip generation data block does not appear
coincident to the given dimensions on Plan Sheet 2 of 4. Please confirm the data
and any adjustments of ITE volumes.
Sheet 2 of 4 (see Note #2)
3. The radii of each/all fillet Curves at the proposed entrances should be shown with
radii measured from face of curb unless otherwise noted.
4. The property frontage adjacent to existing Route 861 (McGhee Road) should provide
12' of right turning lane with CG-6 (if posted speed limit is confirmed at 35 MPH or
CG-7 if unposted as shown on plan) between proposed entrances.
5. & 6. The front slope of the proposed ditch is approaching "worry depth". Could the
ratio be constructed as 3 or 4 to 1?

Dear Mr. Frank:
Upon review of the subject site plan, we offer the following comments:
1. Place a note on the plan that indicates that issuance of a land disturbance permit
will be required prior to initiating any site grading work.
2. You have indicated that it will be necessary to install a sediment trap in the
northeast corner of the site. Provide details and calculations in accordance with
the Virginia erosion and sediment control handbook standard and specification
3.13 for the sizing of this sediment trap. If more than three (3) acres are
draining to this point, additional sediment traps may be required.
3. Provide details and sizing of the outlet protection in accordance with the
Virginia erosion and sediment control handbook standard and specification 3.18
for the proposed storm sewer culverts.
4. Provide details from the Virginia erosion and sediment control handbook for all
proposed erosion and sediment control measures shown on the plan.
5. During the construction of the building, it will be necessary to place
approximately six (6) to eight (8) foot of fill to achieve a finished floor
elevation of 730.00. It will be necessary to submit Engineered compaction
reports certifying the fill placement to the Building Inspection department at the
time of building permit application.
6. We recommend that all roof drains be properly sized and piped to the drainage ditches
to prevent on -site erosion. Also, the proposed drainage ditches need to be placed in

dedicated drainage easements.
