One set of plans is provided here for review. The changes are as follows: 1. On sheet 2 of 15, please highlight and bubble out the project site from the Key Plan. The project is highlighted clearly. 2. On sheet 2 of 15, the project summary indicates that the floor area ratio (FAR) provided is 9.6. Frederick County allows a FAR no greater than 1.0. Please adjust. The FAR typographic error is corrected. 3. On sheet 2 of 15, the required number of handicapped spaces should be 8 not 12, according to the Frederick County Zoning Ordinance. The handicapped space requirement has been corrected. 4. On sheet 3 of 15, indicate that the 10' wide trail leading from the community center to the proposed dock will be an asphalt trail. The trail surface is noted. 5. On sheet 3 of 15, provide the height of the proposed fitness center. The building height is shown. 6. On sheet 3 of 15, is the outdoor pool a one-story building? The one story notation has been removed. 7. On sheet 3 of 15, please provide the dimensions of the boat dock - The dock dimensions are provided. 8. On sheet 3 of 15, provide a CG-6 curb and gutter for all parking bays. According to Section 165-27E(3) of the Frederick County Zoning Ordinance, concrete bumpers are only allowed on parcels outside the Sewer and Water Service Area with approval of the Zoning Administrator. We've provided a recommendation from VDGIF that the grass swales be permitted. (9 On sheet 3 of 15, please further clarify the design of the ramp and stairway leading from the plaza to the boat dock trail. Additional elevations are provided on the stairs to clarify the intent. 10. On sheet 3 of 15, provide enhanced crosswalks from the parking lot to the recreation center. The crosswalks have been clearly delineated. 11. On sheet 3 of 15, please add a third crossing point from the parking lot to the recreation center. The third crossing is provided. This access road needs to be a minimum 24' wide, and the loading bay space should be at least 45' long and striped. The ramp has been added and the proper width is provided. 13. On sheet 3 of 15, install sidewalk ramps at both intersections of Rachel Carson Drive and Bald Eagle Drive. The ramps have been provided. 14. On sheet 10 of 15, in accordance to Section 165-27E(11)(a) of the Frederick County Zoning Ordinance, install perimeter landscaping around the parking lots to shield adjoining properties and right-of-way. The perimeter landscaping is provided around the entire parking area. Along Rachel Carson, the change in elevation at the road provides the required screening, but plantings were dispersed evenly around the entire lot. 15. On sheet 10 of 15, additional street trees need to be provided along Bald Eagle Drive. Street trees have been added. 16. On sheet 10 of 15, place the planting details from sheet 13 of 15 on this sheet. The planting details have been moved as requested. 17. On sheet 10 of 15, the plans have identified a "trees to be preserved" area to be located on top of the main recreation building. Please explain. The existing trees in this area are being preserved. The Community Center will consist of 27028 sq. ft. of restaurants, large offices and meeting rooms on two stories. The fitness facility includes two pools, exercise rooms, offices and ancillary support facilities over 9283 s.f. There is also to be provided 4 tennis courts and a picnic area. Water and sewer extensions to serve this site are being constructed now under the Phase One plans. Only domestic and fire service extensions are added on this plan. All storm drainage flows to existing pipes which are being constructed under the Phase One plans. All of these pipes discharge to Crooked Run below the dam. Adequate Erosion Control measures are provided and a detention pond is shown. These along with a parking lot design which employees median grass swales will not only prevent loss of sediment but also provide a level of nutrient removal. All storm and drainage facilities will be privately maintained. Landscaping, lighting and sidewak are also shown. The site is not a separate parcel, but a part of the entire Shenandoah project area.
