application. The DTartmrnt of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan, It is recommended that applicants

The above -referenced site plan was approved on June 28, 2006. The site plan is approved for the construction
of a 19,145sf retail center located on Warrior Drive, near its intersection with Tasker Road. The retail center
will consist of 1 1,945sf of retail area and 7,200sf of restaurant area. Required site improvements include the
following:
• A 3,024sf gasoline canopy to cover the four pumps (eight stations).
• A parking lot Nvith a total of 72 spaces (four handicap accessible), including curb and gutter,
landscaped islands, striping, and handicap access.
• Construction of a dumpster pad with an eight (8) foot wall for screening.
• One loading space.
• A zoning district buffer along a portion of the eastern property line (full screen).

This is to acknowledge receipt of your revised plans with latest revisions dated March 13, 2006 for the
referenced project. The plans appear satisfactory and are approved subject to the four comments noted
below. Please advise the developer accordingly. Please provide 5 sets of approved construction
plans with signed seal for VDOT distribution.
1. On sheet 5, in the Traffic Impact Analysis for land use #945, the value of 162.78 trips is per
fueling position, not per 1000 sf. Please revise the calculations accordingly.
2. On sheet 5 in the note about "Proposed striping/arrows" add the VDOT standard sheet reference
PM-3.
3. On sheet 7, the extra copies of VDOT details can be deleted since they are provided on sheet 14
and 15.
4. On sheet 16, if the sign shading cannot be lightened enough to read sign legends, indicate the
sign legends next to each sign.
I offer the following additional continents:
A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to Initiation of work.
Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
E Our review and comments are general in nature. Should conditions in the field exist such that
additional measures are warranted, such measures shall be completed to the satisfaction of VDOT.
All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage casement.
x The contractor shall notify VDOT when work is to begin or cease for any undetermined length of
time. VDOT will also require 48 hours notice for inspections.
The appropriate land use permits shall be obtained before any work is performed on the State's
right-of-way. The permit is issued by this office and will require a minimum processing fee, surety

bond coverage, and the salary & expenses of a State assigned Inspector.
Any signs to be installed will be in accordance with the Manual on Uniform Traffic Control Devices

suppression system according to chapter 9 of the IBC. The plan only shows a 1 --' supply
for the domestic eater at this time and the grease interceptor for the kitchen waste
location is not sho,.vn on the plan at this time. Please check the water main for proper size
per the International Plumbing Code and locate the grease interceptor on the site plan if it
is located on the exterior of the structure.
Accessible parking and route to the building, appears to be in compliance.
Plans submitted for permit application shall be sealed by a licensed Virginia design

well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Parkint; Calculations. The parking calculations provided on the coversheet would require 133 spaces,
not 132.
2) Zonint District Buffer. As you stated in your response letter, the zoning district buffer landscaping is
being provided with the Musket Ridge (platted as the Guards at Mosby Station) Subdivision. A copy of
the recorded buffer detail has been included for your reference so that you can show the ultimate buffer on
this site plan. If you need more information, the subdivision design plans are available at our office.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the
plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: the Frederick County Inspections Department, the
Frederick County Department of Public 14"orks (County Engineer), the Frederick County Fire Harshal, the
Frederick County Sanitation Authority, and the Virginia Department of Transportation.

The above referenced siteplan has been corrected in accordance with your review
comments dated January 18, 2006.CThe parking calculations were changed on the cover
sheet to represent the largest area of the proposed building that can be used for restaurant
use. It is unknown at this time how much of the building will be used for restaurant use, the
plans state that the current parking configuration will not allow for more than 7.250sf of the
proposed building to be used for a restaurant. he Property Identification Numbers (PIN)
have been updated on the cover sheet. The bike path / curb and gutter along Warrior Drive
was proposed and is being built as part of the CVS project --"A Handicap ramp was added at
the rear of the building to satisfy comment 4.9A note was added to the proposed sign
designating it as a monument style sign The one way traffic comment was addressed by

the addition of a painted stripe with "DO NOT ENTER" on the pavement. The access
easement through the property for access to the neighboring CVS project was labeled on
the plans. A hedge row was added along the parking spaces that face the CVS project as
requested in comment 8. Plantings were also rearranged to show placement as shown on
reviewed plans. It is this firms understanding that the zoning district buffer referenced in

comment 9 is being supplied by the developers of the adjoining Musket Ridge subdivision.
We do not have these plans and are therefore unable to show them on our plans. The
fence shown on sheet 12 is meant to work with the existing tree line to form a supplemental
barrier between the properties. Therefore the fence is only needed where the existing tree
line is not sufficient. In order to build a fence along the entire property it would require the
removal of additional trees.

Review Comments:
1) Parlcin�Z Calculations. The coversheet has the entire site marked as retail, but the plan shows
that restaurant uses will also be on the site. The restaurant use needs to be provided for under the
parking calculations. The square footage of restaurant space needs to be provided on the
coversheet.
2) Property Identification Number. Tlie coversheet sliows the PIN number as being 75-A-105
and the adjacent residential property is shown with the same PIN number. This property has
been subdivided and the new PIN number needs to be provided. Also, show the PIN numbers for
the adjoining properties as indicated on the coversheet.
3) Bilce Patli/Sidewallc/Curb and Gutter. The bike path shown on sheet 6 has a notation that it is
"by others". This notation needs to be removed; this portion of the trail needs to be completed
by the developer of this property. Curb and gutter should be considered along Warrior Drive.
4) Handicap Access. A ramp needs to be provided for the I -IC space at the rear of the building as
indicated on sheet 6.
5) Signage. A note should be provided on this site plan that a monument style sign will be used.

6) One Way Traffic. The one way traffic along the rear of the building should be moved back so
that trucks trying to access the loading space don' come from the wrong way (turning around
would be very difficult). Also, a painted stripe with "do not enter" should be provided on the
pavement as indicated on sheet 6.
7) Access Easement. The entrance on Warrior Drive should have an access easement over the
shared entrance.
8) Landscaping. A hedge row needs to be provided along the parking spaces that face the CVS as
indicated on sheet 12. Also, additional (or relocated) trees should be provided as indicated.
9) Zoning District Buffer. The zoning district buffer shown on sheet 12 only contains
supplemental plantings that are deciduous. All the trees within this buffer need to be shown. If
these trees were installed by the adjacent residential property, please show their location. Also,
the fence shown on sheet 12 is shown in two areas but is not cormected. Please clarify why the
fence does not cover the entire rear property line.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Frederick
