At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1 1 Building Restriction Lines. On the cover sheet under project information, there are front secondary setbacks provided; there are no 35' BRL's on this site plan. 2) Proposed Building Dimensions. On the cover sheet project information, there is a statement that proposed building dimensions shown on plan are approximate. The exact layout of the buildings and site need to be provided on this plan. 3� daoinin<g, Properties. Provide the adjoining properties across Route 522. 4) Existing Structures. There are existing buildings shown on the western outparcel. Label these buildings TBR and label the parcel as future development. 5) Entrances. There appears to be an entrance shown on Route 522 on the western outparcel which serves the existing structures. This entrance needs to be labeled as TBR. 6) Median Break. The road labeled "Cross Stone Place" on Sheet 7 has a large median break that appears to be intended for entrances onto the outparcels. If an entrance is placed on the eastern outparcel onto "Cross Stone Place", it will be very difficult for vehicles to turn left to get onto Route 522, and the western outparcel vehicles turning right to go to the Martins will also have a very difficult time. It is recommended that full entrances onto the outparcel be prohibited on "Cross Stone Place" and the median break be closed, and only right-in/right- outs be utilized and the full entrances be placed on the driving lane around the Martins. 107 North Kent Street, Suite 202 - Winchester, Virginia 22601-5000 Mr. Jeremy Tweedie, Greenway Engineering RE: Preliminary Comments for Stonewall Plaza September 1, 2005 Page 2 7) Panting Space Number and Location. The parking space tabulation states that 557 spaces are being provided; this number does not match what is shown on the site plan. Also, some of the parking space numbers on sheets 7 and 8 are incorrect, and please ensure that the spaces labeled "temporary parking area" are not being counted towards the required parking number. There are 135 parking spaces located behind the Retail B and C buildings. It is understandable that some spaces can be behind the buildings to serve employees; however, 135 spaces are too many and appear to be placed behind the buildings because there wasn't adequate room out front so they were stuck behind the buildings to meet the requirements. The buildings need to be moved back to place more of these required spaces in front of the buildings for the customers. 8) Curb and Gutter. Curb and gutter needs to be placed along the parking spaces on sheet 8 beside and behind Retail C as indicated on the plan. 9) Sheet Numbers. On Sheet 7, "see sheet 9" needs to be changed to "see sheet 8". Also, on sheet 8 remove the one that states see sheet 8. 10) Loading Spaces. Retail shops "D" requires at least one 12' x 45' loading space. It is unclear how the loading areas that have been provided will be accessed as it appears that there is a curb along the sidewalk. 1 1) Sidewalks. The sidewalk network needs to be extended as I have indicated on the plan. 12) Lighting Plan. The lighting plan on sheet 20 needs to include a detail for the light poles that will be used along with their height. 13) Dumpster Enclosure. Provide a statement on the plan that all dumpsters will have dumpster enclosures like the one on sheet 19. 14) Access to Future Development. The connection to the rear portion of the property that is labeled future development needs to be shown on the site plan. 15) Docks. Label the docks at the back of the Martins building. Retail Shops "D" 16) Sidewalks. Label the concrete walkways and their widths. Also, there is a HC ramp and what appears to be a %walkway in the pavement by Retail "C" near the drive through; it is unclear why this is here. 17) Handicap Access. Provide I -IC ramps onto the wallm,ays. 18) Parking Space Size. Some of the curved parl<ing spaces along the southern building don't appear to be 180sf. Please label the dimensions of these spaces. Provide additional traffic arrows as indicated and provide one-way/do not enter signs. Landscaping Plan 20) Entrance Feature. Deciduous trees should be placed in the landscaped median along "Cross Stone Place" to enhance the entrance to the shopping center. 21) Zoning District Buffer. The zoning district buffer requires 75 deciduous trees within the buffer (a total of 246 deciduous trees on the entire site). The planting schedule and the plan do not reflect these plantings or numbers. Also, the entire site will be cleared; the zoning district buffer needs to be extended to the northern property. 22) Hedge Rows and Plant Height. The planting schedule on sheet 22 states that Yews are being used for the hedges. Under the size of the plants, 2" cal needs to be changed to 3' height. Also, tinder the plant schedule the Leyland Cypress trees need to be 4' in height. A hedge row will also be needed along the western property line where the parking spaces face the adjacent property as indicated on sheet 21. 23) Zoning District Buffer Fence. Provide a detail for the fence for the zoning district buffer. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review ageincy comment sheets and at least five copies of the final plan for final administrative approval. Comment sheets are required from the following agencies: the Frederick County InsImciions Deparhnent, the Frederick County Department of Public TVorks (County Engineer), the Frederick County Fire Marshal, the Frederick County Sanitation Authority, Frederick County GLS, and the Virginia Department of Transportation. One light pole is towards the front of the property, and remaining poles are towards the rear of the site. It is staffs understanding that the lamp shields should be installed within the month. In acknowledgement of your efforts to remedy the lighting glare concern, the County will proceed with the issuance of the Certificate of Occupancy for the Elite Nails tenant space. Please contact staff once the glare shields are installed so that we may arrange a follow-up site meeting. At this follow-up meeting we will determine if the glare shields adequately addressed the lighting concerns and if additional light poles may warrant the glare shields. We appreciate your efforts to resolve these lighting concerns in a timely manner. As County and Greenway staff discussed, future lighting fixtures will be expected to utilize flat lens rather than the contoured lenses. Greenway Engineering is in receipt of comments dated, November 7, 2(X)5, and we are pleased to offer the following responses: Conunent l: Curb and Gutter. Curb and gutter needs to be placed along the parking spaces on sheet 7 beside Retail D as indicated on the plan. Response: Revised as Noted See sheet 7. Comment 2: Perimeter and Interior landscaping and Zoning District Buffer. The zoning district buffer requires 75 deciduous trees within the buffer. The planting schedule on sheet 22 only shows /S deciduous trees for the buffer. Also, the site requires a total of 267 deciduous trees (interior/perimeter/buffer) only 208 deciduous trees are accounted for in the legend on sheet 22. Also, I only counted 206 on the actual plan. Revise the plan to show all the required trees. Response: The total deciduous required is 264 trees. 268 is provided. The table has been revised to reflect the provided amount per species and type per plan. Refer to sheet 21 & 22 Comment 3: Tree Location. The landscaping plans show trees within the pavement. Response: Tree placement has been revised as noted. Refer to Sheet 22 & 23 Comment 4: Hedge Rows and Plant Height. The planting schedule on sheet 22 still does not reflect the required changes. The schedule states that Yews are being used for the hedges. Under the size of the plants. two inch cal needs to be changed to three foot height. Also, under the plant schedule the Leyland Cypress trees need to be four feet in height. Maples and Chern"s need to be two inch caliper. A hedge row will also be needed along the western property line where the parking spaces face the adjacent property as indicated on sheet 22. Response: Heights & calipers have been revised in table ad noted. Refer to Sheet 22 The parking facing the western property line has a elevation difference of 16+ feet toward Route 37. This grade difference will natural restrict headlight glare from the adjacent property and the Route 37 ROW. Refer to grading sheet 10. Comment S: Zoning District Buffer Fence.
