application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the

maintain proper traffic control in accordance with our Virginia Work Area Protection Manual.

VDOT facility which would provide access to the property. If any work is performed on the State's
right-of-way a land use permit will need to be applied for and issued to cover said work. The permit is

1. The adjoining properties must show the deed book page numbers. Also, all
PH properties across Rt. 11 need to be shown.
All adjoining properties have been shown. A sidewalk needs to be
provided along Valley Pike. Sidewalk has been added with handicap
c access amps at required locations.
2. The required parking needs to be 21(1/400). Parking is also required

the first part, hereinafter called the Grantor; and I+REDERICK COUNTY
SANITATION AUTHORITY, a Virginia corporation organized and existing Under
the provisions of the Virginia Water and Sewer Authorities Act (Section 15.1-1239, et
seq., Code of Virginia, 1950, as amended), party of the other part, hereinafter called the
Grantee.
WITNESSETII: That for and in consideration of the sum of One Dollar
($1.00), cash in hand paid and other valuable consideration, receipt whereof is hereby
acknowledged, the Grantor (foes grant and convey, Unto the Grantee, a permanent water
easement 20 feet in width, together with a temporary construction casement ten (10)
feet in width adjacent thereto, the permanent Casement being as shown on that certain
plat of Cory M. Haynes, Land Surveyor, dated March 9, 2005, revised October 17,
2005, attached hereto and incorporated herein in full by this reference, said easements
being over and upon the lands of the Grantor acquired by deed recorded in the Office of

The permanent water easement herein conveyed grants to the Grantee the
perpetual right to install, lay and maintain a water main, including the right to go on,
Over and Upon the said permanent casement for the purpose of installing, laying,
maintaining, repairing and replacing the same as needed, and the said temporary
construction easement grants t0 the Grantee the light to enter Upon It to the extent
necessary for and during the original construction, installation and laying of the said
water main, said temporary easement to expire upon completion of construction of the
said water main.
Grantor shall retain the right to use his land which is subject to the easements
acquired herein in any manner which shall not interfere with the use and enjoyment of
said rights by Grantee. Grantor shall at all times have the right to cross over and upon
the said easements and to use the surface over the easements in such mamler as will

neither injure nor interfere with the construction, operation or maintenance of the said
water main, except that no building or other structure shall be erected over said

prior to being so disturbed at Grantee's expense.

A couple years ago we obtained site plan approval for a restaurant on a 2 acre parcel on the west side of U.S.
Route 11, just south of VA Route F839. The owner of the property has changed and we have prepared a revised
site plan for a auto sales dealership on this parcel. The basic development plan for the site remains unchanged.
The traffic circulation patterns, entrances on state roads, storm water conveyance and discharge and utility
routings are as proposed on the previous plan. The builds rig size is a bit larger and there is slightly less parking
provided, through much of the parking area will be for car storage and sales. The right-of-way improvements
are shown as previously approved.
Enclosed, please find copies of the plans, the complete application and review comment sheet and the Erosion
Control Narrative as appropriate.
